The Program / Department / Team

The USAID Livelihoods Advancement Activity (Iqlaa) is a five-year USAID-funded program that aims to support Jordan’s formal and informal home-based businesses (HBBs) and Micro and Small Enterprises (MSEs) to grow, transform, and become resilient to future challenges, placing them on a path to recovery, stabilization, and growth through capacity-building strengthening, informed decision-making, and enhanced access to finance, focusing on four critical sectors: agriculture, tourism, manufacturing, and services, with special attention to technology development and implementation.

Mercy Corps’ approach to Iqlaa integrates direct assistance with market systems development (MSD

interventions to support MSEs along the full journey from recovery to growth and resilience. Grounded in

evidence-based, adaptive, and inclusive support, Jordan’s MSEs can emerge from the COVID-19 crisis stronger and more resilient, transformed through new ways of doing business, and improved access to finance, markets, and services. Understanding that women, youth, and people living with disabilities (PLWD) face unique constraints to starting up and leading resilient MSEs, Mercy Corps design will infuse a Gender, Youth, and Social Inclusion (GYSI) lens throughout all interventions. Mercy Corps’ approach is committed to supporting MSEs to build back, formalize, and grow, emphasizing systems-level change, equitable opportunities, and a dignified work environment for all women, men, youth, and PLWD in Jordan.

 

The Position

The Outreach and Coordination Support Assistant – North Region supports the Outreach and Coordination team in the North region in implementing programmatic, operational, and logistical needs for the North region office, including performing tasks related to procurement and financial. S/he assists in executing the outreach work plan and follows up closely with the coordinator and officers to keep the plan updated based on emerging needs, ensuring outreach targets are met for HBBs/MSEs supported through Iqlaa’s activities. S/he reports to the Outreach and Coordination Coordinator - North Region and collaborates with the Iqlaa North team, as well as Finance, Procurement, and Logistics and Admin departments based in Amman.

 

Essential Responsibilities

● Assist in all operations related to the project implementation with special focus on the development and implementation of the procurement plan and expenditure reporting.

● In coordination with the team raise PRs and follow up with MC procurement department on contracts, schedule delivery of goods and services and track payment requests.

● Contribute to monitoring and evaluation efforts in accordance with the plan, including monitoring, data collection, analysis, report writing.

● Archiving the program documents and official correspondence related to the north region office.

● In coordination with the administrative department arrange for hotel and venue bookings for the staff and follow up on their accommodation.

● Follow up on all events and training logistical needs related to the north region team with different departments

● Arrange staff and consultants’ transportation needs and organize the vehicle bookings for field trips with the logistics department.

● Make sure all the printings and visibility materials match MC and USAID communication standards

in coordination with Communication Team.

● In close collaboration with the Outreach and Coordination Coordinator – north region, officers, and other Iqlaa components’ team members, assist in implementing the outreach work plan for the north region of Jordan, and other areas when needed, and ensure this plan reflects the outreach approach in terms of identification, vetting, and onboarding of the target number of HBBs and MSEs under Iqlaa’s support activities, as well as potential market actors across the governorates.

● Work closely with the Outreach and Coordination Coordinator – north region, officers, and other Iqlaa components’ team members to keep the work plans updated based on all emerging challenges and needs during the implementation phase.

● Assist the Outreach and Coordination team to successfully implement Iqlaa’s north region office’s activities focused on key outputs and outcomes.

● Ensure all programming and Iqlaa’s north region office’s activities follow Mercy Corps’ internal systems and procedures, including Iqlaa specific requirements (such as USAID marking and branding requirements, environmental compliance requirements, etc.).

● Assist in gathering, organizing, and maintaining data from outreach activities and interventions while ensuring data integrity, accuracy, and consistency by regularly updating Outreach team records in the master sheet.

● Support the analysis of the Iqlaa registration and segmentation data to identify data discrepancies and report to the direct supervisor.

● Ensure adherence to Mercy Corps PM@MC minimum standards, including the Community Accountability Reporting Mechanism (CARM).

● Ensure implementation and modeling of safeguarding policies and procedures in all interactions with team members, partners, and component participants.

● Support the outreach team in ensuring that outreach targets MSEs/HBBs including those owned by women, youth, and PLWDs, and that all implemented activities are complying with inclusion standards for women, youth, and PLWDs.

● Assist in conducting focus group discussions and awareness campaigns, in coordination with the Outreach and Coordination and other Iqlaa teams, including the PQL in different north region governorates and other areas when needed.

● Assist in building networks with different market actors and stakeholders in the north region of Jordan that would support the Iqlaa team in the outreach process and register them per Iqlaa’s established process, in close coordination with the Outreach and Coordination Coordinator – North Region.

● Assist in maintaining positive relationships with the micro and small enterprises (MSEs) and homebased businesses (HBBs) in the north region.

● Assist the research team in conducting the needed outreach for needed respondents for different research activities.

● Support the different Iqlaa teams in events, workshops, and any relevant meetings.

● Assist the Iqlaa north region team in managing office needs, overseeing its daily logistical and operational needs, and coordinating with relevant departments at MC to ensure the north region office is fully operational.

● Assist the Iqlaa north region team to check on any safety and security issues in the region and ensure that the safety and security team at MC is kept updated.

● Other duties as assigned.

 

Monitoring, Evaluation, and Reporting

● Assist in implementing the monitoring and evaluation of the component activities in close coordination with the M&E team when needed, including monitoring, data collection, analysis, and report writing in line with the M&E standard procedures as set by the Iqlaa PQL team.

● Assist in providing regular progress reports that would feed into donor reports.

● Assist the outreach team in ensuring the compliance of activities with USAID and Mercy Corps regulations.

Accountability

Reports Directly To: Outreach and Coordination Coordinator – North Region

Works Directly With: Outreach and Coordination Coordinator and offices in the north region, Outreach

and Coordination teams, Iqlaa team under different components, COP, DCOP/Programs, DCOP/Operations & Finance.

 

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills

● BA/S or equivalent in social work, business administration, or public administration, international development, or other relevant fields. Applicants with other academic track records who bring a strong track record of work (including at least one year of relevant economic growth programming experience) may also be considered.

● A minimum one year of experience in medium to large donor-funded programs with Jordanspecific experience.

● Experience in projects administration is required

● Strong computer skills, especially in Microsoft Office programs (Word, Excel, PowerPoint), are essential.

● Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.

● Knowledge of the Jordanian context in general, north region, and key Jordanian stakeholders, as well as work experience in the Jordanian context.

● Demonstrated ability to build and maintain relationships with multiple stakeholders (including public sector, private sector at both grass-root and corporate levels, and civil society), and program participants.

● Demonstrated ability to implement outreach plans for MSEs/HBBs, market actors, among many other potential stakeholders.

● Fluent verbal and written communication skills in Arabic and professional working proficiency in verbal and written English is required.
