Job Title: Vet and business development officer 

                                      Vet and business development officer (m/f/x) - Amman 

Enabel is the Belgian development agency. It implements Belgium’s governmental cooperation. The agency also works for other national and international donors. With its partners in Belgium and abroad, Enabel offers solutions to address pressing global challenges - Climate Change, Urbanisation, Human Mobility, Peace and Security, Economic and Social Inequality - and to promote Global Citizenship. With 2,000staff, Enabel manages about 170 projects in twenty countries, in Belgium, Africa and the Middle East.

 

Background

Enabel is present in Jordan since 2019, through the Quadra 2 project “Resilience for Refugees, IDP’s, Returnees and Host Communities in response to the protracted Syrian and Iraqi Crises”, financed by the EU-MADAD-Fund. Enabel is implementing new project in Jordan titled "socio-economic empowerment for youth, Syrian refugees and women in Jordan". The new project is proposed for a period of 4 years (2023-2027). We are looking for a Vet and business development officer who will be responsible for supporting the implementation of the new project. 

Job description 

In support to the IM and the VET and business development Expert: ​

  • Provide technical inputs on the thematic of TVET, business creation and development, and on the economic inclusion of refugees. 
  • Support the planning, execution and monitoring of activities related to its expertise 
  • Support in the preparation, and follow-up and coordination with partnerships established (grants and public procurement), and other public partners
  • Oversee and (partially) implement the capacity building components and the operational follow-up of the grants under R1 and R2.
  • Support in developing strategies and approaches specific for the target group of the intervention (vulnerable youth, refugees and women) 
  • Ensure practical application of cross-cutting themes (gender, decent work, environment, digital, innovation) 

Contextual factors impacting the function: 

  • Regulations on refugee’s access to employment is subject to change and may require flexibility and adjustment in strategies and approaches developed
  • Geographical zone of intervention and priority sectors to be validated at the inception stage of the project

Your profile 

Education: ​

  •  A master's degree, in business administration, educational or social sciences, international relations, or related area 

Specific competencies or knowledge required: 

  • At least 2 years of relevant experience in: skills development, TVET, employment policies and business development support (incubation and acceleration), and evidence based policy making on refugees economic inclusion. 
  • Good knowledge of the latest trends and developments of the TVET and business development sectors in Jordan 
  • Demonstrated professional experience in the inclusion of refugees and women 
  • Understanding of Jordan human mobility context, mainly related to refugees’ access to labour market and entrepreneurship
  • Practical knowledge of cross-cutting themes (gender, decent work, environment, digital, innovation, etc.)
  • Excellent ability to communicate, exchange ideas and listen to the various stakeholders 

Specific competencies or knowledge considered an asset: 

  • Any practical working experience in development-related projects, project management
  • Proven understanding of development principles 

Languages

  • Good knowledge of Arabic and English (in speaking and writing)
