The Program / Department Summary

Jordan grapples with escalating climate-related disasters, posing a critical challenge to its humanitarian

efforts, economic stability, and environmental integrity. Despite its position as one of the world's most

water-scarce nations, Jordan is witnessing a distressing surge in flash floods. Factors such as

degraded vegetation, haphazard urbanization, and the relentless impact of climate change worsen

these floods, devastating local communities and the eco-tourism sector. Moreover, Jordan suffers from

devastating heat waves due to climate change, leading to desertification, diminished water supplies,

and exacerbated water scarcity.

 

Since 2021, Mercy Corps Jordan has been working to strengthen the resilience of vulnerable

communities against the impacts of climate change. The Tabeaa ( طبيعة ): Strengthening Climate

Resilience in Jordanian Communities project, planned to start in 2025, builds on this commitment,

aligning with Mercy Corps’ vision of fostering resilient communities capable of thriving amid climate

challenges.

 

The project’s approach is multi-faceted, focusing on three key areas: building the adaptive capacity of

Jordanian communities, ensuring effective localization and enforcement of national climate policies,

and increasing investments in climate resilience initiatives. By integrating these elements, the Tabeaa

project seeks to create a sustainable, inclusive response to climate change, in line with Mercy Corps’

mission to strengthen resilience among vulnerable communities in Jordan.

The Tabeaa project will operate both at the national and local community levels. Nationally, it will

engage key stakeholders to drive systemic change by localizing and enforcing Climate Change

Adaptation (CCA) and Disaster Risk Reduction (DRR) strategies. At the community level, the project

will target five communities across different governorates, selected for their high vulnerability to flash

floods, heatwaves, and water scarcity, which are exacerbated by climate change and impede their

ability to thrive.

 

The Position

The Monitoring, Evaluation, and Learning (MEL) Coordinator is a member of The Program Quality,

Evidence and Learning (PQEL) unit. S/He is responsible for leading and or supporting country-level

MEL activities by facilitating and conducting regular monitoring evaluation and learning activities of the

Tabeaa project and other programs ensuring the implementation of MEL systems. S/He will be

supporting PQEL director on building the capacity of program and partners team members, leading the

implementation of learning exercises including but not limited to: evaluations, data quality assessments

and quarterly or final performance reviews. S/He will be responsible for following up on the Tola

software system at the country level, supporting data collection, monitoring systems, knowledge

management, organizing data and analyzing processes within each program and or project.

Learning is a strategic focus for MC Jordan through the implementation of a Learning Agenda

(including learning events), after-action reviews and the employment of evidence-based data to inform

adaptive decision-making and impact the future design of projects and programs. The MEL Coordinator

will be positioned within the country level MEL department, under the PQEL Unit to support projects

and programs to improve and amplify impact through informed design, evidence-based learning,

knowledge management, strategic research, communications and advocacy efforts. One of the key

objectives of the MEL Coordinator is to support the application of MC MEL Policies and standards.

 

Essential Responsibilities

STRATEGY & VISION

• Support the development and implementation of the MEL strategy in alignment with the Jordan Country Strategy and Mercy Corps’ global and regional MEL commitments.

• Support the implementation of the MEL Learning Agenda and coordinate learning events, after-action reviews, and evidence dissemination efforts to support adaptive management.

• Collaborate with the Program Quality, Evidence, and Learning (PQEL) Director to ensure MEL practices contribute to program quality, accountability, and Mercy Corps’ evidence-driven commitments.

 

PROGRAM PERFORMANCE & QUALITY

• Develop systematic and realistic monitoring plans on a country level that capture quantitative and qualitative data to report on program indicators and support evidence-based learning.

• Support program teams with the integration of MEL tools, reporting standards, knowledge management and data management practices across project cycles, from inception to close-out.

• Drive data quality assurance processes by leading regular Data Quality Assessments (DQAs) and updating MEL data using TolaData and other digital platforms.

• Ensure that program MEL systems are aligned with the Community Accountability Reporting Mechanism (CARM) and contribute to Mercy Corps’ broader accountability framework.

 

MONITORING, EVALUATION AND LEARNING:

● Develop MEL plan, indicator plan, analysis plan related to the projects logical frameworks and following MC standards.

● Prepare baseline/endline surveys and analyze the data to prepare baseline/endline comprehensive reports

● Assist in organizing and maintaining filing for the project in accordance with Mercy Corps Program Management Minimum Standards.

● Support building the capacity of project team and partnered CBOs on the data collection and management, analysis, reporting techniques and requirements for relevant donors through arranging structured training and providing continuous on-the-job training to partners.

● Ensure adherence to participants' data protection protocols.

● Actively participate in monthly Jordan MEL community of practice and support other MEL teams where needed.

● Support the efforts to build a culture of evidence generation and learning within MC Jordan, including supporting data utilization to inform program adaptation and improvements.

● Drive capacity building on MEL practices within program and partner teams, supporting skills development in data collection, analysis, reporting, and adaptive management.

● Represent the MEL team in coordination meetings with internal stakeholders, ensuring alignment with programmatic and organizational objectives.

● Participate in external meetings, as necessary, to share insights on evidence generation and learning practices, reinforcing Mercy Corps’ position as a thought leader in MEL within Jordan.

● Ensure that all learning products gathered at the country and project levels are well-documented and centralized for easier access and future learning.

● Contribute to the design of new project proposals and support with the incorporation of past project learnings and develop monitoring systems that align with these insights.

● Gather data, knowledge, and research from the project team to contribute to the documentation of project-based learning and knowledge capture.
