Role Overview:

The main purpose of this role is to support strengthening the quality and accountability of ActionAid Arab Region interventions and programs that are focused on advancing AAAR’s thematic priorities in its projects and programmes.

The PQMEAL Officer be reporting to the PQMEAL Coordinator, and will work closely with the relevant Programme Manager in support implementation of the MEAL system and will be responsible for supporting the implementation of the monitoring and evaluation (M&E) frameworks and tools, and information management systems. The postholder will ensure that program monitoring data is collected, analysed, and reported accurately and in a timely manner, and will ensure that the organization's learning objectives are met, with program results and findings used to inform program decisions and continuous improvement.

The postholder will support the PQMEAL function to ensure that the program has evidence-based knowledge to inform the direction of the program from assessment and regular program monitoring documents.

The postholder will assist in improving the coherence, quality, and impact of ActionAid Arab Region’s programs with specific emphasis on humanitarian work and ensure that ActionAid Arab Region and our partners learn from proper and innovative work through facilitating program-focused learning processes and resources and creating links among ActionAid Arab Region’s working clusters. Special attention should be paid to the positive and negative impact that interventions have on communities, marginalised and disabled persons.

This role may require travels in the region.

                                                                                 Key Activities

Quality Assurance:

  • Ensure compliance with relevant AAAR PQMEAL policy and donor policies and regulations.
  • Conduct data verifications and quality assurance through working together with the data collection team from staff and partners.

​Monitoring and reporting:

  • Support the development of a systematic and realistic monitoring plan that captures quantitative and qualitative data to report on program indicators.
  • Support the regulation of AAAR’s Information Management System and ensure that relevant staff are using the system regularly and properly
  • Ensure data is collected from projects staff and partners on a regular basis and is cleaned and stored in AAAR’s Information Management System
  • Support creating the monitoring tools with the PQMEAL Coordinator
  • Disseminate the tools and ensure that the partners and relevant staff are using them properly and regularly
  • Follow up with partners on a weekly/bi-weekly manner for updates and adaptations
  • Prepare Monthly M&E progress reports
  • Conduct field visits for data validation and to monitor the quality and completeness of data sets and implementation
  • After monitoring visit, compile monitoring findings and prepare reports to share with respective project/programme focal and line Manager
  • Utilize proper technologies to enable greater information sharing and generate visual insight reports to improve M&E outcomes.
  • Support PQMEAL Coordinator and the Programme Manager to prepare reports, including progress reports and case studies, for both internal and external stakeholders in coordination with the PQMEAL Coordinator.

Evaluation:

  • Support internal and external evaluation activities
  • Provide information/data to support the preparation and submission of donor reports, Core Humanitarian Standards (CHS) reporting, and Annual Reports

Learning and knowledge sharing:

  • Support quarterly programme performance reviews and learning sessions with programme staff and other stakeholders and monitor implementation of actions
  • Generate organizational learning from monitoring and evaluation activities, document lessons learnt/case studies and share learning with potential audiences and users -both internal and external to promote and replicate best practices.
  • Support the creation and dissemination of learning and knowledge products

Project Coordination:

  • Support project planning including informing levels of interventions, results framing, and quality check project documents.
  • Assist with organizing training and learning events for the activity team and other stakeholders.
  • Assist with general program operations and field-based activities.

                                                                 Person Specification

Education & Certifications:

  • Bachelor's degree in international development, social sciences, humanitarian studies or any relevant field,

Essential Experience:

  • 1-2 years of experience in supporting monitoring and evaluation of humanitarian and development programmes.

Essential Knowledge :

  • Knowledge of different data collection processes and maintaining databases
  • Knowledge of the concept of learning and adaptation
  • Knowledge of the current situation in the region and the relevant M&E frameworks to work in sensitive areas
  • Experience developing and delivering training on M&E.

Essential Skills:

  • Demonstrated skills in data collection, statistical analysis methods, and database management
  • Excellent writing skills, including reports, best practices, case studies, etc.
  • Proficiency in Microsoft Office applications including Excel and Word; proficiency in using Power BI as a plus

Language proficiency:Fluency in Arabic and English
