<p><b>Organizational Background</b></p><p>Anera (American Near East Refugee Aid) is a non-political, non-religious international humanitarian and development organization that has worked for decades to address the development and relief needs of communities across the Middle East, including Palestine, Lebanon and Jordan. Anera delivers programs in education, health, economic development and emergency relief, working closely with local partners and communities.</p><p><br></p><p><b>Project Background</b></p><p>The Gaza Support Program provides critical humanitarian support to Palestinian patients and their accompanying family members who have been displaced from Gaza and are receiving specialized medical treatment in Jordan. The program operates across accommodation sites and partner hospitals in Amman, coordinating closely with the Jordan Hashemite Charity Organization (JHCO), partner medical facilities, and other service providers to ensure patients receive dignified, timely, and well-coordinated care across medical, psychosocial, and basic support components.</p><p>To strengthen the program's clinical coordination and case management capacity, Anera Jordan is seeking a consultant to serve as Medical Coordinator on a part-time basis for a period of four months.</p><p><br></p><p><b>Objective of the Consultancy</b></p><p>The objective of this consultancy is to provide specialized clinical verification and reporting support to the Gaza Support Program, ensuring that medical case files, clinical reports, and supporting documentation are reviewed for accuracy, completeness, and consistency. The consultant will serve as a clinical reviewer and technical resource person to the Project Manager and program team — verifying case data, reviewing medical reports, and preparing structured caseload reporting and analysis — enabling the program team to deliver effective, evidence-based, and dignified care to Gazan patients in Jordan under Anera scope of coverage. </p><p><br></p><p><b>Scope of Work</b></p><p><b>The consultant will be responsible for the following:</b></p><p><br></p><ul><li><b>Case File & Clinical Report Verification</b>: To verify medical evacuation case files and trackers maintained by the project team for completeness and data quality, monitoring cost utilization against category ceilings, and to review medical reports, diagnoses, and treatment plans submitted by partner hospitals for clinical accuracy and appropriateness, providing clinical opinion to support case decisions under the Project Manager's strategic oversight; to participate as needed (not on a daily basis) in clinical coordination meetings or case conferences to clarify questions arising from case reviews, and to escalate discrepancies, high-risk/urgent cases, or non-medical support needs to the Project Manager/Project Officer in a timely manner, without independently authorizing such services.</li></ul><p> </p><ul><li><b>Reporting, MEAL & Data Management</b>: To prepare structured monthly reports summarizing caseload status, clinical risk flags, and verification findings based on reviewed case data, and to contribute verified clinical indicators and narrative inputs to monthly, quarterly, and donor reports and MEAL dashboards, while maintaining strict confidentiality and data protection standards for all patient information.</li></ul><p> </p><ul><li><b>Technical Support</b>: To provide input on updating standardized clinical documentation tools, case review checklists, and verification-related SOPs for Project Manager approval, and to offer ad hoc clinical/technical guidance to the program team on specific case questions as they arise.</li></ul><p> </p><p><b>Deliverables</b></p><p><br></p><ul><li> Verify medical evacuation tracker and case files against existing and newly submitted patient supporting documentation from partner hospitals; flag discrepancies and urgent cases that may exceed the funding cap. / Monthly, ongoing</li></ul><p><br></p><ul><li> Review medical reports shared by partner hospitals and prepare a comprehensive report on findings, flagging discrepancies or risks; participate in coordination meetings as needed to clarify clinical questions and share MoMs. / Monthly, ongoing </li></ul><p><br></p><ul><li> Provide input on program templates, documentation tools, and verification-related standard operating procedures (SOPs) to support MEAL data inputs and ensure accurate documentation and record-keeping. / Months 1–2 (initial), Month 4 (final review)</li></ul><p><br></p><ul><li> Final report with caseload summary, outcomes, handover notes, and recommendations. / Last 5 working days</li></ul><p> </p><p><b>Duration & Level of Effort</b></p><p>The consultancy will require an estimated level of effort of up to 15 days per month over a four-month period (up to 60 consultancy days in total). The consultant will perform the assignment based on the agreed deliverables and timelines, with in-person presence at the Anera Jordan office, hospitals, or accommodation sites as required for the completion of specific deliverables and case reviews. The selected consultant will be required to sign these policies prior to commencing work and may be subject to reference and background checks. We are currently looking for a Senior Assessment Officer to support our team in the occupied Palestinian territory (oPt) Position: Senior Assessment Officer Shelter & Site Management Contract duration: 3 months and half with possibility of extension (Pending funding confirmation). Starting Date : ASAP Location : Amman, Jordan COUNTRY PROFILE The humanitarian situation in the occupied Palestinian territories (oPt) has reached dire levels, particularly in the Gaza Strip, where ongoing hostilities have resulted in mass displacement, the collapse of basic services, and a near-total breakdown of civilian infrastructure. With 2.1 million people affected, access to food, water, healthcare, and shelter remains critically limited. The scale of destruction and access constraints have created an environment where humanitarian needs far exceed available resources. Together, these dynamics have driven acute and widespread humanitarian needs. Against this backdrop, IMPACT Initiatives is planning a range of research activities to support an evidence- and needs-based humanitarian response. In 2026, IMPACT will conduct a number of cash and market assessments in order to better inform the response as it responds to the post ceasefire context. POSITION PROFILE Under the line management of the Research Manager, the Senior Assessment Officer is jointly responsible for the implementation of REACH s Shelter and Site Management assessments, including the preparation, data collection, analysis, drafting, dissemination, and evaluation stages. The primary assessment sitting under the SAO will be the Comprehensive Shelter Needs Assessment and associated Joint Analysis Workshop. Additionally, targeted assessments are expected to be developed and implemented throughout the contracted period. Extensive external coordination is expected, both in facilitating the assessment and positioning IMPACT within the newly forming Shelter, Land and Sites cluster. This position requires strong research skills, an analytical mind, creativity, independence, and an interest in the context. Candidates should have strong writing and presentation skills and be able to clearly think through and articulate implications of research findings. RESPONSIBILITIES The Senior Assessment Officer s responsibilities include: PROJECT/RESEARCH CYCLE MANAGEMENT • Ensuring the assessment, analysis, and support material development are planned and implemented in a structured and coherent manner, in line with relevant project and strategic objectives, and with global IMPACT guidelines. • Managing the relevant assessment cycle stages, including oversight of research design, data collection, or analysis. • Collaborating with other members of the IMPACT Shelter and Sites team and ensuring alignment and efficiency between team activities and outputs. CONTEXTUAL UNDERSTANDING • Guiding secondary data review and efforts to better understand the information landscape, and how the assessment contributes to strategic response objectives. • Keeping up to date with the shifting oPt context, especially around the Shelter, Land and Sites cluster merge. RESEARCH AND TECHNICAL SKILLS • Develop and implement specific Sites and Shelter based assessments. The candidate should have a technical interest in research development on areas relating to shelter vulnerability, displaced person vulnerabilities, site management (including site profiling, site community engagement, site care and maintenance) • Comprehensive secondary data review for triangulating relevant assessment data • Development of additional support materials to ensure operational efficiencies and output effectiveness, including necessary guidance notes, KII facilitation guides and training materials. • Analysis of the collected data and drafting of the relevant outputs (i.e., shelter vulnerability reporting). • Experience working with qualitative assessments would be an advantage • Experience in attending and/or facilitating joint analysis workshops (e.g. IPC) would be an advantage STAFF MANAGEMENT AND TRAINING • Based on the developed training materials, supporting the training of the trainers and data collection staff on assessment objectives and tools, including in collaboration with project implementation partners. • Promoting capacity building across the IMPACT oPt mission related to deepening analytical capacities using existing research (capacity building portfolio will depend on level of experience). • Providing day-to-day direct and indirect management of the research team within their workstream.
