This is to announce that Amman delegation has vacancies for a Data Administrator at the Protection Syria Support (SYS) office in Amman, Jordan.
The Protection Data Administrator carries out data processing of information on people entitled to protection under international humanitarian law using specialized case-management software. This pertains to the data management of protection programs: restoring family links (RFL), detention (DET), protection of the civilian population (PCP) as well as forensic (FOR). S/He is responsible for the data comprehensive support on the Protection file and overall support to the Data Team Office.
RELATIONSHIPS
- Internally, interacts with various delegation staff (mostly SYS team in Amman, mobile and resident protection staffs in Syria, etc).
General Duties:
- Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
- Understands and adheres to the ICRC Code of Conduct
- Understands the roles of the components of the International Red Cross and Red Crescent Movement
- Always respects and observes staff regulations and security rules.
- Always professionally represent the ICRC.
- Develops and maintains a pleasant and conducive working environment with colleagues and line managers.
- Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
- May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.
ACCOUNTABILITIES AND RESPONSIBILITIES
Data entry
Under the supervision of the Data Manager for Syria Protection Support in Amman:
- Data entry in the Protection database of Syria, individual information on tracing cases, Allegations of arrest or detention, registration of Foreign Fighters Families, exchanges of Red Cross Messages, detention activities, protection dialogue etc.;
- Ensure coherence of data; analyze the data both in the database and information available in the individual files, propose solutions i.e. Note to File and/or report to the Data Manager any discrepancies that need particular follow-up;
- Create and maintain physical individual files, makes sure that the integrity of the files and of the filing system are respected: accurate ordering in the filing cabinets, respect of the chronological order of the filed documents, etc.
- Liaise with delegates for incomplete or incorrect documents linked to data collection and tracing cases in liaison with the Data Manager;
- Cross check information in the database and report all double identities to the Data Manager for merging;
- Participate in correction of the database when needed under the supervision of the Data Manager;
- Understand, put into application and contribute to the revision of the Data Entry procedures.
- Share information that might be of interest for the rest of the team;
- Inform the Data Managers of any dysfunctions in the daily work and report any technical errors in Prot6;
- Have a proactive approach and participates in a constructive dialogue in the department (shares propositions, difficulties, experiences, constraints);
- Coach/accompany new Data Administrators;
- Be aware of the sensitivity/confidentially of the individual data handled within the organization.
Restoring Family Links (RFL) case follow-up
In close cooperation with the RFL team in Syria and the Data team in Damascus:
- Contribute to the follow-up of RFL cases.
- Update cases in Prot6 according to new information obtained, following the data entry procedures.
- Participate in updating submissions & replies received from authorities in Prot6.
PROFESSIONAL EXPERIENCE AND EDUCATION REQUIRED
- Professional degree or equivalent experience.
- Preferably 1-2 years of professional experience.
- Excellent command of English and Arabic.
- Excellent computer skills, including Microsoft Office Suite (knowledge of SQL or programming languages an asset).
- Knowledge of BI, SQL, statistical packages, Tableau is an asset.
- Previous experience with databases and data management (specialized software).
- Information-management background.
- Ability to interact effectively with data users, managers, and other stakeholders.
