Job Purpose :

REACH Yemen is seeking a Public Health Senior Assessment Officer (SAO) to support our work with the WASH and Health clusters in Yemen. In this role, and under the supervision of the Public Health Research Manager (RM), the SAO will Oversee all research cycles related to Public Health. This includes overseeing every stage of the research process, from design and data collection to analysis, drafting, dissemination, and evaluation. The role requires strong research expertise, experience in Public Health related assessments within the humanitarian sector, and an analytical mindset to generate actionable insights. Candidates must demonstrate creativity, independence, and an interest in the regional context. Strong writing and presentation skills are essential, as the PH SAO will translate complex data into accessible outputs, present findings to diverse audiences with varying levels of data literacy, and support colleagues in adopting more analytical approaches to their research. 


Objectives :

  • Research Cycle Management: Oversee and manage REACH Yemen's Public Health Portfolios, ensuring high-quality Public Health assessments. 
  • Research Design and Implementation: Ensure that the design and implementation of the research methodologies, tools, and strategies in alignment with organizational standards and partner needs. 
  • Analysis, Reporting, and Dissemination: Ensure comprehensive data analysis and oversee the drafting, review, and dissemination of clear, actionable research outputs—such as reports, briefs, and presentations—while ensuring effective communication of findings to both internal and external audiences. 
  • External Engagement and Representation: Collaborate with clusters, partners, and stakeholders throughout the research cycle, representing REACH in relevant meetings and working groups to promote collaboration, enhance research relevance, utilization, and maximize the impact of findings. 
  • Team Leadership and Capacity Building: Lead and mentor a team of AOs and AAs working on WASH, health, and other PH assessments, ensuring effective project execution, professional development, and adherence to ethical and organizational standards.  


FUNCTIONS :

The Senior Assessment Officer’s primary responsibilities include overseeing REACH Yemen’s Public Health research cycles and ensuring high-quality assessments. 

 

Research Planning and Implementation: 

  • Conduct required secondary data reviews and/or analyses to prepare for assessments. 
  • Oversee the implementation of all operational stages of relevant data collection exercise(s), including tool and methodology design, coordination of data collection, data cleaning, and data analysis. 
  • Ensure the design of the research approaches and methodologies in line with IMPACT’s/REACH’s standards and partners’ information needs. 
  • Oversee the development of the Terms of Reference (ToRs) for each research cycle, ensuring validation by HQ prior to data collection, and ensure the engagement of relevant stakeholders and partners, such as the WASH and Health clusters, in research design and planning. 
  • Oversee a team of AOs working on WASH, health, and other PH assessments to ensure efficient planning, coordination, and execution of data collection activities, including identifying data collection partners, training enumerators, monitoring progress, and addressing challenges to align with approved research objectives. 
  • Track the progress and address delays in all assigned assessments throughout the research cycle. Report any significant challenges or delays promptly in both written and verbal formats. 
  • Oversee data revision and cleaning, ensuring all changes are documented and recorded. 
  • Collaborate with data colleagues to perform analyses on primary and/or secondary data, ensuring that meaningful techniques are applied in accordance with ToRs. 


DRAFTING OF RESEARCH PRODUCTS  :

  • Ensure the drafting of timely and accurate outputs that consolidate the analyses from each research cycle into relevant products such as Situation Overviews, reports, briefs, presentations, etc which comply with IMPACT’s guidelines and quality standards;  
  • Ensure that products accurately reflect the information collected and that information is conveyed in a way that maximizes their impact in line with their intended use;  
  • Liaise with relevant GIS colleagues to ensure effective spatial representation of research findings in maps or interactive web-portals, as relevant;  
  • Follow the designated timeline of reports to be submitted to project partners and donors. Ensure that delays or identified challenges for specific assessments are reported in writing and orally in a timely manner  .


XTERNAL ENGAGEMENT :

  • Ensure that relevant clusters and cluster partners are consulted and actively involved throughout all stages of the research cycle, including assessment preparation, data collection, data analysis, review of research products, product dissemination, and lessons learned. 
  • Represent IMPACT/REACH in relevant meetings and working groups upon validation by the PH research manager. 
  • Present research findings to relevant third parties, after the PH research manager approval, to maximize their use and impact. 
  • Document all partner engagement and external relations thoroughly and communicate updates with the line manager and relevant colleagues. 
  • Contribute to fostering a positive image and reinforcing the overall credibility of the organization by adhering to and promotion IMPACT’s/REACH’s mandate, ethics, values, and stance in interactions with other actors. 


KNOWLEDGE SHARING AND LEARNING PROCESSES  :

  • In coordination with country management, support the conduct of monitoring and evaluation for each Research Cycle, as specified in the research ToRs and in line with IMPACT Guidelines;  
  • Generate and document robust lessons learned at the end of each Research Cycle;  
  • Ensure knowledge and learning processes are shared with other Units and teams within mission, and with HQ; When required, provide feedback to appropriate global organizational knowledge learning tools. 



TEAM MANAGEMENT AND CAPACITY BUILDING  

  • As relevant, line management of national assessment team members;  
  • For staff under his/her responsibility, and in close consultation with PH RM, conduct of appraisals, provision of regular feedback, and participation in career management;  
  • Conduct regular meetings with relevant national and international assessment staff members to assess progress in relevant Public Health research cycles and to review work plan;  
  • For all activities, ensure that all team members are comprehensively briefed on objectives, expected outputs and that the overall implementation strategy is clearly understood;  
  • Be available to provide regular support and technical backstopping; regularly debrief team members to receive feedback on the progress of an activity;  
  • Support to the Public Health Research Manager in the development and implementation of capacity training plans for team members.  

 

INTERNAL COORDINATION  

  • Actively participate in regular team meetings;  
  • Ensure regular coordination and exchange with relevant colleagues;  
  • Engage in the development and implementation of IMPACT’s strategy in (country).  

 

DATA CONFIDENTIALITY AND PROTECTION  

  • The PH SAO will maintain the highest standards of confidentiality for all data collected and related processes, ensuring full adherence to IMPACT’s/REACH’s data protection policies and standard operating procedures (SOPs). They will proactively implement measures to prevent unauthorized access or sharing of any information or data belonging to IMPACT/REACH, its partners, or collected during their assignment. 






Skills

QUALIFICATIONS/Requirements :

  • Academic experience: Excellent academic qualifications, including a master’s degree or equivalent in a relevant discipline (Public Health, international studies, development, humanitarian response, monitoring and evaluation, etc.). 
  • Years of work experience: 3 years of relevant working experience in a humanitarian setting, working in WASH, Health, or related subject; 
  • Research skills Excellent quantitative research data analysis experience required, preferably with epidemiological methods and study designs. 
  • Familiarity with aid system Good understanding of the aid system and the research community. Prior experience with humanitarian coordination forums preferred; 
  • Communication/reporting skills Excellent verbal and written communication and drafting skills for effective reporting required; 
  • Software skills Proven knowledge of the Microsoft Office Suite, to include Word, Excel, and PowerPoint. Familiarity with R, SPSS and/or STATA or other statistical analysis software an asset 
  • Language skills Fluency in English required. 

 

Desirable :

  • Humanitarian Knowledge: Familiarity with the humanitarian program cycle (HPC) and coordination structures. 
  • Thematic Expertise: Experience in WASH, Health, Nutrition and/or Food Security assessments, including rapid assessments and outbreak investigations. 
  • Technical Proficiency: Knowledge of Adobe Creative Cloud tools, such as InDesign. Knowledge and experience in R or other statistical analysis software, and GIS software. 
  • Regional Experience: Previous experience in the Yemen context or the broader region is desirable.
