IMPACT Initiatives is a leading Geneva-based think-and-do tank which aims to improve the impact of humanitarian, stabilisation and development action through data, partnerships, and capacity building programmes. The work of IMPACT is done through its three initiatives: REACH, AGORA and PANDA. With over 400 staff members, including assessment, data analysis, GIS experts and field professionals, IMPACT teams are present in over 20 countries across the Middle East, Africa, Asia, Europe, and Latin America. IMPACT is a sister organisation of ACTED, a non-governmental organisation with headquarters in Paris.

Following the significant deterioration of the humanitarian situation in the occupied Palestinian territories (oPt), REACH is planning a range of research activities to support an evidence and needs-based humanitarian response in Gaza.

ACTED’s Greening Strategy

ACTED’s greening strategy aims to tackle environmental degradation and climate change while meeting the needs of the most vulnerable who are often those most affected by the deepening environmental crisis. Each ACTED employee will adhere to these principles through key green programming responsibilities:

  • Contribute towards the adherence and development of the greening strategy plan;
  • Explore innovative green programming opportunities and/or solutions within your realm of responsibilities and roles;
  • Encouraging and promoting environmental safeguarding processes and environmental programming standards in accordance with SOPs and technical guideline notes.

ACTED PSEAH Policy:

(CHRM) has the responsibility to adhere and commit to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment) always. As all managers and coordinators, the (CD) has the responsibility for ensuring that measures to prevent SEAH are implemented and regularly monitored. The (cd) should ensure that staff under his/her supervision/management understand and comply with ACTED PSEAH policy and have completed the mandatory trainings on the Code of Conduct and the PSEAH Policy. The (CD) should promote an environment to help prevent sexual harassment, exploitation, and abuse both at the office and in the field and report any misconducts or SEAH issues appropriately according to ACTED’s procedures.

Job Purpose

The Data Officer will support REACH’s Sites, Shelter, and Displacement (SSD) unit in all data-related aspects of its research cycles in Gaza. This includes research design (e.g., sampling), data cleaning, and data analysis. Additionally, they may assist in creating relevant information products, such as dashboards or other interactive data presentations.

Objectives

Objective 1: Supporting Research Design, Data Collection, and Quality Assurance

The Data Officer is responsible for providing technical expertise, monitoring, and quality control in support of the research unit’s design and data collection activities. They will develop KoBo tools for data collection, R scripts for data cleaning and processing, and other necessary technical solutions. The Data Officer will collaborate with Assessment Officers to ensure that all data collection activities meet the technical standards set by IMPACT Initiatives and the REACH Data Team. Additionally, the Data Officer will actively contribute to the development of new technical standards and tools to enhance data collection.

Objective 2: Data Analysis and Innovation

The Data Officer will support the research unit in analyzing primary and secondary datasets, performing descriptive analyses, hypothesis testing, correlation, and regression analyses, depending on their skillset. They will proactively design innovative solutions and detailed analysis plans to address information gaps in the humanitarian response. Furthermore, they will develop R scripts to automate data analysis processes and explore opportunities to use alternative data sources, such as web scraping and social media.

Objective 3: Developing Information Products and Dashboards

The Data Officer will collaborate with Assessment Officers to create public-facing information products and dashboards using the collected data. They will proactively design new ways to display information based on the needs of humanitarian actors. The Data Officer is enthusiastic about the potential for data to shape humanitarian action and works collaboratively to make this a reality.

Duties and Responsibilities

The REACH Data Officer is responsible for completing the following tasks:

  • Research Design Support: Collaborate with Assessment Officers to ensure that research design follows best practices for data quality and analysis.
  • Data Collection Support: Provide technical support for data collection and processing.
  • Data Quality Assurance: Assist Assessment Officers with data checking and validation to ensure high-quality data collection.
  • Data Analysis Support: Help Assessment Officers with data analysis and ensure accurate data representation in their work.
  • Technical Tool Development: Work with the Data Team to develop new technical tools for use by the unit and the broader REACH team.
  • Creation of Information Products: Collaborate with the unit to create factsheets, dashboards, and other information products for the humanitarian community.
  • Creative Problem Solving: Critically review existing data processes within the unit and implement improvements or develop new processes as needed.



Skills

  • Relevant degree in Computer or Data Science, Statistics, Economics, or related;
  • Good computer programming knowledge;
  • 1+ years of professional experience analysing complex data with R or Python (if only Python skills, willingness and ability to learn R rapidly);
  • Proven experience developing new solutions for data management and analysis;
  • Interest in learning different aspects of our research cycles and enthusiasm about using data to improve humanitarian action;
  • Demonstrable creative thinking and innovation skills;
  • Good organisational and prioritisation skills, and ability to work in a fast-paced environment;
  • Fluent speaking and writing English and Arabic language.

Desirable

  • Master’s degree in Computer or Data Science, Statistics, Economics, or related;
  • Strong statistical and analytical skills including correlation and regression analysis;
  • Knowledge of Power BI;
  • Previous experience with mobile data collection (ODK, ONA, KOBO);
  • 2+ years of work experience with an INGO in an emergency and/or development setting.
