المهمة والأهداف
تأسست منظمة الصحة العالمية في عام 1948، وهي وكالة التابعة للأمم المتحدة التي تربط بين الدول والشركاء والأفراد لتعزيز الصحة، والحفاظ على سلامة العالم، وخدمة الضعفاء - حتى يستطيع الجميع، في كل مكان، تحقيق أعلى مستوى ممكن من الصحة.
تقود منظمة الصحة العالمية الجهود العالمية لتوسيع نطاق التغطية الصحية الشاملة. ونحن نوجه وننسق استجابة العالم للطوارئ الصحية. كما نمكّن ونعزز حياة أكثر صحة - بدءاً من الرعاية أثناء الحمل وحتى مرحلة الشيخوخة. وتحدد أهداف المليارات الثلاثة خطة طموحة للعالم لتحقيق الصحة الجيدة للجميع باستخدام سياسات وبرامج قائمة على العلم.
يحدد برنامج العمل العام الثالث عشر لمنظمة الصحة العالمية (GPW 13) استراتيجية المنظمة لفترة الخمس سنوات، 2019-2023. وهو يركز على أهداف المليارات الثلاثة لتحقيق أثر قابل للقياس على صحة الناس على مستوى البلدان.
وتهدف أهداف المليارات الثلاثة إلى ضمان ما يلي بحلول عام 2023:
• استفادة مليار شخص إضافي من التغطية الصحية الشاملة
• حماية مليار شخص إضافي بشكل أفضل من الطوارئ الصحية
• تمتع مليار شخص إضافي بمزيد من الصحة والعافية
السياق
تحت الإشراف المباشر لمسؤول الصحة العامة (تعزيز الصحة والمحددات) والتوجيه العام من رئيس مكتب منظمة الصحة العالمية في الدولة، يعمل أخصائي الصحة العامة كعضو في الفريق الفني. يتم تكليف العمل من قبل المشرف الذي يقدم التعليمات بشأن الأمور غير الروتينية. ويتم تنفيذ المهام الروتينية بشكل مستقل مع بعض حرية التصرف في الأمور غير الروتينية المتعلقة بإجراءات المكتب فقط.
يحق لمتطوعي الأمم المتحدة الأخصائيين المحليين في الأردن الحصول على:
• بدل معيشة شهري للمتطوع (VLA) بمبلغ 1,186.33 دينار أردني؛
• إجازات سنوية وإجازات للتعلم؛
• تأمين صحي وتأمين على الحياة مجاني؛
• وصول مجاني إلى منصات تعليمية مختلفة.
وصف المهام
تحت الإشراف المباشر لمسؤول الصحة العامة (تعزيز الصحة والمحددات)، سيقوم متطوع الأمم المتحدة بما يلي:
• دعم دمج خدمات المياه والصرف الصحي والنظافة العامة (WASH) القادرة على التكيف مع المناخ في تقييم هشاشة الصحة والتكيف مع تغير المناخ وفي خطط سلامة المياه على مستوى مرافق الرعاية الصحية.
• المساهمة في التقييمات والتدريب الخاص بمرافق الرعاية الصحية القادرة على التكيف مع المناخ والمستدامة بيئياً، باستخدام القوائم المرجعية وإرشادات منظمة الصحة العالمية.
• المساهمة في إعداد موجز السياسات الوطني بشأن تغير المناخ والصحة، بما في ذلك تجميع الأدلة الصحية والخاصة بالانبعاثات والاقتصادية وصياغة خيارات السياسات لمتخذي القرار في القطاع الصحي والقطاعات الأخرى.
• دعم مراجعة وتنفيذ الخطة الوطنية للتكيف في القطاع الصحي والمساهمة في صياغة خطط العمل المتوسطة والطويلة الأجل للتكيف الصحي.
• تطوير وتكييف واختبار المواد القائمة على الأدلة لتعزيز الصحة (باللغتين العربية والإنجليزية) بشأن الترابط بين المناخ والصحة.
• دعم إعداد خطة عمل وطنية للوقاية من الآثار الصحية لموجات الحر ومكون الاتصال الخاص بالمشروع التجريبي لنظام الإنذار المبكر لموجات الحر.
• إشراك شبكات الشباب والمنظمات المجتمعية والمتطوعين.
• إعداد وتقديم دورات تدريبية وجلسات توجيهية حول تغير المناخ والصحة، وتعزيز الصحة، والمجالات ذات الصلة.
• دعم التخطيط وإعداد الميزانية ومتابعة المشتريات ومراقبة أنشطة خطة عمل تغير المناخ والصحة؛ والاحتفاظ بسجل متابعة الأنشطة وسجل المخاطر.
• إعداد تقارير التقدم، وتقارير الجهات المانحة، وتقارير المهام، ومحاضر الاجتماعات، وقصص النجاح، ومحتوى الموقع الإلكتروني/وسائل التواصل الاجتماعي.
• أداء أي مهام أخرى ذات صلة حسب متطلبات المشرف.

Job description
Mission and objectives
Founded in 1948, WHO is the United Nations agency that connects nations, partners and people to promote health, keep the world safe and serve the vulnerable – so everyone, everywhere can attain the highest level of health.
WHO leads global efforts to expand universal health coverage. We direct and coordinate the world’s response to health emergencies. And we promote healthier lives – from pregnancy care through old age. Our Triple Billion targets outline an ambitious plan for the world to achieve good health for all using science-based policies and programmes.
WHO’s Thirteenth General Programme of Work (GPW 13) defines WHO’s strategy for the five-year period, 2019-2023. It focuses on triple billion targets to achieve measurable impacts on people’s health at the country level.
The triple billion targets are to ensure by 2023:
• One billion more people are benefiting from universal health coverage
• One billion more people are better protected from health emergencies
• One billion more people are enjoying better health and well-being
Context
Under the direct supervision of the Public Health Officer (Health Promotion and Determinants) and the overall guidance of the Head of WHO Country Office (HWCO), the Public Health Specialist is a team member in the technical unit. Work is assigned by the supervisor who gives instructions on non-routine matters. Routine tasks are performed independently with some discretion in non-routine matters related to office procedures only.

Task description
Under the direct supervision of Public Health Officer (Health Promotion and Determinants), the UN Volunteer will:
• Support the integration of climate-resilient Water, sanitation and hygiene (WASH) into the Climate change health vulnerability and Adaptation Assessment and into Water Safety Plans at health care facility level.
• Contribute to assessments and training on climate-resilient and environmentally sustainable health care facilities, using WHO checklists and guidance.
• Contribute to the national climate change and health policy brief, including compilation of health, emissions and economic evidence and drafting of policy options for health-sector decision-makers and other sectors.
• Support the review and implementation of health-sector National Adaptation Plan and contribute to drafting mid-term and long-term health adaptation action plans.
• Develop, adapt and pretest evidence-based health promotion materials (Arabic and English) on climate-health nexus.
• Support the development of a national heat-health action plan and the communication component of the heat-wave early warning system pilot.
• Engage youth networks, community-based organizations and volunteers.
• Develop and deliver training and orientation sessions on climate change and health, health promotion, and relevant areas.
• Support planning, budgeting, procurement follow-up and monitoring of the climate change and health workplan activities; maintain the activity tracker and risk log.
• Prepare progress reports, donor reports, mission reports, meeting minutes, success stories and web/social media content.
• Perform any other related duties as required by the supervisor.

Skills and experience
At least 3 years of professional work experience at the national level in public health, health promotion, environmental health, climate change or a closely related field, of which at least 1 year involves programme or project implementation with government, UN or non-governmental partners;
• Demonstrated experience in developing and implementing health promotion, risk communication or community engagement interventions in Jordan.
• Experience or demonstrated knowledge in climate change and health (vulnerability and adaptation assessment, heat-health action, climate-resilient WASH or health facilities, health in national climate change action plana and nationally determined contributions processes).
• Experience in organizing multi-stakeholder consultations, workshops and trainings, and in producing technical reports, policy briefs and communication products.
• Familiarity with the Jordanian health system and with the Ministry of Health, Ministry of Environment and related national institutions; previous work with WHO or the UN system is an asset.
• Excellent oral and written communication skills, including the ability to write clearly and concisely for technical and non-technical audiences in Arabic and English.
• Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
