TEAM PURPOSE: To build strong community awareness, active participation and ownership around solid waste management and recycling activities and reduce public health risks and environmental impact, contributing to a life with dignity for vulnerable people in the community.

JOB PURPOSE: The Community Engagement Assistant will supervise paid and unpaid volunteers to manage and implement OXFAM Community Engagement (CE) Activities and services, including identifying the opportunities for affecting positive changes in the community, also for facilitating relationships between OXFAM and the community in the designated and ensuring community have opportunity to input, participate and provide feedback in the Solid Waste Management and Recycling activities. The Community Engagement Assistant will support Community Engagement Officer and CE team to ensure that programming pursued by OXFAM is informed by and driven by the community.

DIMENSIONS OF THE ROLE

The community engagement Assistant will be overseeing the CE Field including management of the paid and unpiad volunteers to support SWM provision and activities in the designated area. THE CE Assistant will be responsible for ensuring that community engagement activities are delivered as planned in close corrdination with other project teams.

KEY RESPONSIBILITIES

  • Community Profile analysis: Community groups i.e., Youth, Women, Community leaders and etc.
  • Establish strong relationship with community and gain their trust.
  • Assess Community’s SWM practices and access to SWM services in the community. 
  • Assess the capacity gaps of community paid and unpaid volunteers.
  • Identify key behaviours for promotion at community level 
  • In consultation with community engagement officer, design and facilitate community engagement methods and communication materials targeting different audiences
  • Lead/supervise the activities of community engagement volunteers in the assigned area.
  • Develop monthly and weekly community engagement plans  
  • Support community engagement in solid waste management activities
  • Engage and mobilize communities to participate actively in the project activities
  • Identify and support youth and women to become leaders in their community.
  • Identify gaps in implementation of activities and present Oxfam in the community gathering and other field level meeting.
  • Support whenever is needed the other Oxfam projects.
  • Manage the workload of other CE assistants during periods of absence and when needed.
  • Identify the paid and unpaid volunteers’ capacity gaps. And support, plan & facilitate trainings to build their capacity and coach them in the field.
  • Collect data from paid and unpaid volunteers.
  • Assist or lead clean up campaigns with community, including coordination with different stakeholders.
  • Prepare weekly and monthly activities reports for area of responsibility using existing tools and mechanisms.
  • Monitor and solve complaints received from the MEAL team and ensure these are managed within timely manner.
  • Take forward any escalated or outstanding complaints from Community volunteers, including following up on any Community Engagement aspects of Oxfam’s feedback tracking system.
  • Support the team in conducting periodic in-depth surveys and focus group discussions.

Experience, Knowledge & Competencies

Essentials

In addition, an ideal candidate will also have:

  • Experience Community Engagement, community or social mobilisation, and community outreach within Refugee camp context or Host community context.
  • Good knowledge of public health promotion and experience in implementation of social and behaviour change activities.
  • Able to collect, enter and analyses data against project indicators.
  • Experience in conducting qualitative and quantitative assessments.
  • Experience of working in a multicultural team.
  • Experience of working in Refugee camp desirable
  • Good coordination skills; and strong commitment to gender equality and social justice.
  • Excellent communication and interpersonal skills.
  • Proven knowledge of computerized systems; high degree of computer literacy and word processing
  • Ability and experience in training people
  • Potential and flexibility of attitude to learn
  • The ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • The post holder should be at ease in working with local communities and Syrian refugees.
  • Good written and spoken Arabic is essential, workable knowledge of English is desirable
  • Sympathy with the aims and objectives of Oxfam.
  • Commitment to humanitarian principles and action and to Oxfam’s equal opportunity and gender policies.

Desirable

  • Experience of work in emergency or development context projects preferably in the field of WASH and or SWM.
  • Experience in implementation of social and behaviour change and Community engagement activities and good knowledge of public health promotion.
