DIVISION PURPOSE: To coordinate and supervise resources and processes in support of the programme and/or to provide support of programme delivery

TEAM PURPOSE: One of the key program pillars in Oxfam’s Country Strategy for Jordan is Climate Justice. Oxfam recognizes and addresses the vulnerability and risks of climate change on the world’s poorest and most vulnerable while acknowledging that they contribute the least to its causes. In Jordan, Oxfam aims to increase the understanding of individuals and communities on the impacts of climate change, identify vulnerabilities and risks on communities, and generate evidence on ways to build resilience of vulnerable groups and communities.

Oxfam in Jordan’s Climate Justice team works together with local communities, refugees, local partners and local government to deliver interventions that address the community needs in terms of water, waste management and public health engineering.

JOB PURPOSE: this role will lead field work implementation of a solid waste circular economy project including innovative pilot projects in the governorate of Mafraq (including Za’atari Refugee Camp)

DIMENSIONS OF THE ROLE

  • Communication largely with internal staff, also with some external contacts / target audiences to support operational work.
  • Analysis and internal communication of the locally relevant context to inform appropriate planning
  • Work pattern is a mixture of reactive and project work.
  • Delegated authority to supervise junior staff and/or volunteers and delegated projects/activities.
  • Required to make sound judgements regularly within agreed processes using a good understanding of the team and the facilities of the team.

 

KEY RESPONSIBILITIES

  • Lead in procurement of materials and follow up with internal staff and support teams to implement the assigned project.
  • Coordination with relevant local authorities (in hosting communities and Za’atari Refugee Camp) throughout the implementation of the project.
  • Oversee and take part in the implementation of community-based awareness raising activities with support of relevant field staff.
  • Oversee and take part in the initiation and management of service provider contracts such as ones related to a localised awareness-raising campaign, exchange visit and capacity building activities, and conducting of surveys to capture data related to project outputs and outcomes.
  • Oversee and take part in the management of SME and prototype sub-granting contracts including conducting site visits, holding of biweekly progress meetings, review of monthly narrative reports, etc.
  • Provide technical input throughout project implementation and closing with project manager and other relevant staff.
  • Oversee implementation of innovative pilot project activities in Za’atari Refugee Camp and the hosting communities in Mafraq through direct coordination with project manager and other relevant team members.
  • Oversee implementation of greywater and composting activities in field locations.
  • Communication and coordination with internal staff for technical project implementation.
  • Other tasks as assigned in relevance to the project and other programmatic priorities.

Experience, Knowledge & Competencies

Essentials

For this role, you will need to model Oxfam’s feminist leadership approach so we have selected the most relevant feminist leadership practices which we will use for assessment purposes (which you can read more about here):

In addition, an ideal candidate will also have:

  • At least 2 years of experience in Jordan in the WASH sector in Jordan working on water reuse projects, solid waste management, or other relevant fields  
  • Experience managing operations on-site for solid waste management projects
  • Knowledge of the solid waste management and circular economy sector in Jordan
  • Experience in Cash for Work modality following the sector Cash for Work Standard Operating Procedure (SOP)
  • Experience or knowledge in community engagement, awareness raising or behaviour change
  • Experience working in the field with refugee hosting communities and similar contexts
  • Experience in stakeholder management for project consulting services

Desirable

  • Previous experience of working with INGOs in Jordan in humanitarian settings
  • Experience working in refugee camps
  • Experience working with SMEs on green economy
  • Knowledge in compost technologies is preferred
  • Knowledge in climate policies is preferred
  • Educational background in environmental and/or water engineering or other similar fields with relevant experience
