Political Advisor

This is to announce that Amman delegation has a vacancy for a Political Advisor at the Management Department in Amman, Jordan.

The Political Advisor (Pol Adv) is part of the Humanitarian Affairs team (management and communication), which enables the delegation to understand and influence the wider humanitarian environment. The Pol Adv counsels the delegation on political developments and changes in the overall environment, including security dynamics. S/he identifies, maintains, and broadens mid-level relations with key national stakeholders, helps shape its engagement with regional fora/organisations, and facilitates the Delegation’s access to a wide network of governmental, diplomatic, and Royal court contacts.

General Duties:

  • Be aware of the Delegation’s objectives and activities.
  • Understand the three components of the Red Cross/Red Crescent Movement.
  • Apply the security rules at all times.
  • Respect and observe the staff regulations of the ICRC in Jordan.
  • The employee may be asked to perform other duties not covered in this job description as well as to provide support to other departments when and if necessary.

MAIN ACCOUNTABILITIES, DUTIES AND RESPONSIBILITIES:

1. General

  • In-depth knowledge of the country and the political, social, humanitarian, and cultural context
  • Good oral and written expression, good communication and communication skills
  • Determination, ability to analyze and summarize,
  • Very good organizational skills and sense of responsibility,
  • Public relations, sense of discretion and confidentiality, availability and flexibility, creativity, sense of priorities, autonomy, adaptation, learning, ability to work within a team, motivation for humanitarian work in general and the ICRC in particular.

2. Functional responsibilities

  • Reads and understands the dynamics associated with political affairs in Jordan and contributes to how ICRC’s policy and strategy for that matter shall be adapted, as well as plan of action designed.
  • Advises on political issues, main views, and policy objectives of key government bodies, diplomatic representations, and security situations in relation to humanitarian issues of concern.
  • Supports the organisation of events related to the humanitarian diplomacy efforts of the delegation.
  • Actively maintains and develops a network of key, mid-level contacts within the national authorities (royal court, government, parliament, etc.), political movements, stakeholders connected to humanitarian affairs, civil society, and any other influential stakeholders. Facilitates management’s access to them.
  • Writes analytical reports, briefing notes, and other required documentation to share the results of political and other analyses.
  • Contributes to the delegation’s platform for exchange and debate on humanitarian law, policy, and action.
  • Advises the Delegation – management and relevant departments - on national and regional issues and political affairs (incl. tailor-made messaging) and how they impact/relate to humanitarian action.
  • Identifies ICRC policy areas converging with Jordanian interests and contributes to defining approaches to build and pursue dialogue on these.
  • Upon request, represents the ICRC in fora/event independently and in collaboration with the Networking Coordinator.
  • Holds briefings on the context and cultural sensitivities of delegation staff.

3. Scope and Impact:

  • Geographic remit: national, with support to the regional efforts extended from Amman.
  • Contributes to designing and achieving the delegation's objectives in relation to policy/humanitarian diplomacy at the national and in some cases regional level.

We are looking for a candidate with:

PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED

  • University degree in a relevant subject (e.g., international relations, social and/or political sciences) or relevant professional experience.
  • Fluent level (minimum C1) in English and Arabic.
  • Computer proficiency.
  • 6–10 years of professional experience as an analyst, advisor, or programme officer in similar fields, organizations, or governmental structures. Working experience with the ICRC is an asset.
  • Confirmed analytical capacity in a similar field of activity.
  • Ability to demonstrate the existence of a relevant network of contacts. Proven experience in cultivating networks and influencing others.
