Médecins Sans Frontières is running a reconstructive surgery program in Amman, which opened in 2006, is giving access to reconstructive surgery (orthopedic, plastic, and maxillo-facial) to war-wounded people providing comprehensive health care, MSF aims at identifying and referring patients from neighboring countries (Iraq, Yemen, Syria, and other countries with conflicts) then ensuring their medical follow-up after discharge.
Médecins Sans Frontières Reconstructive Surgery program in Amman and is seeking recruitment for (1) Liaison Officer, in Full time contract.
THE JOB:
Give support to external administrative work in obtaining working/travel permits, as well as all official contacts, procedures and importation of goods, according to local and international laws and MSF procedures, to ensure the smooth running of MSF activities. Facilitate the admission of patients through Jordanian borders and airports by coordinating and completing all required administrative, legal, and logistical procedures to ensure smooth entry into Jordan in compliance with national regulations and MSF policies.
ACCOUNTABILITIES:
- Establish and maintain professional contacts with relevant authorities, depending on the context and the needs of the mission.
- Ensure, together with the MCT members, that all MSF activities are running lawfully and in agreement with the Memorandum of Understanding in all administrative or customs related issues and inform about any possible risks or problems.
- Ensure that no illegal money is paid to any authorities or any individual, promoting and sharing MSF principles and values at all levels.
- Keep all documentation and files updated, properly filed and easily accessible to the internal users.
SCOPE OF RESPONSABILITIES:
Administrative support linked with Visas:
- Prepare the passports, proper documents, and treatment plans to the admin responsible for applying for the visa of the patients and caretakers.
- Prepare the passports, proper documents, to the admin responsible for applying the applications to the authorities.
- Prepare the related documents, (invitation letter, proper reports, etc.) for the arrivals and send them to the admin responsible.
- Ensure to have the proper information to track the visas’ coming expiration:
- Follow up the arrivals of the patients with Patient Admissions Officer and Admin responsible.
- Check stamps on passports.
- Save all the passports in the safe box and keep a record of receiving and giving the passports to the patients According to the Admission Transit Responsible and the Admission Manager instructions.
- Manage all the renewals of the visas during the first month of stay of the patients by the elaboration of the relevant documentation, following the current procedure (monitored and updated by the Admission Transit Responsible).
- Provide the necessary support to patients / family caretakers who need to go to governmental facilities (MOI mainly).
- Under the guidance of Admission Transit Responsible, ensure the management of visas exemptions and organize the payment of the due visas' penalties.
- Be familiar with all the exemptions processes managed by Admission Transit Responsible.
- Responsible for managing all his/her expenses, following financial procedures (cash advance and closure), providing related invoices validated by Admission Manager.
- May replace the Admission Transit Responsible (mainly at visa application and penalties exemption) if/when needed
Patients’ Movements:
- Be a focal point for patients’ arrivals who might be delayed or have problems at the border/airport: relay the information to Admission Transit Responsible who will be the decision maker regarding the way of handling the issue.
- Upon the request of Admission Transit Responsible, accompany patients and family caretakers to the airport at their departure to accomplish specific administrative processes (if visa penalties are not settled and amount of money to be given to important by example).
- Upon the request of Admission Transit Responsible, accompany patients and family caretakers from or to the Airport, especially for security issues management.
PROFILE
- Essential Secondary education.
- Essential, at least 2 years of previous experience in related relevant positions.
- Desirable previous working experience in MSF or other NGO in developing countries
- Essential computer literacy (word, excel and internet).
- Respect MSF Policies/ and work time.
- Excellent communication, reporting, organization and time management skills.
- English language communications.
WORK LOCATION: Amman, at Al Mowasah hospital.
CONTRACT: 6 months full-time contract, renewable, with 3 months’ trial period in the first contract
START DATE: Immediately
