Outcome 3 Lead/Urban Resilience Expert for Jordan Amman Urban Resilience Activity

Tetra Tech International Development (International Development Jobs - Tetra Tech) is currently

accepting expressions of interest from qualified candidates for a potential Outcome 3 Lead/Urban

Resilience Expert position for the anticipated $25-50 million USAID-funded multi-year Amman Urban

Resilience Activity (AURA) in Jordan.

Position Description: The focus of this activity is on improving local governance and the enabling

environment for urban climate resilience and decarbonization in the Greater Amman Municipality

(GAM), focusing on interventions with high adaptation benefits. The potential activity may improve

data-driven policymaking, planning, and budgeting and may include interventions focusing on disaster

risk reduction resulting from floods and extreme heat events, investment and access to climate funds,

enhanced participation of local communities and the private sector, and targeted urban resilience

infrastructure work. The Urban Resilience Lead will provide urban resilience leadership and technical

expertise for AURA. The Urban Resilience Lead will assure that USAID Jordan AURA achieves Outcome 3,

to increase implementation of priority urban resilience and decarbonization projects. This is anticipated

to be a full-time position based in Amman, Jordan.

Responsibilities:

* Provide urban resilience leadership and technical expertise for AURA.

* Oversee urban resilience technical activities and ensure that the project is achieving intended results.


Skills

Qualifications:

The successful candidate will demonstrate effective management experience and proven experience

managing complex programs in Jordan or within the Middle East North Africa (MENA) region.

Additionally, the candidate should possess:

* Minimum master’s degree or higher in public policy, climate/environment sciences, urban planning,

public policy, finance, international development, engineering, economics, or a related field;

* Minimum ten (10) years of demonstrated progressively responsible experience in the successful

implementation of projects focusing on urban development;

* Demonstrated success in managing a team to produce quality results, based on an established work

plan that includes written deliverables, live events, analytical and learning exercises, and significant

stakeholder engagement with GAM, other GOJ agencies and ministries, private sector actors, and civil

society and citizens;

* Experience with the suite of resilience infrastructure options for Amman, including nature-based

solutions, green building standards, stormwater infrastructure, and other resilience projects;

* Experience working with private sector actors to realize public infrastructure projects, including

offering technical assistance for institutional strengthening, strategic planning, and project

development;

* Understanding of the project planning process from the citizens’ perspective, such as consulting and

garnering feedback and buy-in at the district level for capital investments and sustainability, climate

change resilience and/or migration, water and sanitation, energy, local economic development and/or

public financial management;

* Proficiency in English and fluency in Arabic required; and

* Jordanian nationals and especially women are strongly encouraged to apply.
