Greening strategy:
ACTED’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. ACTED PSEAH Policy:
(Senior Finance Controller - Partnerships ) has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The (Senior Finance Controller - Partnerships ) has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to ACTED’s procedures. The (Senior Finance Controller - Partnerships ) carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.
Job Purpose
The Senior Finance Controller - Partnerships will be responsible for overseeing the financial, logistics, administration, and transparency management of partner organizations within the consortium. The Senior Finance Controller - Partnerships will work closely with the project partners to ensure efficient and effective operations, compliance with policies and procedures, and adherence to donor and Acted’s FLATs practices. This role requires strong organizational, communication, versatility and analytical skills, as well as a thorough understanding of NGO operations, and with the ability to manage tasks independently. This postion will be based in the Amman office with frequent work from partners’ offices and visit to the Acted’s mission office in Mafraq.
OBJECTIVES
- Prepare, Consolidate and follow-up the Financial Internal Control tools and Financial Reporting with Acted project partners.
- Capacitate and monitor the partner organization to ensure compliance with donor and Acted’s regulations throughout the project, particularly in relation to financial, logistics, administration and transparency procedures
- Under the Country Finance Manager (CFM) responsibility, lead all communications on Finance related matters with project partners.
Duties and Responsibilities
1.Budget Preparation and contractual review
- Support the development of separate budgets, which includes preparing, revising, checking, and providing feedback, and finally consolidating separate budgets into a single budget based on donor templates
- With support of the country finance manager, ensure the financial feasibility of projects, respecting ACTED and donors' rules and deadlines.
- Support the IP Due Diligence Assessment Framework consolidation process
- Check Grant Agreement with the partners
- Prepare Financial Report Template for the Partners
2.Implementation and Follow-Up of Financial tools
- Ensure the review and control of partners’ financial reports and documentation
- For each partner’s report received, check the physical documentation and its consistency with the partner’s ledger, check the expenses allocations and upload each report in SAGA in a timely manner
- Provide monthly financial briefings to Consortium Management Units (CMU) or Project Coordinators.
- Ensure and lead the timely delivery of quality financial reports to donors and internal reports to the CMUs and Steering Committees.
- Provide Acted partners with effective support on the day-to-day financial implementation of the project.
- Prepare, process and follow-up on the partner installments
- Prepare the monthly for partners BFU, consolidate and review partner inputs, and support the integration of partner forecasts into the global BFUs
- Support the review and analysis of BFUs to help understand ACTED’s progress and financial risks
- Plan, consolidate, draft & crosscheck with Consortium Coordinators or PC financial reports when required (ad hoc, interim and final), respecting contractual deadlines and rules such as flexibility, eligibility and liquidation period, etc.
- Support kick-off meetings, mid-term reviews, and closure meetings to ensure that relevant information is shared effectively with relevant staff, including project partners.
3.Participation to the Midyear and Annual Accounting Closures process
- Under the supervision of the CFM, support the preparation of the Mid-year Closure by providing a BFU up to date.
- Support the preparation of the annual Closure (ATROCE: Final reports, SAGA allocations checking, reallocations, instalments from donors and cash tracking) to ensure a smooth freezing of the accounts
4.Training and Capacity building
- Organize and facilitate training sessions, workshops and other capacity building activities for partners for procurement and finance processes.
- Develop and update continuously communication materials, best practices and lessons learned from partners procurement.
- Provide technical assistance to partners to enhance their capabilities and contributions FLATs processes.
- Capitalize on lessons learnt through memos, training module, etc. for continuous improvements of compliance in country by Acted and its partners.
5.Filing
- Responsible for follow-up and filling on the partners documentation on a monthly basis
- Ensure the documents are coded and filed as per ACTED’s guidelines and uploaded in the cloud.
6.Compliance
- Ensure compliance with donor requirements at the budgeting stage and during implementation.
- Ensure that relevant Acted and donor procurement rules are followed in the procurement plan and procurements done with regular reviews/spot checks of the procurements done by partners/consortium members.
- Support the preparation of audits and lead the preparation for local audits
- With the support of T&C team, prepare and facilitate annual external audits among project partners.
- Any other reasonable tasks given by the supervisor
TECHNICAL SKILLS
- Knowledge about the donor’s rules and regulations related to procurement, compliance and financial management.
- Strong knowledge of financial management principles, budgeting, and financial analysis.
- Excellent organizational and project management skills, with the ability to prioritize tasks and meet deadlines.
- Excellent interpersonal and communication skills, with the ability to collaborate effectively with diverse stakeholders.
- Demonstrated ability to work independently and as part of a team, with a proactive and problem-solving mindset
- Proven Excellent skills in Microsoft office, excel and word.
- Excellent English and Arabic (written and spoken).
- Ability to perform high-level duties with minimal supervision
- A well organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus.
Skills
- Bachelor’s degree in accounting, Finance, Business Administration, Commerce or Equivalent.
- Minimum of three years’ experience working in the field of Finance (preferably in NGO sector).
- An experience in controller position is preferred.
- Knowledge on the ERP Saga.
