Action Against Hunger (ACF) is a leading humanitarian and development agency working to combat the causes of hunger and malnutrition in over 46 countries worldwide and is operating in Jordan since 2014. More than a decade into the Syrian conflict, more than 1.3 million Syrians have sought refuge in Jordan; 676,164 are registered refugees and approximately 80% live in non-camp settings. This influx of refugees has strained Jordan's economy and resources, with Syrians often accepting worse working conditions and lower compensation than Jordanians and taking on low-skill, informal jobs in sectors such as in manufacturing, construction and agriculture. In 2024, Jordan had a 21% unemployment rate. For Syrian refugees, unemployment rates are significantly worse with increased restrictions on legal avenues for livelihoods.

ACF is looking for its program in Jordan for Program Coordinator

Main place of work: Amman with field visits to ACF implementation locations

Position Overview: Leads Action Against Hunger programme development and ensures quality, donor complaint, and implementation in Jordan. 

Required Skills:

1) Quality programme development

  • Together with the Country Director, support research on prospective donors and partners to evaluate grants opportunities;
  • Compile and share information as well as train teams on donors priorities to prepare them for fundraising in pipeline;
  • Promote inter departmental participation (across the mission) in the design and formulation of program design, with specific emphasis on the integration of core sectors (WASH, FSL, MHPSS);
  • Promote the analysis and consideration of new sectors of intervention in Jordan, in line with the needs identified in the country, global expertise of Action Against Hunger and the mission’s strategy;
  • Supervise the design and implementation of needs assessments and analysis of existing MEAL data to ensure proposed implementation is responsive to and reflective of the needs of communities ;
  • Support the Country Director in the creation of ACF Jordan’s 2026-2029 Country Strategy

2) Coordinate proposal development

  • Coordinate and lead the design of high-quality, evidence-based, and contextually relevant proposals, ensuring the engagement of key technical and support staff.
  • Conduct assessments and evaluations to inform proposal development and ensure their relevance.
  • Ensure the development of proposals that are aligned with donor strategies and priorities.
  • Ensure cross-sectoral integration, innovation, and adherence to core humanitarian standards and best practices.

3) Quality control of programme implementation

  • Organizing of kick-off meetings with all concerned staff (program and support) before the implementation of a new grant.
  • Update and regularly share with SMT program, donor and partner updates,
  • Co-lead, together with Finance, monthly grants and finance follow ups with project teams to ensure quality implementation, course correcting and compliance with donor rules.
  • In coordination with HQ, provide technical guidance to programme teams on grant and donor compliance, ensuring any elected project adjustments are in line with donor procedure (Cost Extension, No Cost Extension).
  • Coordinate donor reporting: sharing and training staff on templates, assigning roles/responsibilities, and setting/following up on realistic deadlines, drafting background, general and cross-cutting sections, before consolidating and cleaning report packages for submission aligned with donor requirements and guidelines.
  • Ensure that all programs are implemented according to program management best practice and progress in accordance with grant agreements, are completed with quality, within time and on budget; drive adaptive management strategies where required.
  • Drive knowledge sharing and technical exchange of Action Against Hunger technical policies, methodologies, programming, and proposals.
  • Lead the technical team in the identification, analysis and implementation of lessons learnt, for the continuous improvement of the programming implemented by Action Against Hunger in Jordan.

4) Technical programme supervision  (MHPSS, WASH, FSL)

  • Manage and coordinate relationship between pool of technical experts on country level and Technical Advisors at HQ pool level.
  • Ensure strong engagement between technical team at HQ level and implementation teams, driving learning and knowledge exchange to promote program development and quality.
  • Monitor and strengthen the social climate between program and support teams.
  • Promote cross-sectoral teamwork and skills development for program team members.
  • Promote commitment to the ACF Charter and prevention of fraud and power abuses informing the Country Director in any such cases.

5) Partnership Management

  • Support the Country Director with regular stakeholder analysis and potential partner mapping in order to build strong relationships with a range of local actors, identifying opportunities for partnership, coordination and/or mutual learning and development.
  • Lead partner vetting and due diligence process in line with ACF’s global policy and Jordan’s partnership policy and standards and support collaborative risk management and project design.
  • Lead in the development of strategic partnership agreements for existing projects and cultivating new, longer-term partnerships for potential new projects.
  • Coordinate program quality and support departments in drafting partnership management plans as part of mobilization of new programmes including partnerships.
  • Coordinate development and implementation of capacity building plans for partners in line with needs identified during partner’s assessment

6) External Representation

  • Ensure that Action Against Hunger is properly represented at all relevant sector meetings.
  • In close collaboration with the Country Director, build and sustain external networks through regular communication with donors, local authorities and NGO community.
  • Direct donor and partnership follow up on key grants issues.
  • Lead in the development of communications and visibility strategies for relevant projects, engaging relevant stakeholders to promote the work of Action Against Hunger.

7) Ensure adherence to Action against Hunger requirements

  • Commit and comply with the organization's Internal Regulations, Code of Conduct, Gender Equality and Diversity standards, as well as key ACF policies, including but not limited to Safeguarding and Fraud Prevention policies.
  • Lead on and promote the implementation of ACF policies through daily activities, team management, operational planning, and strategic execution.

Education: Bachelor Degree in Development, International Affairs, Public Health, Economics or similar fields.

Type of professional experience requested

  • A minimum of 5 years of  experience in technical expertise in WaSH or Food Security and Livelihood Programming is required
  • A minimum of 5 years of management experience in humanitarian/development setting with proven field-based experience.
  • Experience in program quality.
  • Demonstrable experience in leading or contributing significantly in proposal writing
  • Good knowledge of common institutional donor guidelines and regulations ( EU, FCDO, GIZ, GFFO, SDC, UNICEF, AFD, etc)

Language level: Fluency in Arabic & English languages
