<p>The Evaluations and Assessments Specialist will provide technical leadership for evaluation, assessment, and research activities under the Jordan MELA work order. This position will lead the design and implementation of evaluation and assessment assignments in response to U.S. Department of State priorities, ensuring that products are rigorous, relevant, timely, and actionable. The Evaluations and Assessments Lead will work closely with the Jordan MELA Senior M&E Specialist (Evidence Generation Lead), Department of State counterparts, technical specialists, and subcontractors to support credible evidence generation for program design, adaptation, and learning. This is a full-time, Amman-based role with a period of performance from September 2026 - September 2027. Essential Job Functions: The following duties are considered essential to the role. Select and apply appropriate qualitative, quantitative, and mixed-methods approaches based on the evaluation question and context. Oversee data collection, analysis, synthesis, and reporting for evaluation and assessment assignments. Ensure all studies adhere to evaluation quality standards, ethical research practices, informed consent requirements, and do-no-harm principles. Coordinate with subject matter experts and local researchers as needed to strengthen technical quality and contextual relevance. Support development of evaluation design reports, final reports, presentations, and other dissemination products. Translate findings into clear, actionable recommendations for decision-makers and implementers. Support learning and utilization activities, including validation meetings, dissemination workshops, and follow-up action planning. Contribute to portfolio-level evidence synthesis and identify strategic themes across multiple assignments. Ensure strong documentation, version control, and quality assurance throughout the evaluation process. Collaborate with team members to align evaluation and assessment work with broader monitoring, learning, and capacity strengthening objectives</p><p><strong>Desired Candidate Profile</strong></p><p>Master s degree in international development, economics, public policy, social sciences, statistics, evaluation, or a related field required; doctoral degree preferred. Minimum of 7 years of experience designing and implementing evaluations, assessments, research studies, or applied social science research required. Demonstrated experience with qualitative, quantitative, and mixed-methods approaches. Strong experience developing evaluation scopes of work, research designs, and actionable reports for donor or government clients. Knowledge of evaluation standards, human subjects protection, and ethical research practices. Experience working in Jordan and/or the MENA region strongly preferred. Familiarity with U.S. Government foreign assistance programming and evaluation requirements strongly preferred. Strong analytical, writing, and presentation skills, with the ability to communicate findings to technical and non-technical audiences. Ability to manage multiple assignments and deadlines in dynamic, sometimes sensitive environments. Excellent written and oral communication skills in English and Arabic required.</p>

<p>The GIZ Jordan Projects <strong><em>FURSATI – Empowering Women for Technical and Green Crafts Professions and in Career Development</em></strong> and <strong><em>Digitalisation of TVET in Jordan </em></strong>are seeking to hire a “<strong>Monitoring and Evaluation Specialist</strong>” based in Jordan- for full-time base employment.</p>
<p><strong>FURSATI –</strong> <strong>“</strong>is a BMZ-funded GIZ project in Jordan’s TVET portfolio, running from <strong>05/2026 to 04/2030</strong>. The project aims to improve employment perspectives in Jordan, especially for young women, in green, technical and creative sectors. It follows a gender-transformative approach, with gender equality and women’s empowerment as its principal objective. </p>
<p>FURSATI works at system, school, community and labour-market level. It supports gender-responsive TVET reform, practice-oriented BTEC education, social norm change around women’s employment, and women’s transition into work. </p>
<p><strong>Output 1</strong> strengthens the Ministry of Education’s capacities to implement TVET reform in a gender-transformative and labour market-oriented way, including policy advice, capacity development, career orientation and private sector engagement. </p>
<p><strong>Output 2</strong> supports selected BTEC girls’ schools in improving practical and gender-responsive training in green, technical and creative fields, with a focus on work-based learning and cooperation with companies. </p>
<p><strong>Output 3</strong> addresses social norms limiting women’s participation in these sectors through evidence-based campaigns, community dialogue, Sport for Development approaches, and exchange with women’s and business associations. </p>
<p><strong>Output 4</strong> strengthens labour market-oriented qualification offers and women’s transition into employment through labour market analysis, training development, mentoring, career guidance, job fairs, internships and cooperation with relevant associations</p>
<p><strong>DigiTVET- </strong>Digitilisation of TVET in Jordan” project is part of the TVET portfolio of GIZ Jordan<strong>,</strong> which aims to strengthen the quality and attractiveness of vocational education and training across the country. Working in close partnership with the Ministry of Education<strong>,</strong> public training providers, and civil society organisations, the project focuses on developing standardised procedures for digital TVET and designing inclusive, barrier-free learning methods that improve access for women and marginalised groups. A core element is the capacity building of teaching staff in both digital methods and inclusive, gender-equitable approaches. By combining technical and pedagogical skills development, the project ensures that learning content and platforms are accessible, engaging, and relevant to diverse learners. These efforts contribute to enabling young people — particularly from disadvantaged backgrounds — to acquire the skills needed in the digital age, while supporting companies in accessing a better qualified and digitally competent workforce.</p>

<p>Our utility cleaners play an important role in support of a number of vital hotel functions. At our hotels these associates may work across departments (e.g., kitchen, food and beverage, laundry) to support cleaning needs. Whether preparing fresh clean linen and spotless dining ware for guests to enjoy, operating and maintaining cleaning equipment and tools (e.g., dish washing machines, hand wash stations, linen washers and dryers), or transporting dishware or linens across the hotel, these associates do whatever it takes to get the job done.</p>

MHPSS is systematically integrated into HI s health activities, including rehabilitation and P&O, as well as into its education interventions. In this context, the MHPSS Specialist plays a key role in ensuring the technical quality, coherence, and coordination of MHPSS activities across the programme. As activities continue to expand in the WB, the position will also support the harmonization of approaches, tools, and processes between Gaza and the WB, ensuring consistency in programme implementation. Finally, with the programme expected to transition to the regional office in the coming months, the MHPSS Specialist will contribute to preparing and supporting this transition, ensuring continuity of technical leadership and knowledge transfer.</p><p>Under the management of the Technical Head of Program (THoP) the MHPSS Specialist in Palestine (based in Amman, Jordan) continues the support and technical leadership for the MHPSS sector. The MHPSS Specialist will ensure continuity and training and technically support MHPSS teams, while ensuring the quality, consistency, and integration of MHPSS across interventions and multidisciplinary health and education programmes. The position will also support the harmonization of approaches between Gaza and the West Bank and contribute to preparing the programme's transition to the regional structure.</p><p>The MHPSS Specialist will have strong interactions with Internally: Area Manager, Project Managers, Technical officers, Officers, Specialists, MEAL department, Operations Manager, Grants Manager and externally: partners, local authorities, health structures, health NGOs. The MHPSS Specialist will report to the THoP, will have a technical management from the MHPSS Global Specialist and will have the functionnal management of the MHPSS teams in Gaza and West Bank.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><ul><li>At least least 5 years of overall professional experience in the field of MHPSS including a minimum of 3 years experience in emergency response in conflict affected countries.</li><li>You hold a Master degree in psychology, preferably in clinical psychology, or a related field is required.</li><li>Training in evidence-based therapeutic approaches for trauma, stress, and mental health issues in emergency contexts.</li><li>Comprehensive knowledge of the IASC Mental Health and Psychosocial Support in Emergency Settings guidelines and associated documents.</li><li>Experience in conducting multi-sectorial assessments is required</li><li>Strong interpersonal and intercultural skills required;</li><li>Fluency in oral and written English is compulsory;</li><li>Arabic skills are a strong asset;</li></ul><p></p></section>
