The post holder ensures that evidence generation, impact measurement, and learning systematically inform programme quality, resource allocation, and organisational decision-making. The role has three interconnected areas of strategic focus:</p><ul><li>Research leadership: designing and managing rigorous research initiatives that generate credible evidence to inform programming and advocacy work.</li><li>Impact measurement: developing and implementing robust frameworks to assess the depth, breadth, and sustainability of programme results at beneficiary and systems levels.</li><li>Country strategy monitoring: ensuring systematic, real-time tracking of progress against country strategy objectives and enabling timely course corrections.</li></ul><p>Dimensions of the Role</p><ul><li>Reports to the Head of Programme and Strategy (HoPS) and is a member of the broader Programme team.</li><li>Directly supervises MERL team</li><li>Works closely with the Programmes Managers, Project Managers, Head of Operations and Finance</li></ul><p>Accountabilities</p><ol><li>Programme Design and Monitoring<ul><li>The post holder leads the design of high-quality Monitoring and Evaluation (M&E) frameworks for all development and humanitarian projects, ensuring MERL considerations including data requirements, evaluation design, and research opportunities are built into proposals from inception. This includes:</li><li>Developing comprehensive project M&E frameworks (indicator matrix, indicator tracker, MERL activity plan, and Theory of Change) and ensuring alignment between project-level frameworks and the country strategy.</li><li>Leading participatory, gender-transformative, and inclusive data collection approaches including qualitative and quantitative tools with appropriate data quality assurance (DQA) processes at all stages.</li><li>Promoting effective use of the MERL database (PMERL) and global M&E IT systems for data collection, storage, analysis, reporting, and aggregation across all levels.</li></ul></li><li>Country Strategy Monitoring<ul><li>The post holder is responsible for translating the country strategy into a live, measurable system that enables adaptive management by senior leadership. This includes:</li><li>Designing and maintaining the Country Strategy MERL Framework, including a strategic results dashboard and scorecard that provides the CMT with a consolidated, real-time view of strategic performance on a quarterly basis.</li><li>Establishing and maintaining a country-level Theory of Change, ensuring all project theories of change are aligned with and contribute to country strategy outcomes.</li><li>Coordinating the annual country strategy review process aggregating project-level results, analysing contribution to strategic objectives, and producing a strategic progress report.</li><li>Monitoring the operating context to identify shifts that may affect the feasibility or relevance of country strategy objectives, and presenting findings quarterly to the E-CMT.</li><li>Ensuring all strategy monitoring data is disaggregated by sex, age, disability, and geographic location to track equity and inclusion in strategic outcomes.</li></ul></li><li>Programme Impact Measurement<ul><li>The post holder leads Plan Jordan's approach to understanding and communicating the depth and sustainability of programme change. Org. Setting and Reporting<br>In its Resolution A/RES/72/279, the United Nations General Assembly endorsed the transformation of the Development Operations Coordination Office (DCO) as a stand-alone coordination office within the United Nations Secretariat. DCO exercises managerial and oversight functions of the resident coordinator system under the oversight of the Chair of the United Nations Sustainable Development Group (UNSDG). In 2026, DCO undertook a recalibration to ensure the RC system remains optimally configured to support the acceleration of the 2030 Agenda, and fully embodies the UN 2.0 shift—anchored in data, digital, innovation, behavioral science, strategic foresight, and a mission driven organizational culture. The Regional Director reports to the Assistant Secretary-General (ASG)/Director, Development Coordination Office (UNDCO), under the overall leadership of the Chair of the UNSDG/Deputy Secretary-General as a second reporting officer. The Regional Director leads DCO's interface at the regional level, ensuring effective horizontal collaboration across the UN Development System. The Regional Director performs a key strategic role in advancing the collaboration across regional mechanisms, including the Regional Platforms for Integration, and provides field-facing support to regional and country offices, in close collaboration with the Regional Economic Commission. The Regional Director is also an experienced development practitioner, and an accomplished Representative, with strong strategic and management capacities. The role is primarily outward facing on regional, sub-regional and country-support-led strategic support to RCs and is supported by a regional team. Substantive international development experience is required, including demonstrated engagement with public-private sector interfaces, SDG financing, and innovation. Experience in leading organizational reform and/or change management is required, including performance management of senior managers in multicultural environments and integrating gender equality/inclusion. Experience in overseeing both programmatic and administrative functions necessary for the effective operation of a large and complex organizational unit is required. Experience in managing budgets in a development cooperation context, with demonstrated risk awareness and exposure to complex, humanitarian and/or conflict settings, is desirable. Experience as a United Nations Resident Coordinator or demonstrated substantive knowledge of the UN Resident Coordinator system, the United Nations system more broadly, or a comparable international organization, is desirable. <p>Design, implement, and continuously improve a comprehensive project and program governance framework aligned with the bank's strategic objectives, incorporating governance policies, procedures, methodologies, templates, and standards based on industry best practices.<br>
Assess the current project management operating model, identify process improvement opportunities, and lead initiatives that enhance operational efficiency, service quality, and project delivery effectiveness.<br>
Define governance procedures for projects and programs across the group, establish RACI matrices for all key project deliverables, monitor compliance, and provide guidance and support to project stakeholders.<br>
Develop project and program quality standards across the bank, conduct periodic governance compliance reviews for projects managed by both the enterprise PMO and other business units, report findings to the head of enterprise PMO, and recommend improvement initiatives.<br>
Review, challenge, validate, and consolidate project reports submitted by project managers while standardizing reporting formats and executive presentations for senior management.<br>
Establish and monitor key performance indicators (KPIs) to measure project and program performance, governance effectiveness, and resource utilization. Analyze performance variances, recommend corrective actions, and provide regular management reports.<br>
