Job Title: Water Infrastructure Planning Engineer

Program: Jordan Water Governance Activity (WGA)

Location: Amman

Position type: Full-Time Local Professional

Duration: One year (renewable as needed throughout project life)

 

BACKGROUND 

The Water Governance Activity (WGA) program is a multi-year project funded by USG, which aims to support the GOJ in achieving measurable improvements and greater sustainability of the water sector by providing technical assistance to strengthen strategic planning, financial sustainability, policy development, data-driven decision-making, and capacity-building efforts to enhance utility performance. In addition, to increase accountable, sustainable water sector management and governance by supporting and strengthening the National Conveyor Project's Project Management Unit, strategic planning, fiscal management, policy development and implementation, and capacity-building efforts.

 

JOB SUMMARY:

The Water Infrastructure Planning Engineer will play a leading role in supporting WGA’s technical activities. S/he will involve overseeing and contributing to key tasks related to the National Conveyor Project (NCP) readiness, project management, infrastructure guidelines, surface water planning, and water resources feasibility analysis. The role requires strong leadership, technical expertise, and coordination with government entities, utilities, and stakeholders to ensure alignment with national water strategies and project milestones.

 

DUTIES AND RESPONSIBILITIES

The responsibilities for this position include, but are not limited to:

  • Support and contribute to the efforts to enhance the water sector readiness for receiving and distributing NCP water, including tracking capital investment projects, identifying infrastructure gaps, prioritizing upgrades within utilities, ensuring alignment with NCP water allocations, and supporting risk mitigation and utility preparedness.
  • Provide senior-level technical assistance for project and contract management within the water sector entities and support the NCP Management Unit in overseeing readiness projects.
  • Lead the effort to expand the water and wastewater guidelines for planning, design, and construction standards.
  • Work with MWI on the implementation of priority actions related to surface water management and strengthen monitoring, upgrade stations, and pilot evaporation reduction technologies.
  • Provide other technical and engineering support related to water and wastewater infrastructure, and water resources feasibility analysis.
  • Manage the relationship and engage with the local authorities and stakeholders related to the position’s scope.
  • Facilitate interagency coordination, prepare technical reports, and align with WGA goals.
  • Perform other tasks as appropriate and as determined by the direct supervisor.

Education and/or Experience/Knowledge, Skills, and Abilities:

  • Bachelor’s degree in civil, water infrastructure, environmental engineering, water resources management, or another related field. A master's degree is a plus.
  • 5 years of water planning-related experience within the water and wastewater industry, preferably involved in infrastructure planning, water and wastewater projects development, and water resources management.
  • Proven experience in Jordan or similar arid regions.
  • Demonstrated expertise in project/contract management, infrastructure coordination, and planning.
  • Excellent leadership, communication, organizational skills, and stakeholder engagement skills.
  • Strong analytical skills, including the ability to compile and interpret project data as needed.
  • Proficiency in data analysis and visualization tools (e.g., Excel, GIS software).
  • Fluency in English and Arabic (written and spoken).
  • Proficiency in Microsoft Office Suite; familiarity with modeling software is a plus.
  • Demonstrated ability to collaborate with different teams, under pressure, and on multidisciplinary activities.
