Participatory Action Learning Process on Feminist and Flexible Funding to Women’s Rights Organizations (WROs) and Women-Led Organizations (WLOs) in Humanitarian Contexts in Occupied Palestinian Territories (OPT) funded by DEC

1.BACKGROUND AND CONTEXT

Oxfam, in close collaboration with ActionAid and other partners, is implementing a participatory learning process focused on feminist and flexible funding mechanisms supporting WROs and WLOs in humanitarian contexts, specifically in Occupied Palestinian Territories (OPT). This project seeks to develop nuanced insights into how feminist partnership approaches and flexible funding impact organizational capacity and community outcomes. The learning will draw from Palestinian experiences and other crisis contexts in the region, culminating in a regional paper and dissemination activities.

The Feminist Facilitator will play a critical role in co-designing and facilitating the participatory learning process with WROs and WLOs, ensuring that feminist principles and intersectional approaches guide all stages of engagement. The facilitator will lead reflective learning sessions, provide safe and inclusive spaces for dialogue, and contribute to the creation of learning products (case studies, videos, photo stories, blogs) documenting the impact of feminist and flexible funding approaches.  The facilitator will lead on the development of the final regional learning paper, ensuring it includes practical and actionable recommendations. The facilitator will also present the paper during the regional learning exchange event, organized by Oxfam and ActionAid, to share collective insights with other women-led organizations and key humanitarian stakeholders.

2.SPECIFICATION OF SERVICES OR WORK REQUIRED

Objectives

  • Co-create learning questions with local WROs and WLOs using a feminist facilitation approach.
  • Facilitate regular participatory learning sessions that enable collective reflection, knowledge exchange, and analysis. These learning sessions will be held with Oxfam and ActionAid partners under the DEC initiatives, and other Oxfam partners who have been targeted by other flexible funding mechanisms. 
  • Ensure the process is locally led, transformative, and inclusive of diverse voices from women’s organizations in the West Bank and Gaza.
  • Lead on the production of accessible learning outputs for dissemination to donors, stakeholders, and regional partners.
  • Consolidate all learning sessions outputs in a Padlet file that will be shared at a later stage as a QR code with different stakeholders.
  • Develop the final regional learning paper with actionable recommendations.

Participate in a regional learning exchange event to present the final paper and share collective learning on the impact of feminist and flexible funding approaches, with other WRO and key humanitarian stakeholders. 

The Feminist Facilitator will be responsible for:

  1. Co-Design and Preparation:
  • Collaborate with project partners and local organizations to develop learning questions and sessions outlines (reflective and knowledge sharing)
  1. Facilitation of Learning Sessions:
  • Lead regular participatory learning sessions with 12-15 WROs/WLOs in both Gaza and the West Bank, face to face if possible, online when needed.
  • Employ feminist facilitation methodologies to create safe, empowering, and inclusive spaces.
  • Guide discussions to explore impacts of flexible funding and feminist partnerships on organizational and community outcomes (pre-defined set of guiding questions)
  1. Documentation and Learning Outputs:
  • Develop the learning product (case studies, videos, photo stories, blogs) in collaboration with participants and OXFAM communication staff.
  • Ensure learning outputs are accessible and archived digitally (e.g., Padlet), with user-friendly access such as QR codes.
  • Develop the final regional learning paper (advocacy paper, 10 –15 pages), capturing the main insight and learning, and including actionable recommendations to donors and other relevant actors. This document will emphasize the importance of flexible funding in strengthening the resilience and leadership of women-led organizations in humanitarian settings.
  • Contribute actively to the dissemination strategy of the advocacy paper.
  1. Collaboration and Coordination:
  • Work closely with Oxfam, ActionAid, and partner staff to ensure alignment of facilitation with project objectives.
  • Maintain regular communication with participating organizations and stakeholders.
  1. Regional Event:
  • Present the paper during the regional learning exchange event, organized by Oxfam and ActionAid, to share collective insights with other women-led organizations and key humanitarian stakeholders. This event will include panel discussions, roundtables, and interactive group sessions designed to facilitate deep exchange on the effectiveness of flexible funding models in humanitarian response.

If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam ´s objectives) these must be considered as an alternative offer. The Supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.
