<p>The Evaluations and Assessments Specialist will provide technical leadership for evaluation, assessment, and research activities under the Jordan MELA work order. This position will lead the design and implementation of evaluation and assessment assignments in response to U.S. Department of State priorities, ensuring that products are rigorous, relevant, timely, and actionable. The Evaluations and Assessments Lead will work closely with the Jordan MELA Senior M&E Specialist (Evidence Generation Lead), Department of State counterparts, technical specialists, and subcontractors to support credible evidence generation for program design, adaptation, and learning. This is a full-time, Amman-based role with a period of performance from September 2026 - September 2027. Essential Job Functions: The following duties are considered essential to the role. Select and apply appropriate qualitative, quantitative, and mixed-methods approaches based on the evaluation question and context. Oversee data collection, analysis, synthesis, and reporting for evaluation and assessment assignments. Ensure all studies adhere to evaluation quality standards, ethical research practices, informed consent requirements, and do-no-harm principles. Coordinate with subject matter experts and local researchers as needed to strengthen technical quality and contextual relevance. Support development of evaluation design reports, final reports, presentations, and other dissemination products. Translate findings into clear, actionable recommendations for decision-makers and implementers. Support learning and utilization activities, including validation meetings, dissemination workshops, and follow-up action planning. Contribute to portfolio-level evidence synthesis and identify strategic themes across multiple assignments. Ensure strong documentation, version control, and quality assurance throughout the evaluation process. Collaborate with team members to align evaluation and assessment work with broader monitoring, learning, and capacity strengthening objectives</p><p><strong>Desired Candidate Profile</strong></p><p>Master s degree in international development, economics, public policy, social sciences, statistics, evaluation, or a related field required; doctoral degree preferred. Minimum of 7 years of experience designing and implementing evaluations, assessments, research studies, or applied social science research required. Demonstrated experience with qualitative, quantitative, and mixed-methods approaches. Strong experience developing evaluation scopes of work, research designs, and actionable reports for donor or government clients. Knowledge of evaluation standards, human subjects protection, and ethical research practices. Experience working in Jordan and/or the MENA region strongly preferred. Familiarity with U.S. Government foreign assistance programming and evaluation requirements strongly preferred. Strong analytical, writing, and presentation skills, with the ability to communicate findings to technical and non-technical audiences. <p >The Jordan Himaya Activity aims to enhance the availability and quality of essential services and protection for survivors of domestic and sexual violence in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies.</p>

<p >The IT Officer will provide on-site technical support for the deployment of an automated case management system across multiple locations and entities in Amman and compliance with national policies and standardized procedures. Technical support will include staff training, technical assistance, and on-job support. In addition, s/he will provide first-level technical support for the Himaya project. Responsibilities include installation, troubleshooting, maintenance of hardware/software, and coordination with external service providers. The IT Officer will formally be under the supervision under the supervision of Systems Strengthening & Implementation Lead and, with technical guidance from DAI’s home office IT team and the Office of Information and Management Technology (OIMT) and the director of Finance and Operations.</p>

<p ><strong>A. Case Management System Deployment:</strong></p>

Development Gateway: An IREX Venture (DG) is an international non-profit organization with<br>
approximately 80 team members based in more than 10 countries worldwide. By leveraging the<br>
combination of programmatic and IT developer capacity and skills within DG, over the last 20<br>
years we have researched data ecosystems, built digital tools to support those data ecosystems,<br>
and advised on data strategy and digital transformation to strengthen decision-making,<br>
transparency, and service delivery.</p>

DG is one of several consortium partners, led by IREX, implementing the Early Grade<br>
Education Activity (EGEA, also known as ‘ASAS’) program in Jordan between 2023-2028,<br>
funded by the U.S. Department of State. As a large-scale development program, ASAS is a<br>
complex, high-paced and outcome-oriented initiative. The consortium itself comprises well over<br>
50 individuals working on the program at any given time (based both in Jordan and abroad).<br>
From DG’s side alone, there are likely to be approximately 8-10 personnel supporting<br>
implementation at any given time, with at least 3 staff based in Amman including the Program<br>

DG’s role within the consortium is focused on enhancing data use among various systems and<br>

interoperability. DG will also work with various actors in Jordan to support the digitization of<br>
institutional data systems, including quality assurance processes and assessment where needs<br>
are identified. Lastly, DG will also support integration and alignment of the national AI policy<br>

exercises at the Ministry of Education (MoE) and University level to explore the feasibility of<br>
