SYRIAN CRISIS COORDINATOR (M/F) - hulo COOPERATIVE

This position is contracted by the Amman based Regional Office of Solidarités International, on behalf of the Humanitarian Logistics Cooperative (also known as “hulo”).

WHAT DO WE DO...

The Humanitarian Logistics Cooperative, also known as “hulo”, is the first humanitarian Cooperative created in June 2021. Hulo now regroups 14 organizations: ACTED, Action contre la Faim (ACF), Bioport, the French Red Cross (FRC), Fleet Forum, Handicap International / Humanity & Inclusion (HI), INTERSOS, Médecins du Monde (MDM), Norwegian Refugee Council (NRC), Oxfam Intermón, Plan International, Première Urgence International (PUI), Solidarités International (SI) and Welthungerhilfe (WHH).

Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics and supply chain resources and expertise. The “Joint Initiatives” proposed by hulo to the whole humanitarian community in diverse contexts (Burkina Faso, Central African Republic, Colombia, Democratic Republic of the Congo, and the Middle East) save time and money, improve the quality of goods and services, and therefore provide more effective assistance to those who need it most.

This position will complete the “Middle East team” of hulo’s Operations department, composed of both HQ-based and field-based international and national personnel.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for nearly 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their vital needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, SI's teams - 2000 people in total, made up of expatriates, national staff, permanent staff at headquarters, and a few volunteers... - work with professionalism and commitment, respecting the cultures of the countries where they work.

JOB DESCRIPTION

Due to the specificities of the humanitarian response for Syria and its regional dimension, the hulo Syrian Crisis Coordinator will need to travel from Amman to all neighboring countries on regular basis. This key national position will be supervised by the Regional operations Coordinator for Middle East based in Lebanon (ensuring the representation of hulo towards CDs and donors).

The main roles and responsibilities of the hulo Syrian Crisis Coordinator (M/F) based in Amman are to:

  1.  be responsible for launching and monitoring the implementation and development of hulo’s “Joint Initiatives Package”.
  2.  Ensure the representation and countries engagement at national level by initiating relationships with all concerned stakeholders (donors, humanitarian organizations, local partners and suppliers, national authorities, ...), advocating widely on hulo’s approach, and clearly explaining its new ways of working across organizations. 
  3. Produce reliable data enabling accurate and regular follow-up of the country’s project budgets. 
  4. Managing team cohesion, recruitments, local and expatriate team’s organization  
  5. Ensuring full compliance with donor requirements and procedures.  

In more detail, here are the main activities expected to be carried out by the hulo Syrian Crisis Coordinator (M/F) :

Mission#1: Strategy development & implementation

  • Propose a “Pooling Strategy” coherent with the country’s humanitarian context.
  • Analyze both the needs for and the obstacles to Joint Initiatives within the humanitarian community.
  • Based on a participatory/collaborative approach, identify all potential “Joint Initiatives” benefiting the country’s humanitarian community.
  • In close collaboration with the Cooperative's executive team, initiate potential partnerships useful for the development and operational impact of the Joint Initiatives in the country.
  • Define which Joint Initiatives could be concretely launched and facilitated by hulo.
  • Co-Design the selected/targeted Joint Initiatives with participants.

Mission#2: Representation & stakeholders' engagement

  • Establish and maintain good relations with all Country Representatives and Logistics Focal Points of international and national organizations, donors and UN agencies, and clusters (and the Logistics Cluster if present).
  • Prepare and facilitate information and promotional meetings to present the Cooperative, its mandate, approach, and activities.
  • Within all country coordination mechanisms (NGO’s forum, Country's directors meeting, clusters) promote, develop, and actively design hulo’s operational activities and strategy.
  • Based on existing documentation and content, prepare, and undertake presentations adapted to each target audience.
  • Maintain, animate, federate, and further develop the network of humanitarian organizations wishing to participate in the Cooperative's Joint Initiatives.
  • Analyze the reactions of the participants in order to better understand their perception and opinion of hulo.

Mission#3: Operations implementation, monitoring and capitalization

  • Identify the operational modalities of each Joint Initiative.
  • Lead and manage the proper and concrete implementation of each Joint initiative.
  • Based on existing templates and methodology, establish and archive the necessary documentation.
  • Coordinate the deployment of the “Shared Resources” (SR) application among humanitarian stakeholders.
  • Using the templates/formats provided, produce documents capitalizing on the events and situations that occurred.
  • Participate in the continuous adaptation of the project through producing lessons learnt report on each Joint Initiative implemented.
  • Ensure the transmission of information to the HQ team for the preparation of donor reports.

Mission#4 : Financial/budgetary management

  • Manage the purchase requests of any locally incurred expenses for the hulo country projects.
  • Control and validate that all concerned expenses are properly allocated to hulo projects.
  • Monitor the country projects’ costs with the hulo Finance Control team.

Mission#5: HR management

  • Analyze the HR needs within the hulo country team & recruit in accordance with the allocated resources and hulo operational strategy.
  • Draft the corresponding Job Description and required profile according to the identified needs.
  • Welcome and brief new team members.
  • Train, appraise and manage his/her team members.
  • Make sure his/her team follows the safety rules.

Mission#6 : Security

  • Maintain regular awareness on the safety/security risks and rules evolution by keeping constant link with the security referent.
  • Ensure that all new arrivals in his/her intervention zone are given a security briefing.
  • Ensure that all security rules and procedures are respected by the hulo team

YOUR PROFILE

Specific skills and experience:

  • Three to five years of experience in a variety of humanitarian contexts.
  • Experience in field coordination/representation (e.g., clusters, etc.).
  • Ability to create, maintain and expand a network of diverse stakeholders.
  • Ability to motivate, guide and coach different entities around a common project. 
  • Ability to negotiate/persuade and lead a meeting.  
  • Fluency in public speaking / structured oral expression and writing skills. 
  • Ability to solve problems by proposing new solutions / being creative and innovative. 
  • Experience in relations with national authorities, as well as with national and international partners.  
  • Good understanding of Humanitarian Supply Chain Management (SCM) and service sharing/pooling issues.
  • knowledge and experience of international politics and context analysis, as well as complex security contexts 
  • Ability to travel, be resilient, tolerate stress and work under difficult conditions. 
  • Knowledge of humanitarian standards of accountability and best practices.
  • Excellent command of Microsoft tools.
