Job Description and Requirements
1. BACKGROUND:

2. LOCATION OF THE POSITION:
Based in the Amman office with regular visits to field projects in Jordan (mainly, but not exclusively, Mafraq, Irbid, and Zarqa).
3. RESPONSIBILITIES:
- Develop and oversee the application of the World Service Global PMER Framework, ensuring all project activities adhere to this framework.
- Ensure adequate resources are allocated in project budgets specifically for PMER-related activities including staff, internal assessments, monitoring reviews, and external evaluations.
- Develop comprehensive M&E frameworks for all projects, ensuring alignment with organizational goals and donor requirements.
- Facilitate data collection, verification, analysis, and management across projects.
- Train and build capacity among M&E Officers and other project staff in PMER methodologies and tools.
- Organize annual learning events and periodic project evaluations.
- Maintain an updated database of project reports and ensure regular dissemination of PMER information to stakeholders.
- Provide mentoring to project staff to foster a culture of learning from PMER insights.
- Periodically review and adapt PMER systems to ensure they remain relevant to changing project contexts.
4. Requirements:
- University degree in a relevant field such as Monitoring and Evaluation, Development Studies, Social Sciences, statistics, or a related discipline.
- Five years of experience designing, implementing, and managing M&E systems for development projects, preferably in the humanitarian sector.
- 3-4 years of experience in monitoring, evaluation, and reporting with an INGO.
- Solid understanding of the project management cycle including result-based monitoring.
- Ability to support the project staff to achieve high-quality results.
- Ability to work independently under pressure, meet tight deadlines, and demonstrate flexibility and creativity in planning and problem-solving.
- Proven experience with digital project management systems and tools.
- Strong capacity to develop results framework (goal/outcomes/outputs/activities) and critically interpret results framework, M&E plan, and Indicator Tracking Tool.
- Proficiency in using M&E software and tools.
- Strong analytical skills and the ability to interpret complex data.
- Excellent communication skills, both written and verbal.
- Demonstrated ability to work effectively in a team and with diverse stakeholders.
- Proficient user of online data collection tools (Activity Info, Survey CTO,
- Advanced knowledge of data management and descriptive statistics.
- Knowledge of qualitative and quantitative sampling
- Excellent understanding of the usage of qualitative methodologies, such as key informant interviews and focus group discussions, among others
- Outstanding critical and analytical writing skills
- Fluently spoken and written English and Arabic.
- Knowledge of Python, R, or Stata is desirable.
5. Proffered:
- Former experience in projects related to technical vocational education, health, and community work.
- Familiarity or former experience in working with non-profit organizations.
