Action Against Hunger (ACF) is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide and is operating in Jordan since 2014. More than a decade into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan; 676,164 are registered refugees and approximately 80% live in non-camp settings. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2024, Jordan had a 21% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with increased restrictions on legal avenues for livelihoods.

ACF is looking for its program in Jordan for Water, Sanitation, and Hygiene (WASH) Project Assistant.

Main place of work: Karak and Madaba Governarates

Position Overview: The Project Assistant will play a key role in supporting the implementation of infrastructure and watershed management projects focused on erosion control, water retention structures, and Cash-for-Work (CfW) activities. Under the supervision of the Field Supervisor and Project Manager, the Project Assistant will support technical activities, community engagement, and field monitoring while ensuring compliance with engineering, safety, and environmental standards. The role will also involve coordinating with stakeholders, supporting data collection, and ensuring smooth communication between project teams and the local community.

Responsibilities:

1) Cash for Work (CfW) Supervision and Work safety

  • Monitor the participation and performance of CfW workers, ensuring fair work distribution and compliance with contract terms.
  • Support in the follow-up and communication with the beneficiaries, contacting the beneficiaries and collecting the required documents.
  • Support in the contracting process.
  • Responsible for the archiving of the beneficiary lists and cash for worker files and documents with Action Against Hunger and cooperatives.
  • Support to provide the documentation needed for social security registration and work permit application, and support in the process when needed.
  • Ensure coherence of collected information
  • Participate in the technical survey data collection in support of the MEAL team if needed
  • Ensure workers are properly trained on OSH standards, including correct use of PPE and safe construction practices.
  • Address and report any on-site safety concerns, ensuring accident prevention measures in place.
  • Coordinate with the administration team to track attendance, payments, and work hours for CfW beneficiaries
  • Support the grievance and feedback mechanism for CfW workers, ensuring their concerns are addressed professionally and in accordance with humanitarian principles.
  • Participate in the organization of the training (training venues, refreshments, training materials, etc.)
  • Participate in the distribution of the protective equipment to beneficiaries

2) Provide technical support in the field

  • Check technical designs and drawings.
  • Assist in supervising gabion structures construction and other physical interventions, ensuring adhere to technical specifications, environmental safeguards, and quality control measures.
  • Oversee the day-to-day progress of construction sites, identifying potential delays or quality concern and reporting to the Field Supervisor and Project Manager.
  • Ensure Cash for Work (CfW) workers follow approved construction techniques, proper use of materials, and OSH standards.
  • Maintain on-site presence, assisting with troubleshooting construction challenges, adjusting implementation plans as needed (in coordination with the field supervisor) and ensuring smooth workflow
  • Document work progress, material usage, and structural integrity, and share report with the project team
  • Oversee quality control for the material on site .
  • Assists in preparation and implementation of the Project.
  • Apply the standard processes, practices, and procedures on technical assignments as well as making sure that all of the workers are following the safety procedures .
  • Receive the concerns of the cash for workers related to the work site/safety and transfer them to the Field supervisor.
  • Any other duties as agreed with the supervisor.

3) Stakeholder Coordination and Community Engagement

  • Upon Field supervisor delegation, provide the required explanations and updates on Action Against Hunger implementations and objectives and activities to the local communities
  • Serve as a bridge between the project team and the local communities, ensuring transparency, inclusivity, and alignment with local priorities.
  • Support community awareness-raising and engagement activities related to sedimentation control, water management, and flood mitigation, encouraging local participation in sustainability efforts.
  • Work closely with local municipalities, CBOS, and water authorities to ensure smooth collaboration and proper documentation of construction activities.
  • Represent the project at community meetings, providing updates on activities, addressing inquiries, and building trust with stakeholders.

4) Data Collection, Documentation and Reporting

  • Assist in technical data collection for CfW and project activities
  • Document on-site challenges, lessons learned, and best practices, ensuring detailed records for reporting and future programming.
  • Support MEAL team in conducting surveys, assessments, and evaluations to measure the project impact
  • Contribute to weekly and monthly progress reports, summarizing CfW participation, construction updates, and field observations.

5) Logistics, Procurement, and Resource Management

  • Assist in tracking construction materials, tools, and equipment, ensuring proper use and accountability.
  • Support the procurement team by verifying material specification, coordinating deliveries, and ensuring availability of essential resources at work sites
  • Ensure proper storage and handling of materials to prevent waste and damage
  • Report any logistical challenges or shortages that may impact project timelines.

 6) General responsibilities in terms of reporting, representation and communication

  • Participate actively in project kick off preparations and arrangements and deliver project brief to the targeted community;
  • Proactively suggest process improvement to enhance the efficiency of program processes
  • Perform other job-related tasks as requested by the supervisor.

7) Ensure adherence to Action against Hunger gender requirements

  • Commit and comply with the organization gender, age and diversity principles & policies (working with people, communication)
  • Support on the implementation and the promotion of gender, age and diversity principles through daily activities and or through the management of their teams (Managing performance & development)

Skills

General Skills:

  • Ability to use engineering software such as Autocad 3D
  • Good organizational skill
  • Previous experience in humanitarian INGO would be a plus
  • Excellent communication and interpersonal skills
  • Good team spirit.
  • Good knowledge of the intervention area, local customs and languages
  • Ability to adapt to different audience
  • Ability to Facilitate capacity building activities and to communicate with utmost respect and compassion
  • Ability to handle complaints and to negotiate and address conflicts
  • Proven knowledge of computerized systems ( Microsoft office )
  • Capacity to adapt communication based on targeted audience

Education: Bachelor in Civil engineering, Hydrology, Water Resources Management, environmental engineering or related disciplines

Type of professional experience requested:

  • 1 year of experience in the WASH department, hard components (Water infrastructure, soil erosion and flood mitigation control measures, sanitation facilities, and wastewater disposal system).
  • Familiar with designing and supervising sediment control structures, erosion mitigation interventions and hydrological engineering solutions.
  • Experience managing CfW interventions, labor-intensive programs, and cash-based assistance scheme .
  • Action Against Hunger experience a plus but not mandatory. 

Language level: Arabic essential, English intermediate level
