<h2 >BACKGROUND AND CONTEXT</h2>
<p >Oxfam operates and supports multiple recycling facilities that process recyclable materials through equipment including balers, shredders, and associated waste handling systems.</p>
<p >As part of Oxfam's commitment to continuous improvement, the organization recognizes the need to review existing health and safety arrangements, fire prevention measures, risk assessments, and implementation of control measures across its recycling facilities and supporting operations.</p>
<p >Existing health and safety management systems are already in place, including designated Health and Safety personnel, risk assessments, and action plans. Oxfam seeks the support of an experienced Environment, Health and Safety (EHS) Technical Consultant to conduct an independent assessment and provide recommendations to strengthen fire prevention and overall safety management.</p>
<h2 >SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED</h2>

<h1>1.BACKGROUND AND CONTEXT</h1>
<p>Oxfam has been working in Jordan since 1990, responding to the Syrian refugee crisis and addressing structural inequalities affecting vulnerable populations, including women and girls with disabilities. Oxfam's programming focuses on ensuring equitable access to essential services, promoting gender justice, and advocating for the rights of marginalized groups.</p>
<p>This assignment falls under a project funded by Global Affairs Canada (GAC), implemented by Oxfam in partnership with FOCCEC (Forearm for change). The project aims to support and enhance access to health services for vulnerable females in Jordan by enhancing inclusive health services and improving the quality of reproductive health care for women and girls of different ages, with a particular focus on persons with disabilities (PWDs) accessing these services.</p>
<p>This Terms of Reference seeks to engage a qualified service provider to facilitate participatory sessions with PWD to identify physical and procedural barriers faced when utilizing these facilities.</p>

<h1>2.SPECIFICATION OF GOODS OR SERVICES OR WORK REQUIRED</h1>
<p>To conduct a comprehensive accessibility audit of Two designated health centers that will be located in Two locations out of the following three ( Zarqa, Amman, Irbid)Further more facilitate Focus Group Discussions (FGDs) with PWDs to gather qualitative data on their experiences when it comes to reach Health centers ,PWD feedback will be used to utilize upon creating the accessibility Plans, The goal is to produce a prioritized, costed, and regulation-compliant plan to make each health center PWD-friendly.</p>
<p>Furthermore, Oxfam might add one task which is Train Health Workers and Community Leaders on How to deal with PWD with primer focus on SRHR ,the organization is open for those who wish to share training manuals or Topics to be covered based on their Experience.</p>

<h1>3.METHODOLOGY</h1>
<p>The consultant is expected to:</p>

<li>Review Project Main Documents</li>
<li>Review the existing Construction Code and relevant national disability/inclusion policies to ensure compliance.</li>
<li>Organize and conduct at least 6Focus Group Discussions in two governorates with PWDs, in addition to KII, aiming to consult with up to 100 persons from PWD and Health Worker. The participants must represent a diverse range of disabilities, including but not limited to:
<ol>
<li>Physical/Mobility impairments (wheelchair users, crutch users).</li>
<li>Visual impairments.</li>
<li>Hearing impairments.</li>
<li>Intellectual/psychosocial disabilities.</li>
</ol>

</ul>
<p>FGB will be conducted to highlight and understand the limitations, challenges, and risks PWDs face when accessing health centers (e.g., entrance, waiting areas, consultation rooms, bathrooms, and signage).</p>
<p>Conduct FGDs with Health Workers to identify their Training Gaps and Misconceptions</p>
<ul>
<li>Visit each of the 2-3 health centers provided by the Oxfam to conduct physical inspections.</li>
<li>For each health center, develop a detailed clear accessibility plan (Slandered Requirements, Detailed description, Environmental Risks, Mitigation measure, Building Codes, etc..) that include:</li>

<li>A list of current barriers.</li>
<li>Recommended Materials with clear Specification (The specific type of material needed (e.g., aluminium ramps, tactile paving, grab bars, beds, Material utilize braille language, Customized leaflet and Brochures..etc)</li>
<li>Each recommended item must be explicitly referenced and linked to the specific clause/number of the national construction code/regulation (e.g., "Item: x - Regulation xxxx</li>
<li>The number of units/tools needed per center.</li>
<li>Items detailed specification with Picture of it, Approximate cost per tool and total cost for the enhancement needed for each center.</li>
<li>A summary table ranking the required modifications across all centers based on urgency, cost, and impact.</li>

As intentions to return continue to emerge, there is a critical need to better understand children's perspectives, priorities, and concerns regarding the possibility of returning to Syria. While return-related assessments often focus on household-level decision-making, children's views remain underrepresented despite the profound impact that return may have on their protection, wellbeing, education, social connections, and future opportunities.</p>
<p><strong>The Children’s Voices for Return </strong>Study aims to generate evidence on Syrian refugee children's perceptions, intentions, and concerns related to voluntary return through an innovative participatory qualitative methodology. The findings will inform the design and strategic direction of the Coaching for Life (CfL) Programme, support sustainability planning, and identify appropriate support mechanisms for children who may return to Syria. In addition, the study will contribute to child-sensitive return and reintegration planning at both national and regional levels, while aligning with Save the Children Jordan’s commitment to ensuring that children's voices are meaningfully reflected in decisions and policies that affect their lives<em>.</em></p>

As intentions to return continue to emerge, there is a critical need to better understand children's perspectives, priorities, and concerns regarding the possibility of returning to Syria. While return-related assessments often focus on household-level decision-making, children's views remain underrepresented despite the profound impact that return may have on their protection, wellbeing, education, social connections, and future opportunities.</p>
<p><strong>The Children’s Voices for Return </strong>Study aims to generate evidence on Syrian refugee children's perceptions, intentions, and concerns related to voluntary return through an innovative participatory qualitative methodology. The findings will inform the design and strategic direction of the Coaching for Life (CfL) Programme, support sustainability planning, and identify appropriate support mechanisms for children who may return to Syria. Documentation and Reporting • Produce workshop reports, facilitation summaries, and learning documentation • Contribute to outcome harvesting and documentation processes • Develop concise recommendations and reflections to inform future GP cycles • Ensure all youth-facing materials are accessible and available in Arabic Expected Deliverables The consultant is expected to deliver the following: Deliverable 1: Inception and GP Journey Design Includes: • Inception meeting and workplan • GP Journey design and facilitation framework • Mentoring and accompaniment plan Deliverable 2: Launch and Stakeholder Engagement Includes: • Pre-consultations with elected representatives • Launch workshop design and materials • Facilitation of the regional launch workshop Deliverable 3: Facilitation and Progress Support Includes: • Learning and coordination meetings • Monthly progress updates Deliverable 4: Closure and Final Reporting Includes: • Closing workshop package • Final report with achievements, lessons learned, and recommendations for future GP cycles and regional collaboration. Duration and Level of Effort The consultancy is expected to span approximately 6 months during the 2026 implementation cycle, with an estimated level of effort to be agreed upon based on the final workplan and implementation timeline.
