Job Opening: Monitoring and Evaluation Officer

I.About DigiSkills the Youth, Technology, and Jobs Project

The Government of Jordan (GoJ) has received financing from the World Bank to implement the Youth, Technology, and Jobs (YTJ) project, which has become effective in April 2020. The YTJ project aims to improve digitally enabled income opportunities and expand digitized government services in Jordan. The project will build an impetus for private sector-led growth of the digital economy and make interventions to address specific constraints in the supply and demand sides of the digital economy.  The project duration is five years. The Ministry of Digital Economy & Entrepreneurship (MoDEE) is the implementing agency of the YTJ project.

 

Established in 2021 under Associations Law No. (51) of the year 2008, where the Ministry of Digital Economy and Entrepreneurship (MoDEE) is the technical relevant Ministry, the Digital Skills Association (DigiSkills) is a novel product of years of work on making workable partnerships between the public and private sectors to enhance technical and vocational labor skills. 

The mission of DigiSkills is to provide strong employer leadership that can deliver sustained improvements in people’s competencies as a cornerstone to increasing productivity and competitiveness of the Jordanian economy. DigiSkills provides bridges between employers and learning institutions to reduce the gap between demand and supply in the labor market. In this regard, DigiSkills is hiring core staff members that will support in achieving its objectives.

Through the Youth, Technology, and Job (YTJ) project, the Ministry of Digital Economy and Entrepreneurship (MODEE) is supporting DigiSkills to achieve its mandate by hiring consultants that will enable it in achieving its objectives.

The objective of this ToR is to identify and hire a Monitoring and Evaluation Officer for DigiSkills through MoDEE to support the preparation and implementation of DigiSkills’ activities. The Monitoring and Evaluation Officer will report directly to the Monitoring and Evaluation Specialist.

 

II.     Responsibilities of the Monitoring and Evaluation Officer

  1. Develop DigiSkills monitoring tools and design monitoring templates.
  2. Continuously update the project's tracking system and databases, ensuring that stored data is valid and verified according to M&E best practices.
  3. Support in monitoring implementation progress and achievements against project performance indicators (KPIs) and raise flags on delays, expected risks, or obstacles when necessary.
  4. Conduct regular monitoring activities of implementing partners' progress, services, and delivered outcomes.
  5. Develop, in coordination with other team members, monthly, quarterly, semi-annual, and annual reports presenting progress to date, brief data analysis, progress bottlenecks, anticipated challenges and suggested solutions, findings, recommendations, and lessons learned.
  6. Archive progress documents (if available), databases, received partner reports, DigiSkills submitted reports, and any soft or hard documents/info that support performance indicators, actuals, and challenges.
  7. Other duties as assigned.

 

III.     Eligibility and Minimum Qualifications
 

  1. Prior work experience for a minimum of 2 years, preferably in an M&E position under education projects, youth projects, or any other projects focused on youth development.
  2. Familiarity with common M&E tools, software, and methodologies.
  3. Strong data analysis skills, including the ability to use statistical software or Excel for data analysis.
  4. Familiarity with the principles and practices of M&E, including designing M&E frameworks, indicators, and data collection methods.
  5. Excellent written and verbal communication skills in Arabic and English.
  6. Excellent computer skills (Microsoft Word, Excel, PowerPoint, Power BI, ICDL, etc.).
  7. A high level of cultural adaptability and sensitivity.
  8. Willingness to travel as needed.

 

IV.     Education Requirements

A bachelor's degree in a relevant field such as business, education, public policy, international development, economics, or any other related field.

V.     Duration of Assignment

The contract period is for one year, renewable up on annual appraisal. The Monitoring and Evaluation Officer must diligently perform in a proper and efficient manner the duties set out within this ToR and any other monitoring and evaluation related tasks that may arise to support DigiSkills’ needs.
