Protection Technical Officer Jordan Host Area

1. Role and responsibilities
The Technical Protection Officer (TPO) is part of NRC Jordan’s Information, Counselling and Legal Assistance
(ICLA) team. They work under the supervision of the ICLA Project Manager and in collaboration with members
of the ICLA implementation team.
The purpose of the TPO is to contribute with specific technical competencies to the project implementation.
The TPO is responsible for providing individual protection assistance, namely conducting joint intakes with
legal staff, psychosocial counselling, safety planning, protection risk assessments, emotional support
including psychosocial first aid (PFA), provision of information and facilitating referrals to specialised child
protection or GBV case management actors if appropriate.
The responsibilities also include close coordination with relevant parties on child protection and GBV-related
matters, and coordination with protection organisations in Jordan.


Generic responsibilities


 Ensure compliance with NRC policies, guidelines and standards.
 Ensure compliance with Protection from Violence and ICLA strategies, tools, handbooks, guidelines
and standards.Ensure the implementation, quality control, monitoring, and documentation of
protection-specific activities under the CC project(s).
 Support the establishment and strengthening of referral pathways with key protection actors,
including child protection and GBV case management organizations.
 Collaborate with ICLA teams to develop and implement individualized protection plans for the
program participants.
 Support in preparing reports, case studies, and other documentation highlighting protection trends,
achievements, and challenges.
 Represent NRC in protection-focused coordination meetings and working groups.
 Provide technical guidance to field staff to ensure quality implementation of protection activities.
 Provide specific technical analysis and feedback to NRC representatives in coordination forums.
 Assess, promote and document ideas for technical improvement and further programme
development options.


Specific responsibilities


 Conduct holistic assessments of protection needs, integrating legal, psychosocial, and safety
considerations.
 Provide tailored protection responses, including individual risk assessments, safety planning, and
emotional support (e.g., psychosocial counseling, PFA).
 Adapt Protection tools and guidelines to the Jordanian context. Participate in mapping exercises
and assessments to identify vulnerable populations and their needs using participatory approaches.
 Conduct joint intakes with ICLA Officers and Technical Legal Officers.
 Support the identification and follow-up of legal cases involving risks of violence, coercion, or
deprivation, ensuring proper risk management and emergency response.
 Provide effective protection referrals, service mapping, and collaboration with child protection or
GBV case management actors.
 Accompany teams during participant visits to address protection risks and mitigate unforeseen
consequences.
 Train and raise awareness among program staff on identifying and responding to protection risks,
including legal cases with violence concerns. Deliver regular sessions to enhance the team's
understanding of protection issues.
 Actively participate in Protection Working Group meetings at both national and governorate levels.
Collaborate with protection actors to strengthen referral systems and advocate for beneficiary
needs.
 Support advocacy and communication teams by providing input on protection issues. Draft case
studies and human-interest stories related to participants at risk of violence or deprivation.

2. Competencies


Competencies are important in order for the employee and the organisation to deliver desired results. They

Generic professional competencies


• Relevant university degree in social work, psychology, or social studies
• Minimum 3 years of experience in a similar/related field and position
• Fluency in Arabic and excellent level of English, both written and verbal
• Experience from working as a senior protection staff in a humanitarian/recovery context
 Experience in training and knowledge transfer
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
Context/ Specific skills, knowledge and experience:
 Strong knowledge of protection issues in Jordan
 Ability to demonstrate sensitivity to gender and child protection and GBV issues
 Strong interpersonal skills (ability to demand results and be empathetic, non-defensive but decisive, firm and resilient)
 Knowledge of the context in Jordan and the legal frameworks applicable to child rights, GBV and other protection issues
 Familiarity with relevant case management SOPs and tools, including global guidelines
