Project Background:
The Jordan Himaya Activity is a USAID-funded project that aims to enhance the availability and quality of essential services and protection for survivors of gender-based violence (GBV) in Jordan. The project has two outcomes: 1) survivor-centered institutional capacity improved, and 2) legislative frameworks for protecting survivors and responding to violence strengthened. To achieve these outcomes, the project will apply a survivor-centered systems-strengthening approach to improve prevention, response, and protection services, and to support the development and implementation of survivor-centered legislation and policies. Outcome 1 will inform research, advocacy, and policy changes in Outcome 2, while reforms supported under Outcome 2 will be implemented and enforced by institutions and service providers that have gained stronger capacity under Outcome 1.
Role’s Purpose:
The Gender Specialist will provide technical leadership in gender integration and knowledge management, to strengthen Himaya's objective of responding to GBV. This role will focus on ensuring that program interventions, research, and capacity-building use gender-sensitive and survivor-centered approaches. The Specialist will lead research design, gender analysis, and adaptive learning processes, ensuring that evidence-driven practices inform program interventions and policy development. This role is critical to ensuring Himaya’s activities and interventions design are comprehensive, informed, and grounded in principles of gender equality and human rights.
Key Duties and Responsibilities:
- Conduct gender analyses and synthesize research findings to inform activity design, implementation, and learning.
- Develop tools and methodologies for gender-sensitive and survivor-centered outcomes in alignment with USAID and Himaya’s standards.
- Provide technical support for gender mainstreaming across all program interventions including service delivery, capacity building, and policy development.
- Design and oversee research initiatives on GBV, gender equity, protection, and survivor-centered systems.
- Collaborate with stakeholders to design and oversee research initiatives on GBV, gender equity, protection, and survivor-centered systems.
- Analyze and present research findings to stakeholders, ensuring clarity, actionability, and alignment with Himaya’s objectives.
- Develop and implement knowledge management approaches to systematically collect and analyze project learning and results related and design policy and systemic strengthening interventions that are gender-sensitive, equitable, and effective. Collaborate with the MEL team to ensure gender integration within monitoring, evaluation, and learning reporting and planning, and translate evidence into actionable insights and improved practices.
- Develop and deliver gender-related training to grantees and stakeholders to enhance understanding and implementation of gender-sensitive approaches.
- Provide technical guidance to the grants team on integrating gender-sensitive approaches into grant design, implementation, and reporting.
- Contribute to the development and dissemination of learning products that highlight Himaya’s achievements in gender and GBV response.
- Contribute to the design and implementation of learning events, both internal to support adaptive management, and external to share lessons and successes of the Himaya Activity with relevant stakeholders.
- Perform additional duties as assigned to ensure successful achievement of program objectives.
Qualifications and Experience
- Bachelor’s degree in Gender Studies, Social Sciences, International Development, or a related field.
- 7+ years of experience in knowledge management, gender integration, and GBV programming within donor-funded activities.
- Proven experience conducting gender analyses, research design, and dissemination of findings.
- Demonstrated knowledge of USAID gender policies and programming requirements.
- Prior work experience in Jordan or the MENA region.
- Strong analytical and writing skills, with the ability to produce high-quality reports and knowledge products.
- Professional proficiency in English and Arabic is required.
Reporting
The Gender Specialist will report to the Deputy Chief of Party.
