The Program / Department / Team (Program / Department Summary)
Jordan grapples with escalating climate-related disasters, posing a critical challenge to its humanitarian efforts, economic stability, and environmental integrity. Despite its position as one of the world's most water-scarce nations, Jordan is witnessing a distressing surge in flash floods. Factors such as degraded vegetation, haphazard urbanization, and the relentless impact of climate change worsen these floods, devastating local communities and the eco-tourism sector. Moreover, Jordan suffers from devastating heat waves due to climate change, leading to desertification, diminished water supplies, and exacerbated water scarcity.
Since 2021, Mercy Corps Jordan has been working to strengthen the resilience of vulnerable communities against the impacts of climate change. The Tabeaa (طبيعة): Strengthening Climate Resilience in Jordanian Communities project, planned to start in 2025, builds on this commitment, aligning with Mercy Corps’ vision of fostering resilient communities capable of thriving amid climate challenges.
The project’s approach is multi-faceted, focusing on three key areas: building the adaptive capacity
of Jordanian communities, ensuring effective localization and enforcement of national climate policies, and increasing investments in climate resilience initiatives. By integrating these elements, the Tabeaa project seeks to create a sustainable, inclusive response to climate change, in line with Mercy Corps’ mission to strengthen resilience among vulnerable communities in Jordan. The Tabeaa project will operate both at the national and local community levels. Nationally, it will engage key stakeholders to drive systemic change by localizing and enforcing Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) strategies. At the community level, the project will target five communities across different governorates, selected for their high vulnerability to flash floods, heatwaves, and water scarcity, which are exacerbated by climate change and impede their ability to thrive.
The Position (General Position Summary)
The Project Officer is responsible for the implementation of Tabeaa Project activities. S/he will serve as a primary contact person for the project participants and will coordinate their participation in the project. S/he will also be responsible for monitoring the achievement of the results set by the project in his/her area of responsibility. Project Officer will also be tasked with data collection, surveys, submitting progress reports and making logistics arrangements in cooperation with other Mercy Corps staff. The project officer will also
establish, interact and maintain relations with different Climate Change stakeholders (government, UN, and private sector representatives). Frequent travel to the field from Amman will be required.
Essential Responsibilities
·Coordinate all outreaching efforts and introduce the project to local communities and authorities.
·Establish and manage community committees through identifying key community members.
·Establish and maintain positive and effective working relationships with the project stakeholders in targeted communities including all community members, relevant government bodies, CBOs, other INGOs, and private sector.
·Lead the implementation of project activities and deliverables under the outreach & advocacy component
in five communities in different governorates.
·Travel/ drive to project locations as planned and required in coordination with Tabeaa project team for day-to day implementation of project activities.
·Bring together experts and representatives of floods and heatwaves-related organizations and work closely to implement discussion sessions in targeted communities.
·Identify and implement advocacy and policy activities such as dialogue sessions between projects stakeholders
(community members, CBO’s and Governmental representatives in five communities).
·Coordinate and plan the capacity building training in five communities.
·Participate in policy & advocacy efforts on governmental level to help identify potential areas of influence.
·Improve the capacity of project participants to identify priorities and to articulate them to policy makers in their communities through following up and engaging in advocacy efforts in five communities in Jordan.
·Ensure the engagement with the focal points in the targeted communities and ensure that they are appropriately engaging with the project activities.
·Ensure the compliance with Mercy Corps, donor policies and communication protocols, and ensure the successful implementation of agreed upon activities.
·Identify key actors and research initiatives in support of the flood & heatwaves resilience in targeted communities especially organizations working in disaster risk reduction & climate change adaptation and humanitarian.
·Assistance, to continually inform, challenge, and improve Mercy Corps’ advocacy and program development.
·Support on the CRMC approach to help strengthen communities’ resilience.
·Support on the implementation of floods & heatwaves mitigation and climate change-related infrastructure projects to address the increasing impact of climate change and furthering knowledge on programmatic responses to communities’ gaps.
·Attend meetings with global Tabeaa project team as instructed by supervisor.
·Ensure monitoring of project activities, including monitoring and evaluating the impact of advocacy and communication work.
·Document all program activities, achievements, and challenges on project tracking sheets and in weekly/monthly reports.
·Submit required reports (field visit reports, activity reports, weekly reports) to the direct supervisor.
·Facilitate and coordinate visits, assessments, research to reflect project activities impact.
·Ensure proper visibility of project activities, and support the facilitation of media products development and success stories documentation.
·Process, follow up on and track project procurement processes to initiate process and close it, this includes participation and attendance in bid preparation, tendering, technical evaluation, contracts award and all related meetings and logistical arrangements.
·Serve as the government liaison for the Tabeaa project team.
Others:
·Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
·Other duties as assigned by the direct Supervisor and/or the Project Manager.
CARM:
·In coordination with CARM team ensure the program has at least 3 context-appropriate feedback channels.
·In coordination with CARM team ensure the program is accurately reflected in the CARM SOP
·Response to Grade 1-3 feedback received from the CARM Officer and coordinate with appropriate staff within your program, to retrieve the necessary information regarding the feedback, and when applicable contact the community members and then provide the CARM team with responses.
·Be a key knowledge holder for CARM within the program by providing bi-weekly updates on project activities, and ensuring any gaps identified are reported to the CARM Coordinator, CARM Officer, and PM
·Support CARM team in rolling out the sensitization activities and CARM material distribution with the community.
·Ensure CARM procedures are visible, communities are adequately informed of how CARM operates, and ·CARM integration in all communication materials.
·Participate in writing and regularly updating program CARM FAQs
·Support CARM close out at end of the program
SECURITY (FIELD POSITIONS ONLY)
·Carry with you the Jordan Constant Companion form especially when in the field.
·When planning a field visit, and if a driver is not available, drive Mercy Corps vehicle ensuring to adhere to safe driving practices and road speed limits.
·In all emergency situations, after ensuring all staff is safe and calling the emergency services, if necessary, contact the Security Focal Points (SFP) and make an Immediately Oral Incident Report.
·Ensure compliance with security procedures and policies as determined by country leadership.
SAFEGAURDING RESPONSIBILITIES
·Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
·Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
·Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other options.

Works Directly With: Tabeaa project team, Targeted communities, MC support departments (Engineering department, PAQ, Finance, Admin and Procurement teams), consultants.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.
