Partnership Finance Officer

Goal / Purpose:

The Partnership Finance Officer supports the Deputy Finance Coordinator in the monthly review of partners' budgets, transactions, and supporting documents, providing timely feedback to partners and supporting their capacity building.

He/she also assists their line manager in developing and implementing capacity-building plans for local NGOs.

With support from the line manager, he/she ensures the implementation and understanding of accounting and finance compliance in line with Solidarités International and donor rules and regulations for partners in the Syria mission.


Roles and Responsibilities:

Main Activities:

Accountancy and Finance

  • Assist in reviewing partner accountancy to ensure alignment with SI procedures as defined in the partnership agreement, under the guidance of the line manager.

  • Review partner transaction lists to ensure accuracy under the supervision of the line manager and provide feedback to partners as needed.

  • Follow up with partners on corrections, amendments, and missing documents on a regular basis.

  • Support the Deputy Finance Coordinator during the final financial reporting period by reviewing transactions and preparing individual partner reports.

  • Translate training materials to ensure accessibility for all relevant partner staff.

  • Assist in gathering information and providing inputs to support the line manager in the development of specific policies.

  • Report to the Deputy Finance Coordinator and Finance Coordinator any concerns regarding partners’ financial administrative processes or program implementation.

Audit and Representative Tasks

  • Participate in coordination meetings held by partners when requested by the line manager.

  • Attend internal and external trainings when requested by the line manager.

  • Participate in spot checks, and internal and external audits.

  • Follow up on the reception of key findings and recommendations.

  • Draft minutes of relevant meetings and share them with the line manager.

  • Establish and maintain good relations with partners and report to the line manager to avoid duplication or overlap.

  • Participate in field visits if requested by the line manager.

  • Contribute to the review of sub-award agreements and associated financial annexes.
