Background

Enabel is present in Jordan since 2019, through the Quadra 2 project “Resilience for Refugees, IDP’s, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises”, financed by the EU-MADAD-Fund. Enabel is implementing new project in Jordan titled "socio-economic empowerment for youth, Syrian refugees and women in Jordan". The new project is proposed for a period of 4 years (2023-2027). We are looking for a Grant Officer who will be responsible for supporting the implementation of the new project. 

Job description 

In support to the IM and the VET and business development Expert: ​

  • Ensure quality of grants implemented under the Employment and Livelihood programme: socio-economic empowerment for youth, Syrian refugees and women in Jordan” according to the Enabel’s grant operational manual; ​
  • Ensure compliance with the Grant Agreements concluded with the partners and effective management of Belgian public funds allocated under the project
  • Ensure gender equity and social targeting of the grants through active promotion of specific target windows and monitoring of eligibility criteria; 
  • Ensure a good planning, follow up and coaching of the project grantees;  
  • Ensure that the grantees’ reporting deadlines are observed in accordance with the requirements of the Grant Agreements; 
  • Conduct field visits to ensure compliance with the grant procedures as described in the grant agreements, and to ensure quality of delivery;  
  • Control and validate the technical reports of the grantees;  
  • Support monitoring (including tracer studies) and supervision of the selected project partners & activities; 
  • Support the grantees’ capacity in general management and enabling those who need it to become autoCompile regular progress and activity reports and compile lessons learned briefs from supported activities; nomous and absorb the support that project puts at their disposal;
  • Work closely with the M&E Officer in providing regular data on the project indicators; 
  • Contribute to the compilation of the periodic “Employment and Livelihood programme: socio-economic empowerment for youth, Syrian refugees and women in Jordan” and Enabel required reporting.

Contextual factors impacting the function: 

  • Regulations on refugee’s access to employment is subject to change and may require flexibility and adjustment in strategies and approaches developed 
  • Geographical zone of intervention and priority sectors to be validated at the inception stage of the projec

Your profile

Education

A bachelor's degree, in administration, social sciences, international relations, development, social work, communication, gender or related area 

Specific competences or knowledge required: 

Minimum of 2 years of relevant, practical working experience in development-related projects, preferably with hands-on experience in projects implementation;

Minimum of 2 years of experience in implementing activities related to economic empowerment, skills development, private sector development and inclusion of refugees Previous experience in accompanying and guiding grantees/implementing partners in Jordan, and in the area or region of implementation  Previous experience in compiling regular progress and activity reports and compiling lessons learned briefs from supported activities; 

Specific competencies or knowledge considered an asset: 

Good knowledge of the socio-economic situation of refugees in Jordan and of their specific needs

Knowledge of the Jordan institutional context and policy framework relating to the inclusion of refugees (asset)

Strong interpersonal skills (facilitation, coaching, negotiation, flexibility, empathetic attitude, networking) 

Good knowledge and ability to network with public entities, I/NGOs , community refugees leaders and associations of refugees, private sector. 

Languages: 

Good knowledge of Arabic and English (in speaking and writing)
