Background 

The Jordan Economic Reform Activity Task Order 1 (ERA TO1) is a 5-year, $54 million program funded by USAID, which aims to support the Government of Jordan (GOJ) to prioritize and implement economic reforms. Through coordination with the GOJ, the Jordanian and international private sector, other donors, and Jordanian civil society, ERA TO 1 will (1) advance economic reforms, (2) strengthen the business enabling environment, (3) increase exports and local, regional, and international investments, and (4) respond to emerging priorities. 

In mid-2023, the GoJ launched a new era of reform aimed at promoting inclusive and sustainable economic growth and improving public sector performance. Two major documents were published, namely the Economic Modernization Vision (EMV) and the Public Sector Modernization Roadmap (PSMR), both of which aim to achieve the government's objectives and initiatives. Moreover, under the PSMR, the government has implemented several restructuring interventions.

With the support of USAID through the Economic Reform Activity (ERA), significant progress has been made by target public institutions in their transformation and restructuring efforts. Among the noteworthy accomplishments is the adoption of a new organizational model that outlines the target institution’s strategic direction, an organizational structure, and governance framework. Furthermore, the development of an operationalization plan and model has offered insightful information about how transformation should be carried out. The result of these efforts is an implementation and monitoring & evaluation (M&E) plan, along with a restructuring communications plan, that is ready to lead the target institution through the complex process of transformation and restructuring. To implement the plan, a temporary Transformation Office (TO) is being created that will be managed by a dedicated Specialist and be responsible to advance the implementation of the restructuring and transformation plans in collaboration with the target institution line managers and staff. The Change Management Expert will provide support for the human aspects of the change. The consultant will take into consideration the following:

  • International best practices that integrate change management techniques within the target institution while considering the Jordanian context.
  • Transformation fundamentals that will be provided.
  • Gender Equality and Social Inclusion (GESI) considerations.

 

Overall Project/Assignment Objective  

The overall objectives of this Scope of Work (SoW) aim to achieve a seamless and sustainable transition to the target institution’s new organizational model and structure. This will ensure the institution’s long-term ability to:

  • Navigate future transformations effectively.
  • Operate efficiently and effectively in its new "New Future State" form.
  • Achieve its strategic goals and objectives through a well-defined organizational structure with clear lines of authority and accountability.
  • Develop and enhance human resources (HR) skills and capabilities to support the transformed institution.

Objectives 

  • Foster employee engagement and commitment throughout the transformation process.
  • Develop and implement a comprehensive change management plan that enhances communication and collaboration across the target institution units and stakeholders.
  • Apply the restructuring communications plan and continue to adapt messages, tools, and channels as needed based on how implementation of transformation progresses.
  • Build internal capacity within the target institution for sustainable change management practices, including communications, enabling the institution to manage changes effectively.

 

This activity will contribute to ERA’s:  

  • Intermediate result (s):
    • Capacity of Key Economic-Growth-Related GoJ Entities to Champion Inclusive Economic Reforms Strengthened.  
  • Sub-result (s):
    • GoJ’s and partner entities institutional capacity and effectiveness strengthened.
  • Activity 4.6.2: Support the Implementation of the new target public institution Organizational Model and Structure. 

The results will be measured against the following indicators: 

  • Percent of USG-assisted organizations with improved performance.
  • Number of governmental entities that implemented (new/upgraded) systems/tools/ processes/working methods to improve (specific area of service/functions).

 

 

Important Remarks:

  • The deliverables will be submitted to the USAID ERA Activity Lead and presented in order to receive feedback from the target institution leadership and TO.
  • The deliverables should be submitted using only the USAID ERA report and presentation branded templates. 
  • The consultant should provide an outline for each of the listed deliverables to be approved by the USAID ERA technical activity lead.  
  • The consultant(s) will make themselves available for briefings with ERA staff, USAID representatives, and key assignment stakeholders as requested.   
  • *The timeframe may be updated based on the actual start date, and timely input from target institution.
  • Implementation of the new organizational model and structure itself is not the responsibility of the change management consultant, he/she will focus on the human aspects of the change. development programs.
  • Open and transparent communication will be fostered throughout the project.

 

Reporting

The position holders will directly report to the ERA Institutional Development Team Lead. 

Location of Assignment 

This assignment is to be conducted in Amman-Jordan. 

Job Qualifications

The expert(s) should have the following qualifications. 

  • University degree in public administration, human resource development, business administration, or any related field. 
  • 15 years of proven experience in leading and implementing large-scale change management initiatives within the public sector.
  • Strong understanding of organizational theory, change management methodologies, and best practices.
  • Sound knowledge of Jordan’s public sector reforms. 
  • Experience working in the context of economic development programs is a plus.
  • Excellent communication, facilitation, and training skills.
  • Ability to build strong relationships and collaboration with diverse stakeholders.
  • Fluency in written and spoken Arabic and English.
