Project Background:

The Jordan Himaya Activity is a USAID-funded project that aims to enhance access to and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1. 

Himaya interventions adopt a survivor-centered, systems-strengthening approach, incorporating survivor needs, experiences, and views in intervention design. Himaya designs and implements interventions collaboratively, ensuring that improvements in service delivery inform policy development, while legislative advancements reinforce the capacities of service providers, creating a cohesive and dynamic impact on GBV survivor support systems.

The National Council for Family Affairs (NCFA) and the National Team for Family Protections (National Team) are currently undertaking a strategic and collaborative planning exercise to develop a Multi-Sectoral and Costed Action Plan for the Prevention and Response to Child Protection, GBV and Domestic Violence in Jordan for the years 2025-2030 (National Plan). The National Plan is set to be finalized and released beginning of 2025.

Himaya Activity will support national priorities and plans, and the Multi-Sectoral and Costed Action Plan for the Prevention and Response to Child Protection, GBV and Domestic Violence outcomes, as relevant to Himaya’s scope and priorities. To ensure alignment, Himaya will hold a two-day collaborative planning workshop with key stakeholder to develop a roadmap for Himaya’s interventions, with specific focus on immediate priorities for October 2024 – September 2025. 

In preparation for the workshop, Himaya Activity and implementing partners (King Hussein Foundation, Justice Center for Legal Aid and Consult Us) are working with key stakeholders (namely the Family Protection and Juveniles Department, the Judicial Council, Ministry of Justice, Ministry of Social Development, Ministry of Health among others) to conduct rapid institutional assessments of their needs and priorities. Rapid assessment outcomes, due to be completed end of July 2024, will be presented at the workshop, and serve as a base for stakeholders’ discussions. Workshop outcomes aim to inform the identification of priority interventions for Himaya to incorporate into its annual plan covering October 2024 – September 2025.

Accordingly, the collaborative planning workshop aims to achieve the following objectives:

  • Offer a forum for key stakeholders and Himaya discuss rapid assessment outcomes, prioritize needed interventions, and engage in in-depth dialogue to design priority interventions.
  • Collaboratively design activities for Himaya’s Annual Workplan covering October 2024 – September 2025, based on discussion outcomes.

Position Objective:

Himaya is seeking to engage the services of a Short-Term Consultant / Facilitator to Lead the design and facilitation of a two-day collaborative planning workshop with key Himaya Activity stakeholders to define priority areas for Himaya interventions and workplan design.

Key Duties and Responsibilities:

The Facilitator will perform the following tasks:

Assignment preparation

  1. Hold a kick-off meeting with USAID Himaya team to align understanding and expectations regarding assignment scope, objectives, and approach.
  2. Review existing materials, initial rapid assessment outcomes, and meet with Himaya Activity team and implementing partners (King Hussein Foundation, Justice Center for Legal Aid, and Consult US) to gather necessary information and discuss workshop design approach and preparatory work conducted.

Workshop Design

  1. Review draft workshop agenda and work with Himaya team and relevant stakeholders to finalize detailed workshop agenda design in terms of sessions descriptions, expected outcomes, and team members’ roles.
  2. Design effective collaborative processes and prepare facilitation questions, notes and forms for all workshop sessions and ensure a logical flow of content and group process dynamics.
  3. Work with sessions facilitators to agree on sessions design, tools, and forms to be used during the workshop, to ensure proper documentation of discussions outcomes and agreement on priority areas for further consideration by Himaya Team and USAID.
  4. Develop a final workshop agenda for sharing with workshop participants ensuring logical flow of content and group process dynamics, with particular focus on inter-agency collaboration/referral and survivor-centered aspects.
  5. Work with Himaya team to review and finalize workshop presentations content.
  6. Hold preparatory meetings as necessary with Himaya team and workshop facilitators.
  7. Coordinate with Himaya team on logistical needs and requirements.

Workshop Facilitation and Outcomes Documentation

  1. Lead facilitation of workshop plenary sessions throughout the workshop to ensure attainment of collaborative planning workshop objectives.
  2. Support facilitators of group discussion sessions throughout the workshop to ensure structured and focused discussions.
  3. Lead summarization of sessions documentation, reporting back to group(s) and facilitating the process of intervention prioritization and building agreement among participants.
  4. In coordination with sessions facilitators and implementing partners, summarize workshop outcomes in a final report.

Qualifications:

  • A bachelor’s degree in a related field with extensive relevant experience.
  • At least 7-10 years of experience in designing and facilitating workshops, particularly in the context of USAID projects, international development on gender-based violence (GBV), child protection, and domestic violence issues.
  • Proven experience engaging with diverse stakeholders, including government agencies, NGOs, international organizations, and community groups, particularly in a collaborative and participatory setting.
  • Strong background in project management, including planning, implementation, and reporting within donor-funded programs, especially those funded by USAID.
  • Exceptional facilitation and moderation skills, with the ability to lead dynamic and productive discussions among stakeholders with varying perspectives.
  • Professional proficiency in English and Arabic is required.
