Background:ActionAid In collaboration with local partner Rassed has jointly conceived the Women Friendly Label Programme, which centers on advocating for and safeguarding women's rights within workplace settings. This Programme is a response to the evident gender imbalance in economic participation, particularly reflected in the underrepresentation of women. This disparity is perpetuated by deeply ingrained patriarchal attitudes, leading to a higher likelihood of private enterprises favouring the employment of men over women. This situation is compounded by issues such as workplace violence, wage disparities between genders, and a systemic disregard for existing legal frameworks. The Programme seeks to transform this scenario into a more progressive one.

Guided by insights and findings from reputable institutions including the Centre for International Private Enterprise, UNDP, and World Bank, with a specific focus on reports concerning women's economic participation in Jordan, the Programme builds upon the achievements of the previously supported Women Friendly Label Programme (Phase I). This prior Programme resulted in the establishment of an accolade that recognizes Jordanian private enterprises committed to upholding women's rights. This commitment includes providing safe environments, equitable remuneration and benefits, and fostering more inclusive work practices. Drawing from extensive engagement with national civil society organizations and community leaders, the current Programme aims to expand the reach of the Women Friendly Label program throughout Jordan.

The Programme 's specific objectives encompass two distinct outcomes: Outcome 1 revolves around bolstering the capabilities of civil society organizations (CSOs) and small to medium-sized enterprises (SMEs) to actively champion women's rights within workplace contexts. Outcome 2 is dedicated to driving legislative and cultural shifts that firmly embed women's rights within workplace dynamics. With a primary target audience of Jordanian women and girls, the Programme endeavours to cultivate an environment that empowers female workers to play a full and integral role in the economy. This transformation is envisaged through the introduction of a Women Friendly Label (WFL), designed to incentivize companies to adopt precise measures and policies aimed at promoting gender sensitivity and augmenting the representation of women within the labour force.

Role Overview:Under the guidance and supervision of the Programme Manager, the Project Officer will work closely with AAAR staff and local partners to facilitate and support the execution of the Women-Friendly Label Programme, funded by the European Union (EU). This role encompasses the day-to-day management of tasks within the organization, demanding adept multitasking across various responsibilities. The Project Officer will actively engage with local partners in designing, implementing, and overseeing project activities. Furthermore, this position will contribute to mainstream, and implementation of standardized tools and mechanisms aligned with AA International principles, the Core Humanitarian Standard (CHS), the SHAPE Framework, and other pertinent international standards, He/She will foster the capacity-building of local partners.

Moreover, the individual in this role will collaborate with private sector entities, small and medium-sized enterprises, and civil society organizations (CSOs) to empower them with the knowledge and resources required to promote women's rights in the workplace and drive positive transformations within their respective environments. 

The Project Officer will engage with multiple stakeholders, including parliamentarians, trade unions, and national policymakers, to advocate for legislative and cultural shifts that fortify women's rights in workplaces. They will highlight the significant influence of the Women-Friendly Label Program in shaping laws and policies. Additionally, they will encourage Parliamentarians to prioritize women's rights legislation and ensure it receives due attention amidst other competing priorities. Similarly, Trade Unions will be encouraged to enhance their representation of employees, while trade bodies and events will be leveraged to amplify awareness and develop incentives across entire sectors.

                                                                      Area of Responsibility

Key Responsibilities:

-Mainstreaming Accountability & Transparency Practices in AAAR and with local partners :

• Ensure all relevant team members and local partners are inducted on the agreed accountability standards of AAAR.

• Provide continuous technical support to partners on AAAR Accountability Standards.

• Monitor that local partners are adhering to the AAAR accountability standards. 

-Programme Design and implementation Documentation & Learning :

  • Support the design and implementation of standard tools and mechanisms based on AA International principles, CHS, SHAPE Framework, and other relevant international standards in practice.
  •  Montier with Programme implementation through regular support and follow up with the local partners and key stakeholders.
  •  Ensure systematic Data collection, reporting and documentation of all programme activities, new practices and new learning is integrated.

-Coordination with Stakeholders :

  •  Lead the coordination with the key stakeholder to ensure quality implementation.
  •  Ensure the engagement for the local communities and key stakeholders.
  •  Ensure the establishing of nurturing relationship with staff, partners and key stakeholders. 

Representation: 

  • Represent AAAR in relevant Governmental, networks and INGO meetings when needed.

Technical inputs to programme design : 

  •  Provide information for proposal development as requested.
  • Contribute to programme design for proposal development.

Others:

  • Ensure adherence to AAAR values, principles and Human Rights based approach.
  •  Ensure compliance with AAAR policies and procedures.
  • Ensure alignment with AA Humanitarian signature.
  •  Ensure compliance with humanitarian standards, e.g CHS, etc

Education & Certifications: 

  •  Bachelor’s degree in social science, political sciences or relevant field. 

Essential Experience:

  • Recommended a minimum of 3-4 years’ experience in development contexts, preferably with solid experience in more than one of ActionAid Arab Region's programmatic priorities: social justice, women rights and protection.
  • Collaborating with partners, whether they're other organizations, businesses, or government entities, enhances the impact of your efforts and allows for a more comprehensive approach to achieving goals.
  •  Engaging with different Key Stakeholders: Engaging with various groups such as women’s organizations, activists, private enterprises, trade unions, parliamentarians, and chambers of commerce is crucial.
  • Adapts to changing circumstances; tolerates ambiguity; accepts new ideas and change initiatives.

Essential Knowledge:

• Understanding of Jordanian Labor Law 

• Understanding of National Context and Strategy: Having a clear understanding of the social, cultural, and political landscape in Jordan is essential for tailoring your strategies and messages to resonate with the local context.

• Reporting and Knowledge of M&E and that includes validating the data and revision for the source of verification (SOV).

• Knowledge in Conduct Assessment, SHAP Assessment is a plus. 

Language proficiency: 

• Excellent command of the English language both verbal and written. 

• Excellent command of the Arabic language both verbal and written
