Monitoring, Evaluation and Collaborating, Learning and Adapting (MEL) Specialist-USAID Jordan: Prevent, Detect, Respond Primary Health Care Activity

JOB SUMMARY:
The Monitoring, Evaluation and CLA Specialist will be responsible for supporting the project and its partners and counterparts in designing and implementation MEL systems’ strengthening activities and quality documentation to ensure maximum utilization and impact. Under the guidance of the project management, S/he will lead the quarterly CLA reviews, analyzing data, and communicating results with donor, project’s partners and counterparts. S/he will work closely with each of the project’s advisors and technical staff to coordinate MEL activities.
In addition, s/he will lead the monitoring and reporting processes of different programmatic components of the project against the project performance indicators and results through: developing methods and milestones to monitor the project’s progress towards its goals; developing and implementing special data projects; and contributing to program strategy to ensure that activities and assignments are carried out as planned and program objectives achieved. S/he will provide quality support to the project management and technical teams on the appropriate use of FHI360 and USAID policies, procedures, and instruments for programmatic documentation. Coordinates with the different project leads for timely reporting, implementation of the approved workplan and budget to ensure successful project delivery.
KEY RESPONSIBILITIES:
- Lead development, documentation and dissemination of tools, materials, reports (progress and work plan), papers, and programmatic intervention, including process documentation tools.
- Work collaboratively with the project management team to conceptualize, design and develop quality documentation for performance measurement and monitoring system and advance strategic interests of the project.
- Serves as a resource for projects in coordinating the development of workplans, budgets, and deliverables, and monitoring M&E and CLA plans, and liaising with technical staff.
- Represent the project in CLA events and share the project’s best practices and potentials for collaborations with other partners and counterparts.
- Liaise with FHI360 regional and HQ ME and CLA teams to share experiences and get oriented on the advanced approaches, methodologies and tools in these two fields.
- Ensure the CLA results are integrated in informing and shaping the project workplans and activities.
- Strengthen the knowledge repository and support technical teams in systemizing best practice documentation of the project.
- Prepare reports summarizing project results including editing technical reports and documents.
- Respond to requests and inquiries from internal and external staff.
- Document quality technical briefs, reports, or other necessary materials to facilitate programmatic best practices, policies, and procedures.
- Perform other duties as assigned.
- This position is contingent upon award of the project to FHI 360
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
- Usual office working conditions
- Ability to travel domestically at least 25%
MINIMUM QUALIFICATIONS:
- Master’s degree or its international equivalent in Health, Human Development, International Development, Social Sciences, or related field.
- Typically requires 5 to 8 years of relevant work experience.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
- Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
- Must be able to read, write, and speak fluent English.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- Strong monitoring and evaluation, knowledge management and demonstrated experience of programmatic documentation.
- Ability to interpret strategic information and prepare quality reports aligned with donor and organizational requirements.
- Excellent oral, written communication, and analytical skills.
- Ability to influence and collaborate with internal and external stakeholders.
- Demonstrate proficiency with using Microsoft Office Suite required and other cutting-edge technologies as appropriate.
- Able to communicate in a clear, positive fashion with clients and staff.
- Experience working in USAID programs in Jordan is an advantage.
- Jordanians are encouraged to apply
