Logistics Team Leader Jordan Azraq & Zaatari Camps Area

The Logistics Team Leader is responsible for leading all logistics functions at the Camps Area Office, including procurement, fleet management, and close coordination with the Country Office on asset management. The Team Leader provides line management and technical support to the Logistics Officers in Azraq and Zaatari camps, and works closely with programme teams to ensure timely, efficient, and compliant delivery of logistics services.

Role and responsibilities

Generic responsibilities (max 10)

  1. Ensure adherence to NRC policies, handbooks, guidelines and donor requirements.
  2. Implement complex systems and procedures in fleet, warehouse and asset management in line with NRC policies, SOP’s, and handbooks at the area level.
  3. Ensure development and implementation of administrative systems and procedures.
  4. Conduct and follow up daily operational logistic activities.
  5. Prepare and develop status reports and analyses as required by management.
  6. Responsible for the line management, training and development of the area office logistics team. Produce capacity building for staff working in Fleet, Warehouse, and procurement.
  7. Advising line managers on logistics related procedures, developing and implementing a logistics capacity building plan and training non-logistics staff on logistics procedures.
  8. Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.
  9. Focus on anti-corruption, transparency and cost-efficiency in all processes (e.g. in procurement, vehicle management, asset management).

Specific responsibilities

  1. Lead logistics support for Azraq and Zaatari camps across procurement, fleet, warehousing, stock and asset management, in line with NRC procedures.
  2. Line manage and guide Logistics Officers, including setting priorities, agreeing work plans and following up on performance and development.
  3. Oversee procurement within delegated authority, ensuring transparent planning, sourcing, evaluation and contract issuing that meet NRC and donor requirements.
  4. Manage fleet planning and use in the camps, including vehicle allocation, movement planning, and fuel follow-up, to ensure safe and cost-efficient operations.
  5. Ensure effective warehousing and stock management, including proper receipt, storage, dispatch, documentation, and regular physical counts.
  6. In coordination with the Country Office, ensure registration, tagging, tracking, and reporting of assets in the camps, including annual physical counts, disposal, and related reporting.
  7. Coordinate closely with programme teams to plan and deliver timely logistics support to activities and staff movements.
  8. Ensure logistics files, trackers, and reports are accurate and up to date, and support implementation of compliance, safeguarding, and risk control measures within logistics functions.
  9. Perform any other duties as requested by the line manager.

  • Area Office: Project Managers, Project Coordinators, and relevant implementation staff.
  • Country Office: Logistics Team Country Offices.

2 Logistics Officers + 6 drivers + 3 Incentive-based volunteers

Competencies

  1. Professional competencies

Generic professional competencies for this position:

  • Minimum 4 years of experience in logistics and supply chain in the humanitarian sector
  • Proven experience working in complex and volatile contexts
  • Documented results in humanitarian logistics management and supply chain systems, including procurement, fleet, warehousing, and assets
  • Strong knowledge of the local context and networks of private and public service providers
  • Excellent command of English, both written and verbal

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Qualification requirement: Bachelor's degree or equivalent in logistics, supply chain management, business administration, or a related field. Minimum 4 years of relevant experience in logistics or supply chain, preferably in the humanitarian sector.
  • Strong familiarity with the local market, suppliers, and service providers, especially in areas surrounding Azraq and Zaatari camps.
  • Strong organisation and team working skills, including experience supervising staff and supporting their development.
