Project Background:

USAID Public Financial Management and Administration (PFMA) aims to partner with USAID/Jordan and the Government of Jordan (GOJ) to improve Jordan’s revenue system and enhance its budget management process. PFMA will build the capacity of the Jordanian Ministry of Finance and other government institutions to modernize the revenue collection system, encourage compliance—including making it easier for taxpayers to comply with tax obligations—upgrade public procurement management, and improve budget planning, preparation, and execution. Key objectives include: 1) improving the revenue-raising system; 2) streamlining the budget management process; 3) optimizing public expenditure management, and 4) implementing crosscutting Public Financial Management reforms such as interventions to address COVID-19. Through a combination of technical assistance, capacity building, and facilitation, tangible and measurable results will be expected during the anticipated five-year duration of the activity.

Position Description:

Knowledge Management, Research and Learning Senior Specialist will research and generate knowledge materials for the project deliverables and achievements, develop tools and platforms to facilitate knowledge building and knowledge sharing, document best practices, lessons learned, and expertise from teams across all departments and support in the drafting of project annual work plans in alignment with project objectives and milestones.

Key Duties and Responsibilities:

  • Conduct research, document, and generate knowledge materials for project deliverables and achievements.
  • Develop tools and platforms to facilitate knowledge building and knowledge sharing among team members.
  • Coordinate efforts to document best practices, lessons learned, and expertise from employees across different departments.
  • Create plans to effectively convey organizational messages and success stories to internal and external stakeholders.
  • Support in the facilitation of effective monitoring and evaluation processes for project activities.
  • Design surveys, questionnaires, and other data collection tools to gather relevant information efficiently and accurately.
  • Conduct data analysis and data visualization to present information and findings that inform decision-making and improve program effectiveness.
  • Assist in the preparation of regular progress reports, including narrative summaries and visualizations of key findings.
  • Support in the drafting of project annual workplans in alignment with project objectives and milestones.
  • Conduct any additional duties as assigned by the direct supervisor.

Qualifications:

  • University degree in social sciences, social work, social administration, or any other relevant field
  • More than 8 years’ experience working in Monitoring and Evaluation in national and international NGOs, experience in the development sector is a plus
  • Computer skills, including MS Office (Word, Excel is required), familiarity with data analysis’ packages is strongly preferred (Power BI)
  • Familiar with donor reporting and guidelines, experience in USAID projects is strongly preferred
  • Experience in working with data visualization methods and report writing
  • Fluent in English and Arabic with strong writing skills
