Description:WHH is establishing an office in Amman to support its operations in west Asian countries, including Occupied Palestinian Territories, Jordan, Yemen and Iraq. As the ME Economic Recovery and Livelihoods Coordinator, your main tasks include to define strategic directions at country and regional levels, provide technical guidance to the programme teams, and ensure the quality, coherence, representation and impact of WHH’s economic recovery and livelihoods programming across the region, with a particular focus on promoting sustainable income generation, market systems development, and resilience-building for crisis-affected communities.


Note:This is a Secondment opportunity in partnership with ACTED. As such,The contract of employment will be with ACTED, who will second the successful candidate to WHH. Nevertheless, the recruitment process, including the interviews, will be handled by WHH. 



Responsibilities & Tasks:


Strategy and Planning

  • Leading the development of an ERL sectoral approach for each given country, defining a regional or country specific sectoral strategy, and coordinate with WHH global ERL advisors and their peers in country offices to support WHH’s global vision.
  • Continuously review the contexts through all necessary means to inform and revise the strategy and programming direction as needed.
  • Ensure that all WHH economic recovery and livelihoods projects are in line with its country strategy, global approach, and Clusters' recommendations, and in collaboration with the programs team, suggesting/recommending/defining ways of improvements.
  • Continuously reviewing sectoral related processes, suggesting changes, producing and revising guides and tools, and documenting lessons learnt under the supervision of the Head of Programs and in collaboration with relevant departments at Head Office.


Needs Assessments: 

  • Collaborate with WHH’s global technical team in HO to develop context-appropriate guidance, trainings, and assist country programs and partners in conducting local, national, or regional needs and systems assessments. 
  • Support facilitation of needs and systems assessment process (sector specific deep dive assessments) in collaboration with the MEAL department
  • Support WHH and partners in conducting Economic Recovery and Livelihoods market mapping and establish referrals between WHH’s emergency projects and WHH’s livelihoods and economic recovery projects with the aim of designing and implementing humanitarian, development, peace nexus approach. Where available, identify synergies between WHH’s ERL activities and other sectors/national livelihoods programs.
  • Continuously identify capacity development needs of ERL teams and partners in ERL related topics
  • Regularly conduct field visits to ERL project sites. Meet with stakeholders from private sector, civil society and government. Diagnose improvement needs and identify systemic solutions to Heads of Projects to ensure high quality programming



Technical Assistance: 

  • Ensure technical guidance for WHH and partners on (not limited to): (1) Market Systems Development as cross-cutting approach; (2) Thematic focus areas in the sphere of resilient food systems and sustainable livelihoods: Enhancing agricultural production systems, strengthening value chains and market linkages, enabling access to finance, inputs, and services for producers and enterprises, supporting business development, Cash and Voucher Assistance (CVA) for recovery, innovative livelihoods approaches; promoting employability and skills development, especially for youth and women Actively provide technical support for designing, implementing, monitoring, and adapting ERL projects, based on context-specific needs and capacities, and establish/review/develop SOPs and guidelines
  • Advise on ERL indicators definition and measurement in cooperation with the MEAL team (Monitoring, Evaluation, Accountability, and Learning)
  • Conduct content and quality reviews of projects’ proposals at country and regional levels. 
  • Ensure that all Head of Projects/Projects Managers and Project Officers who are responsible for ERL activities are aware of and trained on WHH ERL SOPs and tools
  • Actively share feedback on quality of ERL program implementation with relevant heads of project and head of programs, suggest action plans for improvement of projects, and follow up on their implementation.
  • Ensure compliance with WHH SOPs and policies as per internal standards, donors and international humanitarian standards
  • Provide or facilitate the provision of relevant trainings to keep up with standards set in the region by the food security and livelihoods cluster and relevant technical working groups and globally by humanitarian actors


Portfolio Development & External representation: 

  • Enhance evidence-based programming
  • Support roll-out of ERL interventions in new geographical areas 
  • Support Country programs in positioning with private and institutional donors for funding opportunities (network meetings, showcasing successes, presenting evidence) , contribute to the writing of concepts/projects/programs as requested by the head of programs.
  • Represent WHH’s Economic recovery and livelihoods work in countries or regional technical networks, exchanges with peer organizations, and participation in community of practices and other stakeholder contacts. 


Organizational Learning and Networking: 

  • Facilitate learning and internal networking between WHH’s country programs in the region and cross-country. 
  • Work closely with MEAL Coordinator to conduct learning reviews and understand the impact of WHH food security and livelihoods activities, as well as planning for field level assessments


Planning, reporting and information sharing: 

  • Report regularly to head of programmes, and Sector Unit at head office on milestones achieved in the implementation of the working priorities 
  • Actively inform heads of programmes, programme staff and partners on key ERL topics for their attention.
  • Participate in Bi-weekly program review meetings, contributing information related to program quality, progress, and challenges


Skills

Skills and Experience Required:


  • Professional / formal qualification and degree in humanitarian action, economy, food security or related field (technical college degree, Bacher’s degree or higher)
  • At least 2 years of experience in working at a technical advisor level in an INGO, 
  • At least 3 years of experience in working with INGO in programs related to food security and livelihoods, market system development or economic recovery
  • Advanced knowledge of Microsoft Office 
  • Excellent inter-personal, communication, advisory and facilitation skills
  • Experience in MENA region would be an asset
  • Excellent spoken and written English, knowledge of Arabic would be an asset
  • Willingness and ability to travel to OPT, Syria, Yemen, Iraq and Lebanon
