CONTEXT

OCG presence in Amman Hub:

OCG has been developing its presence in Amman with a delocalized structure created to support the quality of our operations in the region and beyond. It includes:

  • The Operational Cell 5 directly managed by a Head of Desk, which current portfolio includes Iraq, Lebanon and Yemen. The team is composed by the Head of Desk, Deputy Head of Desk, Medical Program Responsible, HR Advisor, Fin Advisor, Log Advisor, Strategic Communication Advisor, Supply Referent and HROp Support
  • The MESO (Middle East Support Office) directly managed by the Head of MESO, that includes advisory, implementers and support positions providing technical and operational support to the field missions. The team is composed by Strategic Medical Advisor/Team Leader, Lab Advisor, Nursing Care and IPC Advisors, Infectious Disease and AMR Advisor, Flying Ops, Flying Med, Humanitarian Affairs Advisor, Project Officer, Legal Advisor, L&D Advisor, Staff Mobility Lead and Implementer, Regional Technical Referent WatSan and Energy and HVAC
  • Intersectional Hosted positions
  • An intersectional Amman Mutualized Support Office for Finance/HR/Admin/Log/IT that supports both OCG and OCA teams in Amman. The AMSO is managed by the Head of Resources and it’s under the direct management of OCA

The Middle East Support Office (MESO) is the HQ office of OCG in Amman, Jordan. Its purpose is to support MSF programs in the face of the growing complexity of intervention contexts and new challenges in the Middle East and beyond. MESO joins other MSF structures already present in the region, including OCBA, OCP and OCA in Jordan. Together, we aim to generate a strong dynamic in the Middle East, to better understand its challenges and problems, and gain a clearer picture of the medical and humanitarian issues that MSF needs to address.

Amman Hub will contribute to OCG Strategic Plan (SP) 2020-2025 focusing on 3 main pillars:

  • Promote relevant humanitarian-medical-operational analysis, negotiation, and advocacy initiatives in the region and beyond.
  • Provide direct technical and operational support and ensure continuity of operations.
  • Contribute to the development and well-being of MSF Global workforce.

SCOPE OF RESPONSIBILITIES – OBJECTIVES OF THE POSITION

The MESO Assistant is supporting all administrative related topics of the MESO team and, shadowing the Head of Office, the MESO Assistant provide support to the diverse activities of the MESO (HR/mobility, Advocacy and analysis, ad-hoc operational support) and in particular:

  • Support MESO strategy, planning and monitoring of activities (PoA, Mid-year review, statistics update, M&E tool, MESO calendar)
  • Support office management activities (team meetings, planning)
  • Assist in events and workshops organization including the preparation of agendas and supporting documents
  • Assist in meetings prepare agenda and supporting documents and draft minutes
  • Participate in the induction briefings on MSF info management tools (Kompas, Sharepoints,…) and specifically the Amman office tools used (Amman Kompas, MESO sharepoint, …)
  • Assist in the planning of the support to the field
  • Support the preparation of key documents and presentations for internal use (e.g. ppt on MESO activities, Amman Hub, intersectional organizational chart and contacts)
  • Update Amman Kompas and MESO SharePoint and perform other information management task to support in the dissemination of MESO “products.”
  • Support in the proofreading of documents
  • Onboard the new team members (prepare material, arrival briefing on the office and its tools)
  • Act as the link between the MESO and the Support Office and assist the MESO team in liaising with the Support Office
  • Strengthen the collaboration with the cell assistants
  • Be a general support to the needs of the team
  • Provide support to HR/Mobility, Project Officer and other team members
  • Any other task when requested

 

MAIN RESPONSIBILITIES AND TASKS

Specific on mobility

• Follow up with the missions and update all mobility related staff files of all OCG LHS in the mobility list across all mandated mission.

• Organize and support Mob Co. in conducting the interviews of the new staff for entry into the pool.

• Follow up on SAC guidelines with all the staff.

• Create an SOP for dynamics for the mobility team.

• Support Mob co in designing, updating the handbook and communication.

• Organize briefings / debriefings for staff on mobility

Specificities of the position

The position is based on the punctual needs of the team, which are driven by the context. The assistant must be flexible and able to balance a variety of topics at once.

REQUIREMENTS

Education & Experience

• Completed or in progress master’s degree in Social Sciences, Political Science, Humanitarian or Development Studies, or other relevant degree.

• No specific requirements in terms of work experience but having has some form of experience in the past is considered an advantage (e.g. Experience in office administration, in bilingual / intercultural settings or in an international NGO is an asset).

Competencies

• Capacity of analysis and synthesis

• Excellent writing skills

• Planning and organization.

• Knowledge of key issues of the humanitarian environment.

• Excellent knowledge of the Microsoft 365 tools (PowerPoint, Excel, Word, SharePoint, Outlook, OneDrive, Kompas)

Languages

• Fluency in English (written and spoken)

• Knowledge of Arabic and/or French is an asset

Other

• Good interpersonal skills, sense of dialogue and ability to listen.

• Team player: ability to coordinate with numerous stakeholders.

• Ability to work autonomously.

• Pro-active and solution-oriented

• Flexible and capacity to adapt quickly

CONDITIONS
