Project Background:
The Jordan Himaya Activity is a USAID-funded project that aims to enhance the availability and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.
GBV survivors require safe, supportive, and trauma-informed environments when accessing care and support services. To ensure a dignified and empowering experience, it is critical that facilities are designed with survivor-centric principles. This consultancy seeks to enhance the physical environment of the East Amman Comprehensive Services Center planned to be launched mid-2025, as well as two divisions within the Family Protection and Juveniles Department (FPJD), to align with best practices for serving GBV survivors.
Role’s Purpose:
Provide interior design services to enhance facility design to promote survivor-centric support for GBV survivors.
Key Duties and Responsibilities:
The consultant is expected to carry out the following:
- Hold coordination meetings with Himaya team and stakeholders, as needed, to gather relevant data and align understanding related to assignment scope and expected outcomes.
- Lead on needs assessment by conducting site visits to evaluate existing facilities (Central and South Amman FPJD divisions), reviewing blueprints and plans of the East Amman Comprehensive Service Center, consulting with GBV experts, and FPJD staff to understand specific needs.
- Develop interior design concepts for each location, based on needs assessment outcomes, that align with trauma-informed care principles, focusing on privacy, safety, and comfort.
- Suggest layouts, furnishings, lighting, color schemes, signage, and materials that enhance the survivor experience.
- Work closely with Himaya’s process enhancement and institutional capacity development team to ensure that interior design efforts complement institutional enhancement plans.
- Conduct meetings with relevant stakeholders to present the proposed designs, incorporate their feedback in final design documents and secure buy-in and approval.
- Develop detailed design layouts, including material quantities and specifications.
- Provide cost estimates for implementing approved designs and expected implementation timeline.
- Prepare Request for Proposals (RFP) documents to implement interior design plans for each location.
- Support bids evaluation process and work with Himaya proposals evaluation committee to review and evaluate offers and document results in a bids evaluation report covering both technical and financials aspects.
Deliverables:
- Inception Report: outline the approach, methodology, timeline, and key milestones.
- Assessment Report: findings from the facilities needs assessment, including current challenges and opportunities for each location.
- Design Proposal: detailed design concepts, including layouts and proposed materials.
- Implementation Plan: Timeline and budget estimates.
- Two RFP documents: tender documents for each building/site (including tenders/proposals evaluation criteria).
- Bids evaluation report: includes detailed analysis, scoring and bidder selection recommendation.
Qualifications
The following qualifications are required for the interior design consultancy:
- Bachelor’s degree in interior design.
- Minimum of 15 years of relevant professional experience.
- Proven experience designing or adapting facilities of governmental entities catering to large number of citizens is required, preferably operating in a relevant field.
- Familiarity with national and international standards for GBV-sensitive spaces and accessibility is a plus.
- Excellent communication and stakeholder engagement skills.
Reporting
The consultant will report to the Deputy Chief of Party.
Duration and Timeline:
The consultant will be expected to complete the assessments and submit all the required deliverables within a maximum of 2 months from the start of the consultancy, with the following timeline:
- Site visits and initial assessment: 2 weeks.
- Design proposals and Bill of Quantities: 2 weeks.
- RFP documents development: 1 week.
