Project Background:

The Jordan Public Financial Management and Administration Activity (PFMA) aims to work in partnership with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance their budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management; and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results are expected during the anticipated five-year duration of the activity.

Position Description:

The Translation manager will be leading the PFMA in-house Translation team and supporting the PFMA staff across multiple areas in translating various specialized material and counterpart deliverables between English and Arabic according to DAI’s policies and procedures, including among others PowerPoint presentations, studies, technical documents, and all other project deliverable materials as well as  providing specialized simultaneous and successive interpretation during conference, seminars, meetings and briefings, while ensuring consistency of terminology and correspondence to lexical, stylistic and semantic content of the original.  The Translation Manager will report to the Deputy Chief of Party.

Key Duties and Responsibilities:

  • Oversee the translation/interpretation process from beginning to end and align with project teams on deadlines and translation requirements.
  • Guarantee accurate and high-quality written translations as well as simultaneous and successive interpretation during conferences, seminars, meetings, and briefings, while ensuring consistency of terminology and correspondence to lexical, stylistic and semantic content of the original. 
  • Manage the translation/interpretation workflow and assign tasks internally or externally based on capacity and timing considerations.
  • Ensure that tasks are completed in a timely fashion and in accordance with industry standards.
  • Attend selected client meetings and provide interpretation services when required.
  • Advise on language matters and proposes improvements to the translation process.
  • Take the lead on defining an Arabic tone of voice for PFMA.
  • Lead the Translation team.  Coach, support and help the team members to develop their competencies.
  • Act as a liaison between PFMA and translation vendors, conduct quality assurance on the outputs of translation vendors and deliver feedback accordingly.
  • Guide the translation team members in researching technical terminology and concepts to deliver suitable translations for complex and specialized business and PFMA topics.
  • Liaise with internal stakeholders to understand key concepts and counterpart requirements to ensure accurate translation.
  • Ensure collaboration to support multiple project teams under tight time constraints.
  • Undertake high profile or demanding translations/interpretations.
  • Manage and maintain the Translation Management Library (TML) in place, including translation memories and term bases, to maximize translation efficiency and consistency.
  • Conform to USAID/DAI culture, code of conduct and data confidentiality requirements.
  • Provide project staff with expert advice and serve as go-to person for all questions related to translation projects (administrative and linguistic).
  • Responsible for providing training, guidance, and direction to project translators and Interpreters.
  • Oversee and perform general editorial and administrative duties as needed.
  • Manage other translation, facilitation, and interpretive services as needed and requested by DCOP/COP.

Qualifications:

  • Bachelor’s degree in Translation. 
  • 12+ years of experience in translation and Interpretation especially in Fiscal reform projects and , USAID Experience. 
  • Strong knowledge in the field of Fiscal reforms, PFM terminologies; Taxation, Budgeting, Customs, and Revenue Mobilization.
  • Strong interpersonal skills and written and oral communication skills.
  • Excellent writing, speaking, and reading skills in English.
  • Excellent knowledge of Arabic formal communication language
