CHILD SAFEGUARDING: Level (3) – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

 

ROLE PURPOSE: The role of the Project Officer is to plan, execute, and finalize the project according to strict deadline and within budget.  This includes acquiring recourses and coordinating the efforts of team members in order to deliver project according to the plan. S/he will liaise with and advise PDQ team in coordination with the Senior project manager concerning relevant technical or quality issues associated with the programmer in order to facilitate any necessary changes in programming design.

S/he will also define the project’s objectives and oversee quality control throughout its life cycle.

 

SCOPE OF ROLE:

Reports to:  Project Manager

Staff directly reporting to this post: Field Coordinators and any other staff as designated/assigned by the project manager.

KEY AREAS OF ACCOUNTABILITY:

  • Work with the Senior Project Manager and partners, to finalize the detailed implementation plan and the strategic, annual work plans and budgets, and monitor over the life of the projects plan as well as implementing interventions. 
  • Ensure that the project implementation meets the agreed planned milestones.
  • Supervise field teams and ensure the proper design, implementation and monitoring of project activities and work plan
  • Oversee the provision of overall interventions in the field, and ensure that all activities improve access to quality services provided as part of the design of this project.
  • Prepare timely program and donor reports on project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
  • Monitor and evaluate the implementation of activities implemented in the targeted area to ensure they are completed according to plan and in a timely and effective manner, giving particular attention to quality aspects.
  • Working closely with PM and staff in order to ensure the quality of the program activities.
  • Ensure all sub grants are implemented properly.
  • Leading assessment in the operational area for all the interventions.
  • Conducting regular field visits to the ELC Centers in camps  and local partners to verify quality /progress of all projects interventions and to provide operational and technical guidance and advice.
  • Monitor budget / expenditure and report variances to the project manager in a timely manner for proper planning, reporting and adjustment.
  • Provide MEAL department with project data as required by project MEAL plan
  • Participate in the humanitarian response led by SCJ in all operational and thematic areas.
  • Any other tasks assigned by the Senior Project Manager.

QUALIFICATIONS AND EXPERIENCE

Essential:

  • BA in Social Work, Human Rights, International Relations, Development Studies or similar.
  • 3-5 years’ experience in project management and/or development programming.
  • Demonstrable knowledge and understanding of Jordanian culture especially related to youth, gender, family and appropriate approaches that can enhance engagement and attitude/behavior change. 
  • Ability to identify the main gaps in child protection in the given context to inform a holistic response for children.
  • Proven technical writing skills with effective personal communication skills
  • Training of trainers.
  • Excellent planning, management and coordination skills, provide support and guidance for the staff
  • Strong communication (written and spoken), and interpersonal skills in English and Arabic
  • Ability and willingness to travel within Jordan.
