1.BACKGROUND AND CONTEXT
Oxfam has been active in Jordan since the 1990s, working with local partners to promote a future where women and youth can reach their full potential. Through humanitarian assistance for Syrian refugees and vulnerable Jordanians, Oxfam addresses urgent needs while driving long-term solutions to the socio-economic challenges faced by Jordan’s most vulnerable communities. Our efforts are grounded in building community resilience and using evidence from our projects to advocate for change at the policy level.
Following a recent Training Needs Assessment Survey, we have identified priority areas for Oxfam staff development. To bring this plan to life, we are seeking experienced training providers who can deliver high-quality and impactful training programs across these key areas, helping us strengthen our team and maximize our efficiencies.
2.SPECIFICATION OF Sign Language Training REQUIRED
The objective of these trainings is to support the learning of sign language by our team. A total of 09 staff members have expressed interest in participating, and as they have no previous experience in sign language, the training will start at a beginner level. A simple initial assessment may be conducted to confirm learning needs and structure the sessions accordingly.
The selected training provider will be responsible for designing and delivering tailored sign language training for our staff. The training should be practical, relevant to Oxfam Jordan’s humanitarian and development context, and include both pre- and post-assessments to measure progress and learning outcomes.
If the supplier wishes to propose modifications to the specification (which may provide a better way to achieve Oxfam’s objectives), these must be considered as an alternative offer. The supplier must make alternative offers in a separate letter to accompany the offer. OXFAM is under no obligation to accept alternative offers.

Scope:
The training is designed to equip field staff with foundational proficiency in sign language, enabling them to communicate effectively with deaf and hard-of-hearing individuals they may encounter in their work. It combines theoretical knowledge with practical exercises, ensuring staff can apply their skills in real-world field settings. The program is delivered by qualified instructors and concludes with assessment and certification.

Expected Outcomes:
- Field staff will acquire basic proficiency in sign language to communicate effectively with deaf and hard-of-hearing individuals.
- Participants will be able to understand and use common phrases, greetings, and numbers in sign language.
- Staff will develop confidence in applying communication strategies and etiquette in field interactions.
- Practical skills will be reinforced through role-plays and scenario-based exercises relevant to fieldwork.
- Successful participants will receive certification, demonstrating their competency in basic sign language for professional use.
3.TIMEFRAME AND PAYMENT SCHEDULE
