This is to announce that Amman, Jordan delegation has a vacancy for a Construction Project Officer at the Premises Unit.

Working collaboratively with internal and external stakeholders, the Construction Project Officer will assist in relocating to a new and more suitable structure to adequately respond to upcoming space requirements and ensure a proper working environment, aligned with Amman delegation feasibility study in 2024 to real estate options of:
- Purchase land and build, or
- Purchase a building and fit-out, or
- Rent and fit-out, in Amman for its future offices
General Duties:

- Represents the ICRC in a professional manner at all times.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
Function
- Assumes responsibility for timely delivery of targeted outputs according to the work plan agreed with the CPM.
- Maintains contact with employees at the relevant authorities’, consultants’, contractors’, and suppliers’ offices.
- Performs written reporting (e.g., specific chapters of technical reports)
- Performs administrative, financial, and logistic support tasks with proper follow-up of contracts, invoices, tenders, and other internal procedures.
- Actively contributes to the preparation of the work plan and to the Project Timeline
- Can be deployed permanently on site if required.
Specific Activities
- Provides local context knowledge and guidance throughout all the project phases.
- Provides technical assistance throughout all the project phases.
- S/ he must also carefully research the national/local regulatory framework for construction projects (i.e., building codes, firefighting regulations, zoning and city ordinances, and sustainable development).
- Assist the CPM in BOQ checks, market surveys, and cost estimations.
- Contributes to the preparation of the Pre-Qualification dossier and Tender dossier, assisting in the screening/ selection process.
- In conjunction with the CPM, drives the individual task planning of a complex project.
- Fosters open and clear communication with internal colleagues to facilitate acceptance of the project.
- Provides qualitative and context-specific design recommendations.
- Carries out construction site visits as required.
RELATIONSHIPS
- Internal consultation with delegation employees, as project stakeholders, for the development of an optimal office layout design
- External Relations
- phone and in-person contact and negotiation with the relevant building authorities, consultants, contractors, and suppliers, as a representative of the ICRC
- Assist the CPM in meetings with stakeholders (authorities, consultants, contractors, and specialists)
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
- Relevant degree from a recognized university in Architecture, Civil Engineering, MEP Engineering or Construction Management
- Minimum 5-10 years’ work experience in a similar field (in a dynamic environment)
- Experience in the Amman commercial property market from concept to completion of construction projects
- Experience in dealing with the Greater Amman Municipality, Jordan Engineers Association, and Civil Defense
- Experience with direct construction site supervision including health & safety management.
- Excellent computer skills (Word, Excel, PowerPoint)
- Excellent software design skills (AutoCAD and SketchUp) with project management (MS Project) as an asset
- Excellent command of written and spoken Arabic and English
- Attentive to details, rigorous with a high sense of confidentiality and integrity
- Able to write clear and concise reports, procedures, and quality documents.
- Certificate of good conduct
- Excellent team management and task planning skills
- Target-oriented, ability to work independently with minimal supervision, take initiative, and make decisions.
- High degree of flexibility and responsiveness
- Ability to develop and sustain a network of key contacts.
