Regional Analysis & Evidence Advisor

This is to announce that Amman delegation has a vacancy for a Regional Analysis & Evidence Advisor at the Analysis and Evidence Department in Amman, Jordan.

The Regional Analysis & Evidence Advisor for NAME serves as the lead technical expert on all aspects of needs assessments, geographic information systems, monitoring, evaluation, situation-and-problem analysis, and operational information management. This role is crucial for developing evidence-based and outcome-focused programs in the NAME Region and enhancing A&E efforts globally. He or she supports NAME Delegations in integrating A&E in the management of their operations and offers support across the A&E global portfolio, enhancing the capabilities of A&E staff at the regional level and promoting collaboration among delegations in NAME and across the Regions.

ACCOUNTABILITIES AND RESPONSIBILITIES

General Accountabilities and Responsibilities:

  • Leads and advises on needs assessments, situation analyses, monitoring frameworks, logic models, and technical guidance per A&E standards for the NAME Region.
  • Oversees and implements A&E strategic priorities at the regional level.
  • Provides high-level support to delegations, enhancing A&E capacity and visibility.
  • Designs and delivers internal workshops and training on A&E-related topics.
  • Contributes to developing guidelines, tools, and training modules for the A&E Unit and Protection and Essential Services Department.
  • Supervises regional specialists and/or manages A&E staff.
  • Represents the ICRC in external forums, meetings, and workshops.
  • Supports thematic reviews, centralized evaluations, and the development of regional analytical products for strategic decision-making.

Specific Accountabilities, Duties, and Responsibilities:

  • Leads and advises on multidisciplinary needs assessments and develops situation/problem analysis protocols.
  • Guides the design and implementation of monitoring frameworks with clear indicators, and updates tools and methodologies.
  • Identifies, implements, and evaluates strategic A&E initiatives based on assessments and global objectives.
  • Serves as the primary A&E advisor to delegations and assesses training needs, developing and delivering tailored A&E training programs.
  • Collaborates on developing guidelines to standardize A&E practices and oversees specialists’ work, conducting performance evaluations, and resource allocation.
  • Acts as the A&E subject matter expert in external forums and builds stakeholder relationships.
  • Supports thematic reviews and evaluations, analyzing findings for strategic decision-making.
  • Leads data collection and analysis to identify regional trends and issues, developing analytical reports and integrating perspectives from other departments.
  • Required to travel across the region (approx. 20-30% of their time), including to conflict-affected locations, as per operational needs.

Contribution to Institutional Files:

  • Oversees the development and testing of new methods and tools, collecting lessons learned, and identifying good practices.
  • Participates in strategic planning, development, and standardization of A&E practices across the ICRC.
  • Contributes to the development and monitoring of the Regional Strategic Framework.

PEOPLE MANAGEMENT RESPONSIBILITIES

  • Serves as the key contact for the regional Analysis & Evidence (A&E) function in NAME, coordinating efforts and facilitating communication across departments.
  • Supervises the work of regional A&E specialists, ensuring high standards of analytical output and evidence gathering.
  • Provides ongoing feedback and support to enhance the professional performance of team members, with a particular focus on those under direct functional supervision, as well as other staff members.
  • Organizes regular team meetings to ensure efficient coordination, optimal workflow, and effective information sharing within the team.
  • Actively supports and encourages the personal and professional development of team members by offering guidance on both internal and external training opportunities, and by coaching them to realize their full potential.
  • Establishes and maintains a culture of continuous learning and development within the team, encouraging innovation and the adoption of new approaches to improve A&E practices.

CERTIFICATIONS / EDUCATION REQUIRED

  • ​Advanced university degree in economics, statistics, social sciences, geographic information systems, political science, or other related field. 
  • Very good command of English and intermediate knowledge of another ICRC working language (Arabic, French, Russian, Spanish).
  • High computer proficiency.

PROFESSIONAL EXPERIENCE REQUIRED

  • ​Typically, 12 to 15 years’ professional experience, including eight to ten years’ background in needs assessments, monitoring and evaluation, situation-and-problem analysis, operational information management, result-based management, strategic planning, or a closely related area.
  • Proven field experience as an A&E Coordinator or equivalent role in other organizations, with a background in leading surveys and multiple assessments in different countries, including design, data collection, and analysis.
  • Relevant humanitarian experience with the ICRC, another member of the International Red Cross and Red Crescent Movement, UN agencies or NGOs.
  • Experience in early warning, econometrics, and geo-analysis, and familiarity with the software applications associated with them.
  • Proven understanding of qualitative analysis, statistical analysis, coding languages, and mapping software (such as NVivo, SPSS, Stata, R, SQL, Python, ArcGIS).
  • Experience in analyzing, interpreting, and presenting information for decision-making purposes.
  • Participation in the design and implementation of economic security, water-and-habitat, protection, health and/or weapon-contamination programs, or similar programs in another organization.
