Background
Oxfam has been present in Jordan since the 1990s, working with local partners to create a future where everyone can reach their full potential, especially women and young people. Our efforts in Jordan focus on providing essential humanitarian assistance to Syrian refugees and vulnerable Jordanians while promoting sustainable, long-term solutions to the country's challenges in Climate Justice, Economic Justice, and Gender Justice.
Under our Gender Justice program, Oxfam in Jordan is implementing the “Power to Choose” initiative, which contributes to equitable access to inclusive health services and supports stakeholders in advocating for evidence-based healthcare policies. This initiative builds on Oxfam’s commitment to a rights-based, gender-responsive approach with an emphasis on reaching vulnerable women and young people in Jordan. It aligns with Sustainable Development Goals (SDGs) 3 and 5, ensuring healthy lives, promoting well-being for all, and achieving gender equality to empower women and girls.
Introduction to Required Services
Oxfam Jordan seeks a consultant to develop a Training of Trainers (TOT) program under the “Power to Choose” project. This program aims to empower women and youth to become SRHR champions, promoting informed life choices and driving social and behavioral change within their communities. The consultant will design and deliver training that builds knowledge of SRHR, equips participants with advocacy skills, and enhances their leadership to foster positive community impacts aligned with health and gender equality goals.
Scope of SERVICES
The consultant will be responsible for developing and implementing the TOT program, which will include the following key tasks:
Training Design and Curriculum Development:
- Conduct a needs assessment to identify knowledge gaps and training needs among selected women and youth participants.
- Design a comprehensive TOT curriculum that incorporates SRHR fundamentals, social behavioral change techniques, and gender-responsive approaches.
- Develop culturally sensitive, participatory training materials, including manuals, presentations, handouts, and activities tailored for community champions.
TOT Facilitation:
- Deliver interactive, participant-centered training sessions, incorporating a mix of presentations, group discussions, role-plays, and case studies.
- Utilize adult learning principles to foster a collaborative learning environment, allowing participants to practice and refine their skills as future trainers.
- Include specific modules on effective community engagement and advocacy, enabling participants to address SRHR-related myths and social norms constructively.
Support for Social Behavioural Change:
- Train participants on social behavioral change techniques, equipping them to foster individual and community-level transformations around SRHR.
- Emphasize the role of SRHR champions in influencing attitudes, challenging stereotypes, and advocating for health and gender equity within their communities.
- Guide participants on tailoring messages for different audience segments, such as youth, parents, and community leaders.
Coaching and Follow-Up:
- Provide post-training support to TOT participants, including coaching and mentorship sessions to strengthen their role as SRHR champions.
- Develop a feedback mechanism to evaluate the effectiveness of the TOT and identify areas for continuous improvement.
- Support participants in developing community action plans for engaging their communities and promoting SRHR knowledge and positive behavioral change.
Monitoring and Evaluation (M&E):
- Develop M&E tools to assess the impact of the TOT program on participants' skills and confidence levels as SRHR champions.
- Track outcomes related to participants’ increased knowledge of SRHR, enhanced facilitation skills, and readiness to initiate community-level SRHR activities.
- Submit a final report detailing the TOT’s achievements, challenges, and recommendations for future TOT programs.
Expected Outcomes
- Increased Agency: Women and youth participants demonstrate an increased sense of agency, reflected in their ability to make informed decisions about their SRHR.
- Enhanced Skills: Participants gain facilitation and communication skills, enabling them to effectively engage and educate others on SRHR.
- Community Engagement: Participants develop and implement community action plans, leading to increased community awareness and shifts in SRHR-related attitudes.
- Improved SRHR Knowledge: Participants achieve a thorough understanding of SRHR concepts, enabling them to address misinformation and promote health equity.

Required Qualifications
- Strong knowledge of the Jordanian context regarding gender justice, healthcare, and disability inclusion, with knowledge of cultural sensitivities and language skills preferred.
- Extensive experience in designing and delivering TOT programs, especially in SRHR and behavioral change.
- Proven expertise in social and behavioral change methodologies, with a focus on SRHR.
- Strong knowledge of gender-responsive, feminist, and rights-based approaches in community advocacy and SRHR.
- Excellent facilitation skills, with a background in adult learning principles and participatory training techniques.
Evaluation Criteria
Submissions will be evaluated on the following criteria:
- Technical Proposal (50%): Completeness and quality of approach, methodology, and timeline.
- Financial Proposal (30%): Reasonable budget and cost breakdown.
- Qualifications (20%): Relevant experience and demonstrated expertise.
