ORGANISATIONAL PURPOSE:
Islamic Relief Worldwide
Islamic Relief Jordan is a country branch of Islamic Relief Worldwide. Islamic Relief Worldwide is an internationally recognized charity (Charity No.: 328158), looking back on nearly 30 years of experience in humanitarian and developmental aid. It was founded in 1984 in Birmingham, UK, in response to the devastating famine in the Horn of Africa. Since then, Islamic Relief has grown into a charity that is active worldwide, putting development projects, emergency aid, and rebuilding projects into action in over 44 countries around the world.
Islamic Relief Jordan (IRJ) began its operations in 1997 with orphan’s sponsorship, sponsoring hundreds of orphans living in Jordan. IRJ extended its programs to seasonal projects with Ramadan and Qurbani distributions and In-Kind donations. IRJ has established strong partnership with international non-governmental organization and local one’s strengthening the overall response to the Syria crisis. At the onset of Syria humanitarian crisis in late 2011, IRJ provided emergency response to those affected by violence in Syria and has since then scaled up its capacity and operations with number of 70 staff across the country.
IRJ programme department works toward introducing relevant interventions to Jordanians as well as Syrians and Palestinians refugees that would impact their lives and improve their life conditions. IRJ programme act upon IRW mandate and in line with IR-Middle East and Eastern Europe strategy that aims to ensure Safe, dignified and peaceful living conditions for refugees, IDPs and vulnerable groups as well as communities at risk of disasters in the Middle East. IRJ office has expanded with the Syrian crisis in 2011, reaching more than 200,000 refugees by 2013 with an annual income of 35,000,000 GBP.
The department has successfully introduced interventions in a multi-sectors response, being the lead agency responsible for humanitarian assistance in the north of Jordan, reaching more than 240,000 beneficiaries in 2021 and continue providing access to food, health care, cash for shelter and non-food items such as hygiene kits and winterization items in 2021. The programme department is now strategizing the Syrian crisis response in Jordan and working toward a holistic integrated approach with the host community and planning to move toward sustainable development through introducing innovative approaches in education promotion, community development and economic empowerment.

Job Purpose:
Islamic Relief World Wide-Jordan Office is providing support in rehabilitation, renovation and construction projects around the kingdom in which the organization is rehabilitating and construction governmental schools in Al-Mafraq as well as constructing playing fields in the selected schools which will also have training and awareness sessions. The organization is also working on construction & rehabilitation projects for housing units in Gaza camp in Jerash and Irbid alongside other projects
KEY RESPONSIBILITIES
The candidate is expected to supervise the construction and rehabilitation works around the country in which he/she will conduct site visits to prepare the necessary documents (BOQs, daily/monthly reports, assessments and organizational reports) as well as conduct site supervision, design reviews, tender preparation & review to ensure the highest engineering standards keeping in mind the internal polices of the organization. The candidate will also need to follow up with related stakeholders, local CBOs & NGOs to coordinate the work and obtain any necessary approvals and finally achieve any given task.
Under the supervision of the Community development Coordinator, Project Officer/Engineer duties include: -
- overseeing the delivery of construction and rehabilitation projects in selected areas in Jordan, this includes ensuring the quality of component design and implementation and monitoring projects activities so as to understand how they might be improved.
- Assume primary responsibility for daily project management and implementation at the field level.
- Report on the project achievements for the line manager during the project implementation period.
- Coordinate with media department to fulfill the media materials/visibility required for the project based on the donor’s guidelines.
- Prepare with contractor and respective authority/owner for the handing over of each site when the project is near to finish.
- Prepare, check the quality and accuracy of all documents submitted by the contractor/consultation office (Drawings, B.O.Qs, beneficiary lists, reports, analysis, forms etc.).
- Contribute to the design and implementation of baseline, end-line and needs assessments.
- Ensure the project is implemented based on the approved implementation plan by the donor.
- Maintain follow up on the risks that may arise and ensure placing mitigation procedures to avoid any concern may affect the project on field level.
- To be accountable for the budget approved by the donor/ budget holder for this specific project.
- To attend related sector meetings and any other stakeholder meetings need to accomplish the project activities.
- Ensure date collection and well organized and safe filing for the project’s files and data.
- Make sure that all assessments are entered to the system 100% accurate.
- Conduct administrative, logistical, and financial duties related to all aspects of project implementation.
- Participate in all programmes’ distributions including NFI and seasonal projects according to policies and procedures & as assigned by the line manager.
- To oversee the support in the relevant documentation and reporting.
- Draft and provide needed inputs for weekly, monthly and quarterly reports and ensure timely submission of reports.
- Coordinate daily activities, including schedule and delivery of activities, and case referrals.
- Ensure safety and security of beneficiaries’ children and team.
- Provide support for organizing visits, meeting, events, training and workshops.
- Provide the required documentation to other department’s specially MEAL department, and ensure the full documentation for all the projects per IRJ standards.
- Liaison with line ministries to facilitate the needed approvals.
- Carry out any other duties as assigned or required from time to time by the line manager.
KNOWLEDGE, SKILLS AND ABILITIES
- Bachelor's degree in Civil Engineering.
- Minimum 3 years of experience in infrastructure projects,
- Knowledge of the political situation and cultural norms in Jordan in general is desired.
- Practical experience in the following fields: Rehabilitation, Renovation, and Construction.
- Excellent skills in MS Office software.
- Good AutoCAD Skills.
- Ability to work independently and as part of a team.
- Experience in quantity surveying and engineering contracts
- Ability to prepare bills of quantity (BOQ)
- Good value engineering skills is a plus.
