<h4>Job context</h4>
<p>HI Palestine is currently operating as a stand-alone program under the authority of the Emergency Division, with a dedicated governance framework adapted to the scale and complexity of the crisis. This arrangement, confirmed until the end of 2026, is intended to provide the structural flexibility and operational responsiveness required in the current context, while also anticipating and preparing for a transfer back to Mashreq Programme (regional office). Palestine Coordination is split between Jerusalem and Amman, with a West Bank area office located in Ramallah and a Gaza area office in Zuwayda. In Gaza, HI operates three offices: one in the central area (Zuwayda), one in the north (Gaza City), and one in the south (Khan Younis).</p>
<p>The mission's operational strategy relies on four pillars: Health (Rehabilitation and P&O), Armed Violence Reduction, Atlas Logistics, and Education. Cross-cutting components include IHA, MHPSS, Protection Mainstreaming, and DGA.</p>
<h4>Your mission</h4>
<p>The Policy and Advocacy Senior Officer in Palestine works under the responsibility of the Regional Advocacy and Communication Manager, and in close collaboration with the Country Director, the Federal Advocacy and Institutional Relations team (AIR) and the Federal communication team. He or she contributes to the design, implementation and follow-up of HI policies and advocacy strategies related to the Palestinian crisis, on national, regional and international levels.</p>

The IRC's MENA Early Childhood Development Portfolio The IRC's MENA Early Childhood Development (ECD) portfolio builds on over seven years of programming, starting with the Ahlan Simsim and Play to Learn initiatives, launched in 2018. These initiatives reached millions of children and caregivers with ECD services, generated a library of high-quality ECD content, and established a resource bank of proven program models. Partnerships with Ministries of Education, Health, and Social Development produced co-designed programs that are now embedded within government services across the region. The portfolio today spans multiple grants and donors across the MENA region, with an overarching aim of supporting the youngest children and their caregivers particularly those affected by crisis and conflict with high-quality, scalable, and sustainable interventions. Interventions target children directly and through their caregivers and communities. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>In coordination with the relevant Protection Desk at HQ, the GBV Specialist will provide technical leadership and coordination for UPP s protection activities under the SPRING project, with a specific focus on gender-based violence (GBV) prevention and response. The Specialist will conduct GBV context analysis, map partners and actors, and identify capacities, needs, and priorities to strengthen UPP s protection response for women and girls. They will also develop UPP s Protection and GBV programming by delivering needs-based capacity building and coaching to the Protection team and implementing partners. The role encompasses both direct implementation oversight and capacity-building responsibilities, aligned with international and national best standards.</p><p><strong>Technical leadership and capacity</strong></p><p>The GBV Specialist will oversee and technically supervise the delivery of integrated case management services coordinated by UPP, building the systems established under previous projects. <p ><span >Under the umbrella of Technical Support, Evidence, and Program Quality (TEQ) Unit, supervised by the Multi-Country CARM & Program Standards Coordinator, the Community Accountability Reporting Mechanism (CARM) Assistant is a key position in handling day-to-day collection, management, and response to all feedback cases within certain program location – including both for directly implemented activities and for activities implemented with or via partners. The CARM Assistant will help the CARM & Program Standards Coordinator to ensure responding directly to all feedback concerns and complaints raised by program participants and community members through a safe, accessible, transparent, and confidential CARM system. The CARM Assistant will help in managing in-person, field, and community-based feedback channels, such as face-to-face, feedback boxes, and community ambassadors, ensuring all proper procedures of managing and responding to all feedback are followed by all Mercy Corps team members and partners. The role oversees core People & Culture operations, including recruitment, employee relations, compensation and benefits administration, onboarding and offboarding, compliance, and volunteer management, ensuring these services are delivered efficiently and to a high standard. The Senior People & Culture Manager also drives organizational performance by strengthening the efficiency and effectiveness of people-related operations across the country program. The Senior People & Culture Manager is also a member of the Jordan Senior Management Team (SMT). The position holder operates within the scope of IRC management in partnership model and reports directly to both, Jordan Country Director, and the Regional P&C Director.</p><p><strong>Strategic P&C Management</strong><br>• Lead the implementation of People & Culture policies, processes, and initiatives that support the attraction, development, and retention of a skilled and engaged workforce in alignment with organizational policies and standards.<br>• Provide People and Culture guidance to the Country Director and SMT on employee relations, workforce planning, organizational policies, and other people-related matters., ensuring alignment with the organization s mission and leadership continuity.<br>• Promote Gender Equality, Duty of Care, and Safeguarding priorities within the Senior Management Team (SMT) and role model safe, inclusive, and caring leadership standards.
