<p>SRD Center is seeking a Research / Policy Research Support Expert to support an anticipated international consultancy assignment focusing on migration governance, Africa Europe cooperation and development of a strategic policy publication. The Research Expert will work closely with the Lead Migration Governance Expert / Lead Author and will primarily support the desk-research, documentation-review, evidence-mapping and analytical stages of the assignment. The work will involve reviewing a substantial body of institutional, governmental, policy, programme and academic documentation covering approximately twenty years of regional migration cooperation. The Research Expert will help organise and synthesise evidence relating to institutional milestones, migration-policy developments, thematic priorities, achievements, lessons learned, emerging issues and future migration-governance trends. The position is fully remote.</p><p>Tasks</p><p>The Research / Policy Research Support Expert will:</p><ul><li>Support comprehensive desk research and documentation review.</li><li>Identify, collect, organise and catalogue relevant documents and evidence.</li><li>Review policy documents, ministerial declarations, action plans, institutional reports, programme documents, research studies and academic literature.</li><li>Prepare and maintain a structured document inventory and source register.</li><li>Support development and updating of an evidence matrix covering institutional, chronological and thematic developments.</li><li>Map major institutional milestones and changes in migration-policy priorities over time.</li><li>Support analysis of key migration-governance themes, including:</li><ul><li>migrant smuggling and trafficking in human beings;</li><li>return and reintegration;</li><li>legal migration and mobility;</li><li>international protection;</li><li>diaspora engagement and development.</li></ul><li>Identify evidence on key achievements, gaps, challenges, emerging issues and good or promising practices.</li><li>Review relevant geopolitical, demographic, economic, environmental and policy trends affecting migration governance.</li><li>Conduct targeted research on Africa Europe migration cooperation and relevant regional and international policy frameworks.</li><li>Prepare concise analytical summaries, background notes and briefing materials for the Lead Expert.</li><li>Support preparation of stakeholder consultation questions and background information.</li><li>Organise and synthesise information collected through remote stakeholder consultations.</li><li>Support comparison and triangulation of documentary and consultation evidence.</li><li>Conduct factual verification and source checking for draft sections of the strategic publication.</li><li>Assist the Lead Author in preparing tables, timelines, thematic summaries and evidence-based narrative sections.</li><li>Support management of references, citations, footnotes and supporting documentation.</li><li>Maintain clear and organised electronic project files and version control.</li><li>Support preparation of comment-response matrices during technical and peer-review stages.</li><li>Assist with final quality checks to ensure evidence is accurately reflected in the publication.</li></ul><p><strong>Desired Candidate Profile</strong></p><ul><li>A university degree, preferably at postgraduate level, in migration studies, international relations, political science, public policy, international development, social sciences or a related field.</li><li>Demonstrated professional experience in policy research, migration research, international development research or a closely related area.</li><li>Experience conducting structured desk research and literature/document reviews.</li><li>Experience analysing policy, institutional and programme documentation.</li><li>Knowledge of migration governance and international migration policy.</li><li>Familiarity with migration issues affecting Africa and Europe is strongly preferred.</li><li>Knowledge of Africa Europe migration cooperation, regional migration frameworks or intergovernmental dialogue processes is an advantage.</li><li>Familiarity with one or more of the following themes is desirable:</li><ul><li>irregular migration;</li><li>migrant smuggling and trafficking;</li><li>return and reintegration;</li><li>legal migration and mobility;</li><li>international protection;</li><li>migration and development;</li><li>diaspora engagement.</li></ul><li>Strong analytical, synthesis and critical-reading abilities.</li><li>Demonstrated ability to organise large volumes of documentary evidence systematically.</li><li>Experience preparing analytical summaries, literature reviews, policy briefs, background papers or research reports.</li><li>Strong attention to detail, particularly in source verification and referencing.</li><li>Excellent written and spoken English .</li><li>Professional proficiency in French would be a significant advantage.</li><li>Strong computer skills, particularly Microsoft Word and Excel and online research tools.</li><li>Ability to work independently as part of a remote international research team.</li><li>Ability to meet short deadlines and respond efficiently to requests from the Lead Expert.</li></ul>

Result of Service<br>The Research Associate in the Relief and Social Services Department (RSSD) will contribute to the Camp Origins Project, a research project that is part of the Archive Initiative and premised on documenting the establishment of the Agency's recognized refugee camps across five fields of operation. The Research Associate will conduct archival research into the establishment of Palestine refugee camps, prepare archival material for legal clearance and apply approved redactions, and produce accurate, evidence-based written accounts suitable for institutional and external use.<br> Work Location<br>Amman, Jordan<br> Expected duration<br>12 months, renewable upon satisfactory performance evaluation and funds availability.<br> Duties and Responsibilities<br>The Research Associate will support RSSD’s project on the historical establishment of camps through archival research. The assignment focuses on identifying and compiling relevant archival material, assessing sensitivity, obtaining clearance, producing concise evidence-based camp profiles, and maintaining accurate project records. The Research Associate will support research delivery, documentation quality, and progress reporting. The Research Associate will: 1. Develop and execute search strategies across the Agency’s digitized archive for each camp, using historical name variants, transliterations, localities, and field office designations. 2. Retrieve and compile relevant archival material on camp establishment, including site and land agreements, camp plans, population records, health and sanitation surveys, education records, field office reports, and correspondence. 3. Maintain complete search logs, including nil returns, and document search decisions and working methods. 4. Assess relevance and distinguish records on camp establishment from later operational material, supplementing keyword searches with direct review where OCR or scan quality is limited. 5. Draft concise narrative profiles for each camp, ensuring all factual statements are traceable to cleared and cited sources and that evidential gaps are clearly reported. 6. Contribute to comparative synthesis across the historical periods covered by the project. 7. Perform other related duties as required.<br> Qualifications/special skills<br>EDUCATION Advanced university degree (Master's or equivalent) in history, archival studies, library and information science, information management, Middle East studies, political science, social sciences or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced degree. EXPERIENCE 1) At least 2 years of demonstrated experience conducting research in primary source or archival collections, including identifying relevant material and assessing source relevance and evidential value. This must include at least 1 years of international relevant experience outside of the candidate’s home country, country of citizenship and country where the candidate have permanent residence. (Required) 2) Demonstrated experience producing well-cited analytical or narrative outputs from evidence (required) 3) Excellent drafting skills in English, with the ability to write clearly and concisely for a non-specialist audience (required) 4) Experience working with digitized archives, document management systems, or similar research databases (desirable) 5) Experience preparing materials for legal, disclosure, or declassification review, including redactions (desirable) 6) Knowledge of the history of Palestine refugees, the Agency’s operations, or the modern history of the Middle East (desirable) 7) Experience working in the United Nations common system or a comparable international organization (desirable)<br> Languages<br>Excellent command of written and spoken English is required. <p>About REACH and IMPACT </p><p>REACH was created in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). The research officer carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.</p><p><b><u>Job Purpose</u></b></p><p>REACH is currently seeking qualified applicants with experience in research, assessments and/or data to serve as an Assessment (Research) Officer.</p><p>The REACH Assessment Officer (AOs) will contribute to research on a number of topics in support of the Shelter and Sites Unit, focusing on the Occupied Palestinian Territory (oPt). </p><p>The REACH Assessment Officer (AO) will contribute to research and assessments supporting the Shelter and Sites Unit, with a focus on the Occupied Palestinian Territory (oPt). This includes leading the design and implementation of shelter and site-related assessments, supporting information needs related to displacement, shelter conditions, site management, and access to services, and contributing evidence to inform humanitarian response planning and coordination.</p><p>Previous experience conducting humanitarian assessments, research, or data analysis is required, along with experience managing and processing large datasets (including in Microsoft Excel). Excellent written and spoken English is essential. Experience with Kobo Toolbox and capacity building is preferred. Familiarity with statistical software (e.g. R) and/or data visualisation tools (e.g. Power BI) is an asset but not required. The ideal candidate has strong analytical, communication, and organisational skills, demonstrates initiative and attention to detail, and is able to manage multiple priorities in a fast-paced humanitarian environment.</p><p>Objectives</p><p><br></p><p><b><u>Objective 1: Research Design, Implementation, and Coordination</u></b></p><p>Under the supervision of the Senior Assessment Officer or Research Manager, the AO will contribute to designing or improving the methodologies and research tools. The AO will then execute the planning, coordination, implementation, and follow-up of research activities in line with overall project objectives and deadlines. Research activities may support information needs related to shelter conditions, site management, displacement, and access to services. </p><p>This will include the design of data collection tools (household and KI surveys, focus groups, etc.); training of field staff on research tools and methodologies; and management and coordination of data collection and cleaning. The AO will ensure regular reporting on research progress and participate in internal coordination meetings.</p><p><b><u>Objective 2: Analysis and Information Product Creation</u></b></p><p>With the support of the Senior Assessment Officer and Data Officer, the AO will contribute to the analysis of key research findings and incorporate them into information products such as factsheets, briefings, reports, dashboards, etc. The AO will work to ensure the quality and accuracy of information products and to ensure that products are delivered to key stakeholders in a timely and professional manner. </p><p><b><u>Objective 3: External Engagement</u></b></p><p>In collaboration with the Senior Assessment Officer, the AO will contribute to the engagement with the relevant response stakeholder to identify research priorities and facilitate the use of key findings in planning and programming. The AO may also be requested to represent REACH in coordination meetings, donor presentations, or meetings with partner organisations as relevant. </p><p>Duties and Responsibilities</p><p><b><u>Key Research Activities</u></b></p><p><br></p><p><b>a. Research design and tool development</b></p><p>- Definition of research objectives and questions to address key information gaps;</p><p>- Identification of appropriate research methodologies;</p><p>- Development of data collection tools and questionnaires including the drafting, translating, and reviewing of assessment indicators in coordination with clusters and working groups (household, key informant, FGD).</p><p><br></p><p><b>b. Monitor data collection and cleaning</b></p><p>- Support the training of field data collection staff on research aims and tools;</p><p>- Monitor field data collection in collaboration with REACH Field Managers and Senior Assessment Officers </p><p>- Monitor the quality of data collected, undertake appropriate checks on data collected in the field and resolve discrepancies and quality issues.</p><p><br></p><p><b>c. Preparation and production of information products</b></p><p>- Carry out data analysis in line with research questions and objectives, with the support of REACH data teams where needed;</p><p>- Contribute to factsheet production and reports using InDesign and work closely with REACH GIS Officers to produce mapping outputs. </p><p><br></p><p><b>d. Dissemination of findings and external engagement</b></p><ul><li>Present key findings to relevant response actors and facilitate use of data for evidence-based planning and advocacy;</li><li>Coordinate with relevant actors and partner organisations to ensure research is aligned with priority information needs.</li></ul><p><b><u>Internal Communication Processes</u></b></p><p>The AO will work directly with the Senior Assessment Officer/Assessment focal points, Data Officer, GIS officer, and Research Manager in country and liaise with IMPACT HQ in Geneva to ensure the quality and effectiveness of products developed.
