Job Title: Monitoring and Evaluation Specialist

Location: Amman, Jordan

Reports to: Policies and Monitoring Unit Manager

Job Type: Full-Time

Job Summary

The Monitoring and Evaluation (M&E) Specialist will be responsible for the design, coordination, and implementation of the monitoring and evaluation, research, and learning framework of the Commission’s projects. The M&E Specialist will work on a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the projects. The Specialist will also provide technical assistance to the staff and ensure high-quality data collection, analysis, and reporting.

Key Responsibilities

  1. Monitoring and Evaluation System Design
  • Develop and implement a comprehensive M&E plan for all projects.
  • Design and implement M&E tools and techniques for data collection, analysis, and reporting.
  • Develop key performance indicators (KPIs) to measure the success of projects.
  • Ensure alignment of M&E activities with the strategic goals of the Commission.
  1. Data Management and Analysis
  • Oversee the collection, management, and analysis of data related to program activities.
  • Use data visualization techniques to present data in a clear and impactful manner.
  • Maintain a centralized database for storing and managing M&E data.
  • Ensure data quality through regular audits and validation checks.
  1. Reporting and Communication
  • Prepare detailed M&E reports, including progress reports, annual reports, and special reports as required.
  • Communicate findings to stakeholders through presentations, reports, and meetings.
  • Provide feedback to program staff on M&E findings and recommendations for improvement.
  1. Capacity Building
  • Conduct training sessions for staff on M&E methodologies and tools.
  • Provide technical support to program staff to enhance their capacity in M&E activities.
  • Stay updated with the latest trends and best practices in M&E and incorporate them into the Commission’s practices.
  1. Learning and Improvement
  • Develop a learning agenda to identify key questions and themes for evaluation.
  • Facilitate learning sessions and workshops to discuss evaluation findings and lessons learned.
  • Foster a culture of continuous improvement and learning within the Commission.
  1. Accountability and Compliance
  • Ensure that M&E activities comply with donor requirements and organizational policies.
  • Implement a grievance redressal mechanism to address complaints and feedback from beneficiaries.
  • Promote transparency and accountability in all M&E activities.

Qualifications

Education and Experience

  • Bachelor’s degree in social sciences, Development Studies, Statistics, or a related field. A master’s degree is preferred.
  • At least 5 years of professional experience in monitoring and evaluation, preferably in the development sector.

Skills and Competencies

  • Strong analytical and research skills.
  • Proficiency in statistical software (e.g., SPSS, Stata) and data visualization tools (e.g., Tableau, Power BI).
  • Excellent written and verbal communication skills in both English and Arabic.
  • Ability to work independently and as part of a team.
  • Strong organizational skills and attention to detail.
  • Demonstrated ability to manage multiple tasks and meet deadlines.

Preferred Qualifications

  • Experience working with gender-focused programs and projects.
  • Knowledge of the socio-political context of Jordan and the Middle East.
  • Previous experience with donor-funded projects.
